HomeMy WebLinkAbout09-204MAY 26, 2009 09 -204 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPOINTMENT OF INDIVIDUAL TO FILL VACANT COUNCIL SEAT INITIATED BY: CITY COUNCIL WHEREAS, the election of Council Member Paul Esslinger to the position of Mayor has created a vacancy in the position of Council Member for the City of Oshkosh; and WHEREAS, it is necessary to fill that vacancy; and WHEREAS, state statutes provide that such vacancy may be filled by appointment by the Common Council of an individual to serve the remaining term of Council Member Esslinger. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that Harold Buchholz is hereby appointed to fill the remaining term of Council Member Esslinger, which will expire in April of 2010. From 1984 until my retirement in 2007, 1 was involved in all aspects of the telephone industry with Wisconsin Telephone, Wisconsin Bell, Ameritech, Southwestern Bell, SSC, and finally AT &T. Following are the breakdowns of the numerous jobs I held during my tenure with these companies. Work Histo nr Area Manager - AT &T - Installation /Repair Arkansas - AR. June 2003 - May 2007 Responsibilities included but were not limited to; Multi million dollar budget, over ninety service technicians, six managers, and clerical staff responsible for the placement, rearrangement, repair, and installation of the telephone network in a large geographic area of Arkansas. Worked closely with all departments to Include engineering, constriction, maintenance centers, public relations, external affairs, and central office personnel. Extensive background with labor relations through negotiations with the bargaining units representing the craft forces on Issues such as policy changes and implementation, employee disputes, general labor issues, and hiring /terminations of employees. Provided the highest standard in customer service through leadership and commitment adhering strictly to the guidelines spelled out by both the Public Service Commission and the Federal Communications Commission. Worked extensively with the legal department in rotation to litigation and liability issues Involving customers, contractors, and employees. Also represented AT &T in several cases involving, testimony, and preparation for cases and regulation appeals, Me NLRB process and overall labor processes. This job required excellent oral and written communications, documentation and teamwork. Left job on May 11, 2007 as a result of being unable to perform all task from a medical standpoint. Job required approximately 70% field functions operating company vehicles and assisting managers and Technicians and 30% office functions. Primary Physicians were concerned with my current medication regiment in that it was unsafe for me to perform tasks specific to my telecommunications responsibilities, in January 2008 moved back home to Oshkosh Wisconsin. Area Manager- AT &T- Repair Wisconsin - Fox Valley Wt. Jan 2000 - June 2003 Same functions and responsibilities mentioned above with a few exception; In Wisconsin I was responsible for some two hundred represented employees, thirteen managers, and clerical staff. There were regulatory differences working with governmental agencies In Wisconsin vs. Arkansas both state specific and regulated by statutes and laws. In 2003, transferred to Arkansas to help care for my father suffering from Alzheimer's disease until his passing In 2006. Manager - AT &T Repair - Stevens Point, Oshkosh, Omro WI Jan 1998 - Jan 2000 The primary function of this assignment included; responsible for eighteen to twenty technicians responsible for the repair and Installation functions of the telephone' network. Customer care and timely response to the customers telecommunications needs was our number one goal. Worked closely with my peers, the union, customers, and other departments especially constriction and engineering within the company on a daily basis. Accountable for accurate time reporting, supplies ordering, vehicle fleet, inventory of supplies, and working knowledge of the outside plant telephone network. Handled employee disputes through the formal grievance process on issues such as attendance, tardiness, EEO, and quality workmanship problems. Successfully maintained one of the leading crews during my tenure within the Wisconsin area as it related to productivity, quality, and timeliness. Job required being in field for 75% plus time required pulling, picking, driving, stooping, bending, lifting, climbing, and assisting technicians, 25% in office performing administrative functions while sitting for long periods of time. Technician - Ameritech - CWA Outside /Install- Repair - Eau Claire WI 1994 - Jan 1998 Duties included; installation, repair, and locating of the telephone network, working In the outside environment placing and removing cable, repairing customer trouble reports, and installing servioe to subscribers requiring all types of inside and outside telephone work. Worked In the aerial, buried, and underground facilities utilizing all the appropriate safety methods and practices. Working knowledge of most all electronics and cable /fiber facilities and the maintenance thereof which included subscriber bop carrier systems, multiplexers, rectifiers, with knowledge of the actual telephone switches, iE; DMS100, etc. Direct and positive customer contact on each Repair or installation visit showing compassion and concern for the customer a must. Continually led the Eau Claire crew with most jobs per day completed and with the highest of quality results during my time as an outside technician. 