Box 1130 Oshkosh, Wisconsin 54903 -1130 City of Oshkosh — OIHKCYH TO: Honorable Mayor and Members of the Common Council FROM: Jon G. Urben, Director of General Services DATE: July 6, 2009 RE: Tandem Truck Chassis & Dump Body Bid BACKGROUND The Water Distribution Division has noted that their 1997 GMC tandem dump truck is over 12 years old and has logged over 46,000 miles. The truck continues to experience increased costs in maintenance and mechanical problems. A new truck would be more fuel efficient and provide newer technology. This same truck's tandem axle dump body is also in need of replacement as repairs would exceed the costs of a new body. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for a tandem truck and body. Bid requests were sent to tandem truck vendors who have received invitations to bids in previous years. In addition the bids were advertised in the local paper and posted online on NovusVendor. Bids were received on July 2, 2009. The bid tabulation is attached. FISCAL IMPACT Replacement of the tandem truck & body will have a fiscal impact of $107,141 ($75,570 net truck chassis bid with trade + add -ons + $31,571 tandem axle dump body). This item was budgeted in the 2009 CIP equipment replacement at $120,000. Funding for this item would be charged to the Water Distribution Division CIP account: 541 - 1810 -1788- 00000. RECOMMENDATION Working with the Street Division, Purchasing reviewed the bids received and is recommending the Common Council award the tandem axle truck chassis bid to Packer City International for $75,570 and the tandem axle dump body to Monroe Truck Equipment for $31,571. This unit is expected to arrive in approximately 90 days. W ub itted, Jon G.
