Enclosed are your recycling scale tickets for the month of March 2009. Check your tickets carefully for any
errors and omissions. We need to be nodried immediately of errors found or missing tickets sn that
we can correct the records
Your tonnage report is also enclosed. Review your ratios, pounds per person and how you compare to other
units of similar size.
Spring Medication Collection Program
Winnebago County is once again partnering with Calumet, Outagamie and Waupaca Counties to hold a
Medication Collection. Residents will be able to bring in expired or unwanted human and pet medications in
the forms of pills, capsules, ointments, liquids, sprays, drops, creams, inhalers, or any other drug no longer
needed for its intended purpose. Both prescription and over- the - counter medications will be accepted, and
there is no charge to participate. Residents from Winnebago County are invited to drop off medications at
any one of the sites. Among the program sites and times are:
Thursday, April 30"', 8 a.m. to noon, Oshkosh Senior Center Annex, 234 N. Campbell Road
Monday, May 11 9 a.m. to 1 p.m., Neenah City Center, 211 Walnut St
Saturday, May 16 10 a.m. to noon, Aurora Pharmacy (in Copps), 1919 E Calumet St, Appleton
Wednesday, May 21', 9 a.m. to 1 p.m., Waupaca County Courthouse, 811 Harding St
Friday, May 22n i p.m. to 4 p.m., Thompson Community Center, 820 W. College Ave, Appleton

Successful Annual Community Meeting Held March 24th
The Winnebago County Solid Waste Management Board's Annual Financial and Informational Meeting took
place on Tuesday, March 24, 2009 at 9:00 a.m. at the J.P. Coughlin Center in Oshkosh. Twenty -seven
community representatives, Winnebago County Solid Waste Board members/staff and DNR staff attended
the meeting. Anyone who could not attend should have received a packet of handouts and letter
summarizing the meeting. The surplus commodity ballot should be produced and distributed shortly.

Senate Bill 107: Electronics Recycling. Legislation
As summarized as the Annual Community Meeting, Senate Bill 107 would establish a collection and
recycling system for certain consumer electronics from households and would ban from landfills or
incineration certain electronics as of Sept. 1, 2010. At the Solid Waste Management Board meeting on April
1 ", the Board adopted the enclosed resolution in support of this legislation. There is also a public hearing
scheduled for SB 107 on April 14, 2009.
Household Hazardous Material Facility Opening Soon
Winnebago County's Household Hazardous Material Facility will open for its first day of operation for 2009
on Thursday, May 7 The facility will be open on select days of each month until October 24 .
Winnebago County residents can drop off lead /oil based paint, pesticides, solvents, aerosol cans, household
cleaners, acids, mercury containing products and many other items FREE of charge. MATERIAL IS
ACCEPTED BY APPOINTMENT ONLY. Residents may call (920) 232 -1856 for more information or to set
up an appointment.
Signed Extension Agreements
Enclosed most of you will find a signed copy of Second Extension of the 1993 County/Municipal Recycling
Agreement. We apologize for the delay in returning this to you. We have been waiting to receive all fifteen
Agreements back from communities to execute all at once. However to prevent any further delay, we have
executed those Agreements which we have received at this time and returned a copy to you. If you have
not yet sent back the signed copy of this Agreement, please do so as we would like to maintain this
documentation for our files. Thanks.

SECOND EXTENSION
OF
1993 COUNTY/MUNICIPAL RECYCLING AGREEMENT
THIS EXTENSION to the County/Municipal Recycling Agreement described below, is
made effective January 1, 2009.
WHEREAS, Winnebago County (the "County ") and the TXwn/Vi)Xa /City (strike two)
of (insert in name of municipality) (the
"Signing Municipality ") entered into that certain County/Municipal Recycling Agreement on the
�JJ day of &I) r 1993 (th "Agreement ") and
WHEREAS, the County, by virtue of that certain Assignment of 1993
County/Municipal Agreements executed December 13, 2007, has assigned all of its right title and
interest in and to the Agreement to the Winnebago County Solid Waste Management Board (the
"Solid Waste Board "); and
WHEREAS, the Solid Waste Board and the Signing Municipality are collectively called
"the Parties" herein; and
WHEREAS, it now appears desirable to extend such Agreement; and
WHEREAS, the Agreement in ARTICLE III TERM AND RENEWAL, Section C.
Renewal stated, "Renewal of this Agreement shall be by mutual written consent of each party
after December 31, 2007."
NOW, THEREFORE, in consideration of the above premises and the mutual covenants
of the Parties, the Signing Municipality and the Solid Waste Board, as assignee of the County, do
agree as set forth below:
1. The Agreement is extended for six (6) months through June 30, 2009 while the Solid
Waste Board concludes construction, preparation, testing and implementation of a single stream
recycling processing system.

2. All other terms and conditions of the Agreement remain in full force and effect.
IN WITNESS WHEREOF, the Solid Waste Board and the Signing Municipality
have executed this Extension as of January 1, 2009.
