This Amendment No. 2 is issued pursuant to the Standard Agreement for Professional Services
fully executed on April 20, 2007, and Amendment No.1 fully executed September 26, 2007, which
are incorporated herein by this reference, with respect to Water Filtration Plant Modifications and
Demolition Project.

herein by reference.

Work Schedule: September 2007 through April 2008.

City of Oshkosh Water Filtration Plant
Modifications and Demolition Project
Revised Professional Engineer Services
In addition to the Design Scope of Services (April 20, 2007) and Amendment No. 1 Scope of
Services (September 26, 2007), CH2M HILL has completed or will complete the following.
Final Design and Bid Phase Services
In an effort to meet the City's goals for the project, the following specific activities were
completed outside the original scope of work and the September 2007 amendment.
Engineering Services during Construction
CH2M HILL will provide professional services, including managing site activities,
administering the contract for construction, monitoring the contractor's performance,
responding to technical submittals, and closing out the contract for construction. The
additional construction phase services are described below and summarized in Table 2 -1.
Project Management and Documentation
To assist the City, CH2M HILL will retain subconsultants STS /AECOM (558 North Main
Street, Oshkosh, WI 54901) and Kaempfer & Associates, Inc. (650 East Jackson Street, Oconto
Falls, WI 54154) to deliver the Services during Construction scope of services. CH2M HILL
will manage the subconsultants and provide monthly progress reports on engineering
activities, schedule, and budget to the City.
CH2M HILL will establish and maintain, with the City, a system for managing, tracking,
and storing relevant documents produced during construction and project closeout between
the Contractor, the City, and CH2M HILL. CH2M HILL will implement logging and
tracking procedures for all relevant correspondence and documents for the City's reference
during construction.
The construction information needed for compliance with the Safe Drinking Water Loan
Program (SDWLP) will be included in the project documentation. The services required to
prepare the construction documentation for submission to the SDWLP are not included in
this scope of work.
Following closeout of the construction contract, CH2M HILL will provide the City with an
organized set of project documents and records.

Site Survey and Map. Conducted detailed site topographic survey to accurately locate

existing structures, valve boxes, and other features critical to the project. Added information
to the electronic map of the Filtration Plant site.

More Detailed Documentation of Existing Conditions. Increased the final design sheet
$23,700
list from 58 to 87 sheets and developed more detailed specifications to provide additional
information to bidders. Identified interfaces with existing facilities, buried utilities, and
operational limitations in order to reliably maintain critical plant operations during demolition
and construction activities.

Value Engineering to Reduce Construction Cost. At 50% complete design milestone,
$18,600
identified alternative project approaches and materials and reviewed them with the City to
reduce construction cost. Revised the contract documents to incorporate (1) alternative plans
for hazardous material abatement, (2) the ability of the City to self - perform part of the
demolition work, (3) more efficient ways to coordinate handling and disposal of large
quantities of fill and spoil, and (4) coordination with the schedules of other City projects.

More Extensive Geotechnical Evaluations. Following receipt site subsurface investigation
$5,700
(December 2007), revised foundation approach. Evaluated using City furnished materials
and crushed concrete as part of the earthfill design and detention pond spoil soil.

Conducted Full -Scale Hydraulic Test of GAC Contactors. To verify actual hydraulic head
$7,100
available for the new CT /BWS Basin, measured water surface elevations and various flow
rates through the GAC contactors. Measured head loss through the media, and compared
underdrain against theoretical values. Considered the GAC contactor head loss under other
conditions (dirty media, different temperatures) to finalize CT /BWS basin design criteria for
basin dimensions and weir elevations.

Added Site Improvements. To improve site access and perimeter security, modified the site
$15,800
plan to include additional paved areas, new fencing, and automatic controlled- access gates.
Water Tower Technical Support. In support of discussions regarding the preservation of
$1,800
the water tower, reviewed the engineering report prepared by Strass- Maguire & Associates,
Inc. (March 2003). Prepared an evaluation of the report for historic preservation advocates
and the City Council that described how the 2003 findings aligned with current regulatory
requirements and economic conditions.
Chemical Piping and Instrumentation Relocation. Relocated the CT /BWS basin
$14,200
instrumentation from the flowmeter vault to the GAC gallery, making equipment more
accessible to operators. Because the instruments need routine attention, the relocation will
save the City time and money. Locating the instruments in the gallery required additional
drawings and design coordination with existing piping and control systems.
Bid Phase Activity and Duration. Actual bid phase activity is significantly more than
$15,200
planned (30 sets of bid documents planned vs. 50 sets actual). Broader project scope and
strong bidder interest resulted in greater than planned administrative effort and technical
communication during the bid phase. Delaying the bid opening 2 weeks to coordinate water
tower issues required additional support. Delayed Award of Contract to accommodate
Phase 1 demolition.
WDNR Stormwater Construction and Chapter 30 — Work in Public Waters Permits.
$5,300
Because the final design resulted in greater areas of disturbance, the requirements for
WDNR Stormwater Construction and State Statues Chapter 30 — Work in Public Waters
were triggered. Prepared the permit applications for WNDR approval.
SCADA System Integrator. Prepared performance specifications for a SCADA control
$10,600
system integrator. Reviewed scope and project with the City's preferred integrators and
conducted internal QA/QC review.
Energy Rebates. Identified requirements to receive Wisconsin Focus on Energy rebates
$1,600
($20,000 — $24,000) available to the City by replacing constant speed drives with variable
frequency drives for High Lift Pumps #6 and #7.
