HomeMy WebLinkAbout09-203MAY 26, 2009 09 -203 RESOLUTION (CARRIED LOST LAID OVER 6 -0 WITHDRAWN ) UNTIL JUNE 9, 2009 PURPOSE: ESTABLISH CITY WIDE GOALS FOR CITY MANAGER INITIATED BY: CITY COUNCIL WHEREAS, the City Manager has prepared a list of his goals for the Common Council to review and discuss; and WHEREAS, the Common Council has reviewed, revised and discussed those goals. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached list of City Wide Goals for the City Manager are hereby adopted. FINAL DRAFT City Manager Goals 1. Complete City -wide Strategic Planning Process with Department Heads and.Council a. Initiate Council involvement in strategic plan process by July 15, 2009 b. Complete strategic plan for Council approval by October 1, 2009 c. Develop annual goals consistent with strategic plan d. Develop performance measurements that are consistent with strategic plan and goals 2. Reformat budget process to produce a document that is easily understood by Council and the public a. Review 2008 financial audit at June 23, 2009 meeting in anticipation of preparing 2010 budget b. Present budget preparation schedule and discuss budget priorities with Council by July 15, 2009 c. Include performance measurement system in budget document d. Provide Council with two budget proposals: one with and one without tax increases e. Work with Deputy Mayor to evaluate possible make -up of budget committee by July 1, 2009. f. Conduct statistically reliable citizen survey to assist Council in setting budget priorities; submit results to Council by June 1, 2009 3. Prepare and submit 2010 -2014 Capital Improvement Plan (CIP) to Council by July 1, 2009 a. Identify and submit a report to the Council about alternate systems that may be available to evaluate streets as part of the 2010 CIP process b. Communicate the city's use of the PASER system so that the public better understands how it is used to prioritize street projects 4. Economic Development a. Work with new owners of Park Plaza on long range plan, including plans to coordinate hotel and convention center operations, and finalize transfer of garage ownership b. Solicit proposals for hotel development in Marion Road project area bu July 1, 2009 c. Complete conceptual plan for development of Clark Farm in SW Industrial Park d. Identify potential area(s) for new commercial business park once Universal Business Park is sold out e. Work with building community to address perception that Oshkosh is not "business friendly" 1) Cooperate with West Side Association who will be surveying its members on this topic 2) Contact the State Inspections Department and ask them to'do an "audit" of the City of Oshkosh Inspections Department. 3) Compare and contrast City of Oshkosh development efforts and processes with other cities comparable to Oshkosh. f. Work with CHAMCO, OAEDC, and other entities to develop programs to educate public about success of TIF Districts as a viable economic development tool. g. Cooperate with economic development partners to promote Oshkosh and encourage business expansion with existing businesses and new prospects h. Complete Economic Development Element to Comprehensive Plan and submit to Council by September 1, 2009 i. Brief the Council on the status of the following locations by August 1 Boat Works Property; Pioneer Property; Jeld Wen Property; Farmers Supply. Details of request in Mayor's draft. j. Have staff conduct an analysis of commercial and industrial buildings that have been vacant for an extended period of time. Contact owners and ask why the buildings are not being productive and what can be done to either raze the building (for buildings in poor condition) or find a buyer or developer that can make the building productive. k. Develop a point system to evaluate the worth of TIF proposals Public Works a. Inflow & Infiltration (I & 1) Study: Have initial recommendations from I & I plan to ' Council in early fall, 2009; initiate first phase (likely manhole rehabilitation) by December 1, 2009 b. Submit stormwater management options for Westhaven area to Council by June 15, 2009; work with Council to identify pond location and award contract for design by September 1, 2009 c. By October 1, 2009, present amended snow removal policy that will include new parking regulations to improve ability to remove snow. d. Implement automated single stream recycling collection by the end of 2009. e. Evaluate options to create incentive program to encourage recycling 6. Community Involvement & Outreach a. Work with community groups (Chamber, OACF, OCVB, United Way, UW -0) in developing community visioning plan and branding initiative. b. Complete Leadership Oshkosh Program and encourage program graduates and alumni to more actively participate in the community c. Continue to make myself available to community groups and media to communicate city initiatives and seek input on community -wide iss d. Conduct two town hall style public meetings in two geographically different locations in the city to discuss 2010 goals. These sessions should take place no earlier than approval of the budget, and no later than December 31, 2009 7. Work with Sustainability Advisory Board to develop city -wide sustainability plan a. Conduct greenhouse gas emissions inventory of city facilities and begin city -wide inventory in 2009 b. Support SAB Board as needed 8. Personnel a. Initiate negotiating'process for collective bargaining based on direction from Council b. Develop plan to train existing employees to replace "baby boomers" as they begin retiring Parks a. Evaluate management of Leach Amphitheater by in -house staff and make recommendation for 2010 management plan by October 1, 2009 b. Produce report on Sawdust Days 2009 that identifies city costs in supporting event and identifies neighborhood concerns for 2010 event c. Have the Parks Department /Parks Board come up with a beautification plan for South Park d. Evaluate urban green space e. Evaluate current tree planting plan and develop tree planting strategy RE: vacant Council Seat May 17, 2009 City of Oshkosh Common Council 215 S. Church Street Oshkosh Wisconsin 54903 Dear Council Members: U� � �//' E MAY 18 2009 ��n' CLERK'S OFFICE My name is Phillip Farley and I reside at 3177 Bellfieid Drive, Oshkosh. After speaking to many Oshkosh residents including Mr. and Mrs. Lee Dahian, Mr. and Mrs. Joe .lungwirth, Mr. Thomas Kokke, my physicians, former subordinates, and many, many other people around our city, I have decided to submit my name for consideration to fill the vacant city council seat. You will find my work history resume and completed application attached for your review. In short, I am a retired telecommunications manager from AT &T residing now in Oshkosh with a vast background in customer service, government and employee relations, budgeting, finance, maintenance and more. My history clearly shows t work extremely well under pressure and hold myself accountable for all actions specific to my responsibilities. Although I have no direct political party affiliation, I tend to be more conservative first listening to the Issue soliciting ideas, and hearing from the people involved before rendering my opinion or decision. Throughout my career I found myself often making difficult decisions that were not the most popular for the rank and file but rather took into account and recognized alt sides of the equation, !E: Company, budget, employee, customer, longevity, etc, i personally have no political ambition. In other words I believe If selected I would serve out this temporary term until the election supporting the objectives of the city and trying to bring a fresh prospective to the council. Further, I would not take nor accept any compensation for my service to the city specific to this temporary position as I would consider it an honor to participate and help mold new ideas within the timeframe given. If, however, the members of the board specifically along with the general public believe after the timeframe aforementioned that I served the city well, perhaps I would consider future involvement through the electoral process obviously with the blessing of each of you. For now I'll close by saying I'm here, available, and ready to serve if called upon. I have no hidden `agenda and I will always look out for the best interest of the city, my community and my state. I'm a strong believer in participatory management, therefore, t would always keep an open mind with communication as the key and prepared to open some doors with new Ideas. t would strive to make Oshkosh a better place to live, work, and play for all. Unfortunately I will not be available to attend the May 26 meeting as I have a previously scheduled appointment in Milwaukee to assist my aunt with probate issues. I would, however, encourage and appreciate a meeting as necessary at your earliest convenience to answer any questions you may have of me. I thank you in advance for your time and consideration.
