PURPOSE: AWARD BID TO KITZ PFEIL INC. FOR UTILITY TRACTOR WITH
CAB & HYDRAULICS FOR STREET DIVISION / ($39,917.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised forbids for one (1) utility
tractor with cab and hydraulics for Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

One (1) utility tractor w /cab & hydraulics
Net bid w /trade and add -ons: $39,917.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Utility Tractor Bid
BACKGROUND
The Street Division has noted that their 1984 Ford farm tractor has logged over 4,400 hours and
needs to be replaced as it is becoming increasingly difficult to find replacement parts and also
requires much labor and maintenance to keep it operational. The Street Division is proposing a
more versatile utility -style tractor that can be used throughout the year for leaf pickup, sidewalk
snow removal and lawn mowing.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for a utility tractor with cab and hydraulics. Bid requests were sent to utility
tractor vendors who have bid in previous years. In addition the bids were advertised in the local
paper and posted online on NovusVendor. Bids were received on July 2, 2009. The bid
tabulation is attached.
FISCAL IMPACT
Replacement of the utility tractor will have a fiscal impact of $39,917 ($24,249 net bid with trade
+ $15,668 in add -on features). This item was budgeted in the 2009 CIP equipment replacement
at $50,000. Funding for this item would be charged to the Street Division CIP account: 323-
0430- 7204 - 06911.
RECOMMENDATION
Working with the Street Division, Purchasing reviewed the sole bid received and is
recommending the Common Council award the bid to Kitz & Pfeil, Inc. for $39,917. This unit is
expected to arrive in approximately 30 days.
