HomeMy WebLinkAbout09-225JUNE 9, 2009 09 -225 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) AS AMENDED PURPOSE: GIVE DIRECTION REGARDING FUNDING OF RECYCLING CARTS A) SPECIAL CHARGE TO INDIVIDUAL PROPERTY OWNERS RECEIVING A CART B) FUNDING LNG THRO GH 20 CAPITAL IMPROVEMENT PROGRAM INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that city staff is hereby directed and authorized to proceed with the steps necessary to pursue the following option for funding of recycling carts: A) SPECIAL CHARGE TO INDIVIDUAL PROPERTY OWNERS RECEIVING A CART (the property owner would have the opportunity to pay the invoice separately; if the invoice remained unpaid as of November 15, the invoice would be added to the tax bill for that property) B) FUNDING LNG THRO IGH 2009 CAPITAL IMPROVEMENT PROGRAM AMENDED TO DELETE CHOICE B CITY HALL 215 Church Avenue P.O. Rohloff, City Manager ---- RE: Funding for Purchase of Recycling Carts As I indicated in my newsletter last week, a determination has been made regarding the supplier for the carts required for automated recycling collection. Winnebago County obtained proposals on May 1 St from seven companies on behalf of municipalities in Brown County, Outagamie County and Winnebago County. The Department of Public Works has reviewed the proposals with Winnebago County, and the firm of Toter, Inc. of Statesville, North Carolina, has been selected to provide the carts. After a field check of all samples, the Toter cart, utilizing a method known as rotational molding, was selected as the best value due to the durable construction of the cart body, lid, hinge and wheels. The Toter cart includes a 10 year, non - pro -rated warranty, and it is estimated to have a useful life of 15+ years. This cart is currently being used for solid waste or recyclable material collection operations in Green Bay, De Pere, the City of Menasha, and Ashwaubenon. Winnebago County is currently coordinating the purchases for the City of Oshkosh, Town of Menasha, and as many as 14 other communities in the three county region. A discussion is needed in regard to the method of payment for these recycling carts. The funding options include (1) the assessment of a one time special charge to individual residences, or (2) placing the cost on the entire property tax roll. Director of Finance, Steeno, has determined the following prices for these options: (1) One Time Charge (2) Place on Tax Roll 64 Gallon Cart $40.18 $50.80 96 Gallon Cart $46.51 $58.80 The additional financing costs associated with Option (2) assume payment of bonds for a period of ten years at an interest rate of 4.5 %. This also assumes financing through a taxable borrowing by the State Trust Loan Fund. This financing adds approximately 26% to the cost of the carts. For this reason, and because we can immediately identify the beneficiary of the cart, I believe that a one time special charge is appropriate. Please contact me if you have any questions concerning this issue. .s co 4 Of H KOIH ON THE WATER MEMORANDUM DATE: June 3, 2009 TO: Honorable Mayor and Members of the Common Council FROM: Mark A Rohloff, City Mangers --� RE: Award of Wastewater Treatment Plant Remote Telemetry and Supervisory Control Center Engineering Service Contract An engineering services proposal was requested from Strand Associates Inc. (Strand) for work related to implementing upgrades to the Wastewater Treatment Plant Remote Telemetry and Supervisory Control Center. The proposal was requested from Strand because they were involved with the original design of remote telemetry that was installed in 1992 and plant controls that were installed in 1995. Based on their past experience with these systems, they are familiar with the changes that need to be made to upgrade - these systems to current technology. The engineering services are in the amount of $166,000.00 and will cover design and construction services for the telemetry, control systems and liftstation panel replacements that are budgeted in the CIP for a total of $ 1,525,000.00. Strand has completed a number of successful upgrades to the Wastewater Treatment Plant including back up generators in 2003, lift station improvements in 2006 and bar screen improvements in 2008. Their knowledge of these systems will expedite the design process and result in a cost effective project representing a good value for the city. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manger without the use of formal sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this contract award. These services will be funded through the Wastewater Utility.
