Upon receipt of the additional information and/or revised plans. the plans will be reviewed for compliance to applicable Wisconsin Administrative Codes and Wisconsin Statutes. The following must be corrected/revised and accompany the resubmittal: My understanding is that you have applied for a petition for variance in order to resolve a conflict with the City of Oshkosh. According to City officials, the work done by WPS at Banner Packaging was done without a City of Oshkosh electrical!icense, permit and the cables were buried without inspection by the local electrical inspector. My understanding is customer owns the c.onductors and distribution equipment. For this reason the installation is covered by the Scope of Comm 16 and should have been installed to meet the requirements of Comm 16 and the 2002 edition of the National Electric Code. A petition on the type of cable used is only appropriate if you can establish an equivalency between the cable used for the installation at Banner Packaging and the type of cable required by the Code. The National Electric Code requires the use of Type MV cable for this type of installation. Type MV cahle is covered by Article 328 in the 2002 NEC. You have submitted copies of pages from the WPS cable purchasing specifications. No background information on the cable actually used on the job or comparison with approved cables was included. Please submit a complete comp'arison which includes cable specifications for the actual type of cable used on the project. This type of information is commonly available through the cable manufacturer. Your report shall compare the construction of the type of cable used to the applicable requirements for the manufacture of listed type MV cable. Type MV Cable is listed to UL 1072, Medium Voltage Power Cable. A competent professional engineer should do the comparison. Presumably the comparison will be favorable and will form the basis for establishing an equivalency between the technical requirements of the National Electric Code and the cable you elected to use. The City of Oshkosh has requested our assistance is determining the adequacy of the installation. This request came as part of their response in completing the Municipal Building Inspection Recommendation form. This is a separate issue from the cable insulation issue. You did submit a copy of the WPS cable burial depth specifications. No details were provided on the actual burial depth at Banner Packaging and any type of supplemental protection used. No details were submitted that indicate what type of post-installation testing WPS performed to verify the insulation 'r" JIM MARTIN Page 2 7118/2005 integrity. Please submit a separate report from your construction crew. Please provide details on: 1) the burial depth; 2) the relationship of burial depth to finished grade at the time of installation; 3) supplemental protection for the cables. if any; 4) the type of backfill; 5) the details on the type and methods used to terminate the cables at the terminals of the distribution equipment; 6) and copies of any test reports such as DC High-pot or In-line partial discharge. Other relevant infonnation may be submitted if you think it builds the case for City acceptance of an installation that was not inspected. Send your resubmittal into the address listed above, unless otherwise noted, and the department will review the resubmittal within 5 working days of receipt date.
