MAY 26, 2009 09 -190 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO BRUCE MUNICIPAL EQUIPMENT, INC. FOR ONE 3 -WHEEL MECHANICAL STREET SWEEPER FOR STREET DEPARTMENT ($147,750.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for one 3 -wheel mechanical street sweeper for the Street Department; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BRUCE MUNICIPAL EQUIPMENT, INC. N60 W15835 KOHLER LA MENOMONEE FALLS WI 53051 -5722 Total Bid with Trade - $147,750.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, Director of General Services DATE: May 18, 2009 RE: Mechanical Street Sweeper Bid BACKGROUND The Street Division has noted that their 1993 mechanical street sweeper has logged 12,000 hours and needs to be replaced as it requires much labor and maintenance to keep it operational. A new unit will be more efficient, easier to operate and quieter on the streets. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this three wheel mechanical street sweeper. Bid requests were sent to the two street sweeper vendors who have bid in previous years. In addition the bids were advertised in the local paper and posted online on NovusVendor. Bids were received on May 8, 2009. The bid tabulation is attached. FISCAL LMIPACT Replacement of the mechanical street sweeper will have a fiscal impact of $147,750 (net bid with trade). This item was budgeted in the 2009 CIP equipment replacement at $150,000. Funding for this item would be charged to the Stormwater CIP account: 561- 2010 - 1786- 00000. RECOMMENDATION Working with the Street Division, Purchasing reviewed the sole bid received and is recommending the City Council award the .mechanical street sweeper bid to Bruce Municipal Equipment, Inc. for $147,750. Bruce's bid is for a 2009 Elgin Pelican unit that is expected to arrive in approximately 90 -105 days. Respectful b tted, Approved: Jon G.
