Approval of bills presented by the Director of Finance.
GRAND OPERA HOUSE SEASON CELEBRATION
Approval to the Grand Opera House to utilize Opera House Square and facilities, and to close
Market Street, from High Avenue to Algoma Boulevard, on Tuesday, July 28, 2009, from 8:00
a.m. to 10:30 p.m., for an event to thank their volunteers, partners and patrons, and to announce
the Grand's 2009 -2010 season, in accordance with the attached letter of request.
DRAGON BOAT 5K RUNNING EVENT
Approval to the Oshkosh YMCA and the Dragon Boat Festival Planning Committee to utilize
Ceape Avenue, Broad Street, Bay Shore Drive, Lake Street, Rosalia Street, Washington
Avenue, Linde Street, Merritt Avenue, Bowen Street, and Mill Street on Saturday, September
26, 2009, from 8:00 a.m. to 12:00 p.m., for their 5K Running event, in accordance with the
attached letter of request.
CHILDREN'S DAY PARADE
Approval to the Oshkosh Jaycees to utilize South Park and facilities, and to utilize 6 th Avenue,
7 th Avenue, Idaho Street, Ohio Street, West 11 Avenue and Georgia Street, on Sunday, August
9, 2009, from 1:00 p.m. to 4:00 p.m., for the 77 Annual Children's Day Parade and event, in
accordance with the attached letter of request.
CN TRACK WORK
Approval to the Canadian National Railroad to close the railroad tracks at Washington Avenue,
just west of Broad Street, on Wednesday and Thursday, July 22 and 23, 2009, to perform
required track maintenance, which involves taking the plank out of the street crossing to grind
the curve, in accordance with the attached letter of request.
BLOCK PARTY
Approval to the residents of Newport Court to close Newport Court, from Westhaven Circle to
Maricopa Drive, on Saturday, July 28, 2009, from 3:00 p.m. to 8:00 p.m., for their
neighborhood block party, in accordance with their recently submitted Block Party Request
Form.
BLOCK PARTY
Approval to the residents of Hayward Avenue to close Hayward Avenue, from Fairfax Street to
Pheasant Creek Drive, on Saturday, August 22, 2009, from 1:00 p.m. to 9:00 p.m., for their
neighborhood block party, in accordance with their recently submitted Block Party Request
Form.
BLOCK PARTY
Aproval to the residents of South Eagle Street to close South Eagle Street from 6 th Avenue to
7 Avenue, on Saturday, August 8, 2009, from 3:00 p.m. to 10:00 p.m., for their neighborhood
block party, in accordance with their recently submitted Block Party Request Form.
MAYOR'S BREAKFAST
Approval to the Mayor's Breakfast Committee to utilize "Riverside Park" and facilities (defined
as running from Main Street on the west to the railroad tracks on the east, with Ceape Avenue
on the north and the Fox River on the south), and to waive the fee for the Leach Amphitheater,
on Friday, July 31, 2009, from 12:00 a.m. to 12:00 p.m., for the 2009 Mayor's Breakfast, in
accordance with the attached letter of request.
STRAIT JACKET ESCAPE
Approval to Mike Schroeder to utilize the 400 block parking lot behind the Time Theater to
perform his hanging strait jacket escape on Saturday, August 1, 2009, at 7:00 p.m., in
conjunction with Gallery Walk, in accordance with the attached letter of request.

Re: Use of Opera House Square
Dear Mr. Stephany
I submit to you a request for approval and recommendation to the Council for
the use of Grand Opera House Square on Tuesday, July 28th, 2009.
Tentative plans are to have a late afternoon/ early evening event in the park on
July 28, 2009. This event will be a thank you to our volunteers, partners and
patrons with live music, food, soft drinks, games and more.
We will need the exclusive use of Opera House Square starting at about8:00
ITM and will be clear of the park by 10:30 PM. Tuesday's event(s) are
tentatively planned to run from 5:OOPM to 9:00 PM.
In conjunction with this event we would also need to close Market street from
Algoma Blvd to High Ave. We will contact the Oshkosh Police Department and
Street Department as well in this regard.

Dear Mr. Rohloff:
I am writing on behalf of the Oshkosh YMCA and the Dragon Boat Festival planning
committee to request your approval of a 5K running event.
Our Dragon Boat Festival has been a successfully event for the last couple years and is a
great weekend for the city of Oshkosh. Each year we consider how we can improve this
event and we believe that we have some great ideas again for this year that promote
wellness. Last year we ran our first ever 1 mile family fun run on the Leach
Amphitheatre grounds. We had great feedback about having this running event and
would like to take this a step further.
This year we would like to attract even more community members to our festival by
holding a 5k Fun Run. We would like to start and end the run on the grounds of Dragon
Boat Festival. We feel this will attract even more people to our event. The 5K route that
we are considering is much like the route that Irish Fest used for their 5K event. The 5k
would be held on Saturday, September 26 at approximately 9am. Please feel free to

Mike Gould Park, its facilities and surrounding city streets for the Children's Day
Matt Mutz Parade. The Jaycees will be hosting this 77 annual event on Sunday,
Melissa Pezzuto August 9 th from 1 pm to 3 pm.

area. We ask that 7 th Ave., from Rugby to Idaho St., and Idaho St. from
8 th Ave. to 6 Ave. be closed to cars during this registration time. At 2:00
p.m., the parade will start at 6 th Ave. and Idaho Ave., go east on West 6th
Ave. to Ohio St., south on Ohio St. to W South Park Ave, and east on W
South Park Ave to Georgia St. We will then go north on Georgia St. to
the South Park entrance. A copy of the route is enclosed.

L R Rusch on the behalf of the CN requests permission from the city council a closure for 2 days at Washington
Street railroad tracks just West of Broad Street downtown Oshkosh to do required track mtce which involves

At this time we are looking at July 22nd and 23rd for the date of the closure .
I request to be flexable on the dates account this machine is working it's way from North to South.
Xing will be back in service within 48 hrs possibly much sooner. Could be the same day.

To the Oshkosh City Council:
On behalf of the Mayor's Breakfast Committee, please accept this request
for the use of the Leach Amphitheater/Riverside Park for Friday, July 31,
2009 for the Mayor's Breakfast. The breakfast serving hours would be from
6 AM until 10 AM with set up beginning immediately after the Thursday
Waterfest event on July 30
We request to reserve and occupy "Riverside Park" defined as running from
Main Street on the west to the railroad tracks on the east with Ceape Street
on the north and the Fox River to the south. The area occupied would
include all parking and all park facilities other than the Convention Center.
Arrangements have been made with the City of Oshkosh Parks Department
for use of the Leach Amphitheater on the above date.
If you have any questions regarding the event, please contact Trish Wendorf

Mr. Rohl off,
I am asking for your permission to once again perform my
hanging straitjacket escape on August 1, 2009. This would take place
in the parking lot directly behind the Time Theater at 7:00 pm. I would
like to draw attention to the Time Theater Renovation Project in
conjunction with the Gallery Walk. I have already obtained verbal
permission from William Fowler and Chris Strong to perform this
escape. Enclosed is a copy of my liability insurance.
