INC. / WATER FILTRATION PLANT MODIFICATIONS AND DEMO- LITION PROJECT/ ( +$161,283.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the following Change Order, a copy of which is attached, is hereby approved: MIRON CONSTRUCTION CO. Brand, Utilities Superintendent DATE: June 3, 2009 RE: Change Order #3 for Public Works Contract No, 08 -05; Water Filtration Plant Modifications and Demolition Project BACKGROUND Change Order #3 for Contract 08 -05 is scheduled for consideration by the Common Council at the June 9th meeting. This contract was awarded to Miron Construction Co. Inc. of Neenah, WI. on May 27, 2008. These changes are due to additional requirements of the Department of Natural Resources that are not code related but part of departments internal decision making process, site conditions that have been found in the field to be different than, or not shown on existing site plans and opportunities identified during construction that can add value to the project. Whenever possible these prices reflect estimated time and material costs and will be adjusted to reflect the actual cost of the work once it is completed. A final adjustment will be done at the end of the contract on these items. The project is approximately 71 % complete at this time. ANALYSIS 3a Additional Hatch Changes -These changes are to satisfy WDNR requirements. 3b 42" to 30" Pipe Connection- This piping connection is being made to provide additional operational flexibility between the backwash storage, filter to waste lines and clearwells. 3c 24" RW Valves LLPS - The 24" raw water intake valves from the back up intake lines at Low Lift Pumping Station were found to be in worse condition than originally anticipated and are being replaced. 3d Small Diameter Piping- WDNR as part of additional review comments wanted to have an additional casing pipe installed around the chemical feed lines. This is to meet the additional requirements of the WDNR. 3e Gate Access System Change- Changes in the gate access system location were made at the request of plant staff. This revision does not cause any change to the contract price. 3f LP Gas Credit Cold Weather Concrete- This deduct is a credit based on the actual LP Gas needed to meet cold weather requirements for concrete installation which was done on time and materials basis. 3g Temporary Wiring at Center Clearwell- Temporary wiring was needed for the level controller at the center clearwell. Change Order #3 for Public Works Contract No, 08 -05; Water Filtration Plant Modifications and Demolition Project Page 2 3h Pump Testing Credit- The factory pump testing for the highlift pumps was completed but did not meet the testing requirements of the specifications. The supplier is providing a deduct in addition to more rigorous field testing during startup to meet the requirements of the specifications. 3i High Lift Pump Station Foundation- Unsuitable soils were discovered during excavation around the highlift pumping station and needed to be removed and suitable fill brought in. 3j Re Route Ozone Cooling Water -This involves a temporary piping change to reroute cooling water from the Low Lift Pumping Station to facilitate the 24 inch valve installation in the Low Lift Pumping Station. 3k Combination Starter Disconnect- These changes are related to the exhaust fan starters and disconnects at the highlift pumping station. 31 CT /BWS & Clearwell Elements- This is for the additional wiring required to provide heat elements on the level control instruments in the clearwells. 3m Electrical Hand Holds and Ductbank Changes- An opportunity to reduce the number of hand holds and shorten the ductbank resulted in this deduct. 3n PVC Coated Conduit- This is an upgrade in material and extends the long term durability of this installation. 3o Deletion of Mow Strip- This was originally concrete and is being changed to landscaping stone resulting in a deduct. 3p Installation of 24" valve- The existing valve that was the connecting point for the new 24 inch piping did not work properly. This is the installation cost for a new valve that was provided by the utility. 3q Change from 4" Conduit to 3" Conduit- This was a contractor request which resulted in a deduct. 3r Delete Wireway at GAC- An alternate method of installation made this wireway unnecessary which resulted in a deduct. 3s Clearw ell Hatches — DNR is requiring upgrades to the hatches on the existing clearwells. A number of locations identified as hatches are actually related to valve operator connections and do not need to be modified. This resulted in deduct. These changes were reviewed by CH2M Hill our consultant on the project and the costs related to these changes were reasonable based on their experience with similar work. Change Order #3 for Public Works Contract No. 08 -05; Water Filtration Plant Modifications and Demolition Project Page 3 FISCAL IMPACT The estimate for this project was $9,005,950.00.The total project cost including this change order for $161,283.00 is $8,114,940.52 which is $891,009.48 under budget. Funds are available in the 2008 Property Improvements Section (Water Utility Funds) of the Capital Improvement Budget. RECOMMENDATIONS I recommend approval of Change Order # 3 to Contact No. 08 -05 in the amount of $161,283.00 to Miron Construction Co. Inc. Respectfully Submitted, Approved: Stephan M.
