This letter is to inform you that our office is pursuing a raze order on this property. An inspection on
2/10/99 revealed numerous violations that are still present. Previously our office has made every
attempt to cooperate with you, granting numerous extensions which date back to 8/22/97. The violations
that were noted are as follows:
1. THE EAST ENTRANCE WAS NOT BUILT TO CODE
Ordered to be repaired on 8/22/97. As of this date new steps have been built without regard
to the state building codes. The violations include:
ILHR 21.04(2)(b) Guardrails shall be located at least 36 inches above the floor. Currently
the guardrails are approximately 33 1/2
ILHR 21.04(2) Exterior handrails shall be constructed of metal, decay resistant or pressure
treated wood. Currently the handrail is not metal or decay resistant.
ILHR 21.04(3)(b) A level landing shall be provided at the top and base of every stairs. The
landing shall be at least as wide as the stairs and shall measure at least 3
feet in the direction of travel.
2. THE CONDITION OF THE EXTERIOR MASONRY IS CREATING A HAZARDOUS
AND UNSAFE CONDITION ON THE PREMISES
Ordered to be repaired on 7/9/98. As of this date the owner has removed the sections of falling
brick and by doing so has compromised the exterior condition of the residence. The brick has
been removed on the front of the residence and vinyl siding was installed without calling for an
inspection. The integrity of the brick can not be verified due to the brick being removed from the
corners of the building and no brick ties can be seen. The vinyl siding is installed in a manner
that allows for future water problems to occur which would deteriorate the residence even
further.
3. NUMEROUS MINIMUM HOUSING VIOLATIONS ARE NOT CORRECTED
Orders date back to 7/19/96. These include:
Installing solid core doors and deadbolt locks on all living unit entryways
Repairing/replacing a majority of the windows
Installing missing ceiling tiles
Repairing damaged wall plaster
Installing code compliant handrails and guardrails for interior stairways
Installing a code compliant water heater, which was previously installed illegally by an
unlicensed plumber and correcting other plumbing violations
Installing smoke detectors
Numerous electrical violations
The exterior was ordered to be painted
This residence was ordered to be razed on 10/15/98. It was only after consulting with Allyn Dannhoff,
Director of Inspection Services, and ensuring him that the violations would be corrected, you were
allowed to repair this residence. Therefore, since numerous violations are still present, you are ordered
to raze the building within 30 days from the date of this letter. If the building is not removed within this
time frame the City will execute the raze order issued last year and will hire a contractor to start the
demolition of this structure. A building permit is required and must be obtained prior to demolition. If

YOU ARE HEREBY NOTIFIED that the two story house situated on the
following described property, to wit:
The North Fifty (50) feet of Lots Eleven (11) and Twelve (12) of
Block Sixty -seven (67) in plat of the ORIGINAL THIRD WARD, in the
Thirteenth Ward, City of Oshkosh, Winnebago County, Wisconsin, per
Leach's Map of 1894, and now in the Ninth Ward of said City.
Which premises are owned by you and known as, 303 W. 9th Avenue,
has become damaged to such an extent as to be dangerous, unsafe,
and unsanitary, otherwise unfit for human habitation, occupancy, or
use, and is in danger of structural collapse.
THEREFORE, you are hereby ordered to raze or repair said building
within thirty (30) days from the date of service of this order upon
you.

YOU ARE FURTHER NOTIFIED that this order is served upon you,
pursuant to the terms and provisions of Section 66.05 Subsections
(1), (2), (3), (4), (5), and (8) of the Wisconsin Statutes and in
such case made and provided. If you shall fail or refuse to comply
within the time prescribed in this notice, said building shall be
razed and removed by the City of Oshkosh; and the cost of such
razing and removal shall be charged against the property, shall be
a lien thereon, and shall be assessed and collected as a special
tax.
YOU ARE FURTHER ORDERED AND NOTIFIED that should you fail to comply
with this order to remove any personal property or fixtures in the
above described structure(s) in accordance with sec. 66.05(5), Win.
Stats., within 30 days from the date of service of this order upon
you the City of Oshkosh may store the same, or may sell it, or if
it has no appreciable value may destroy the same. In case the
property is stored the amount paid for storage shall be a lien
against such property and against the real estate and shall be
assessed and collected as a special tax against the real estate if
the real estate is owned by the owner of the personal property and
fixtures. If the property is stored and not claimed by the owner
it may be sold at the expiration of 6 months after it has been
stored.

Brief History Review: Orders, citations court action has