100% outside, climbing, pulling, placing cable, bending, kneeling, lifting, driving, etc. I also held a part time job during this period with SM &P Conduit Company where I was In the field 100% of the time locating telephone, electric, water, and cable television lines underground. Job required much bending, walking, and tong hours. Left this company as my responsibility to the "Telephone Company" required my full attention. Manager Surveillance Center - AT &T - Milwaukee WI Aug 1985 - Nov 1993 Responsible for the 24 hour monitoring facility supervising up to twenty five craft employees. The surveillance enter was created and brought on line by myself and another manager to doted troubles In the telephone network throughout the state of Wisconsin and dispatch technicians to repair the troubles before service interruptions occurred and without the customer knowledge that a problem existed with their facilities. Worked with all police and emergency personnel pre 911 era performing all telephone traps and traces for emergency issues. Also responsible for cable locates for the state of Wisconsin protecting the telephone plant from damages as associated with contractor activity and other digging activity. Worked closely with the Wisconsin One Call system, "Diiggers Hotline" to ensure minimal service outages resulting from construction activity. In November 1992, left management and returned to craft in order that I may relocate to northern Wisconsin to assume ownership and operations of farm property owned in the Eau Claire area. 100% in office requiring sitting for long periods of time. I have a strong interest in public service and a particular interest in public administration and leadership. My education consists of an Associate in Corrections Science (1996) from Moraine Park Technical College, Fond du Lac, WI. A Bachelor of Science in Administration of Justice (1998) and a Master of Science in Organizational Leadership and Quality (2002) from Marian College, Fond du Lac, WI and a PhD in Human Services (2007) from Capella University, Minneapolis, MN. My professional experience spans both the private and public sector. I grew up on a farm, worked on a farm, worked in canning companies, was in the U.S. Military, worked in health care as a Certified Nursing Assistant (CNA), worked as a Correctional Officer /Sergeant for the Wisconsin Department of Corrections, and I'm currently working in mental health care at a correctional treatment facility as a supervisor. I also work as a part-time Instructor for the University of Phoenix - online. I believe these experiences will be beneficial as a member of the council. Oshkosh, like governments at all levels, is at cross - roads. Economic conditions, previous neglect and the changing culture of work and life have left us vulnerable. As Oshkosh progresses through this transition, it will be important that an active, forward looking body guide her. I hope to be one of the people at the helm. At every meeting, decisions will be made to set the course for Oshkosh for decades to come. I pledge to make these council decisions with a vision for this future that also addresses current concerns. One of the main refrains we heard in the last election was jobs, jobs and infrastructure. I believe that these two issues are related. One of the quickest ways to employ local workers is infrastructure projects paying good wages. I commend the council for taking a stand on this issue recently. But infrastructure can mean many things. Yes it is good roads, effective sewers and reliable trash removal. But a city's infrastructure when it comes to bringing in new business also includes safety, culture, educational opportunities and a well - trained workforce. But, before we can address these big issues, we need to, as former Madison Mayor Paul Soglin has written, `pick up the garbage.' He has argued that the compact between the office holder and the voters is simple: 1. "Pick up the garbage" and then 2. "Proving competence triumphs, voters now give the office holder the green light to start experimenting and bring greater change." I believe this is how we should provide for Oshkosh's present and future. First we need to `pick up the garbage' — ensure the basic services and safety of our people and property. After, Oshkosh demands progress and change. Once the council proves able to reach short term goals, we need to dive into the big issues of Oshkosh's future. I am over the age of 18, am a US Citizen, Resident of the City residing at 324 Futon Avenue, and I am a registered voter having voted in all primary and general elections since 1978, oddly enough I have not voted for the majority of the current council. Funny how things work out. My other qualifications are: I am a self employed owner of a downtown business. I have been in business for 17 years. I was a member of the Near East Neighborhood Steering Committee until it was abrogated by this city council. I am a founding member and past president of ArtSpace Collective Incorporated. ArtSpace Collective Incorporated started out as a loosely organized group of artists and through my guidance is now a Not for Profit Corporation formed to promote and foster the arts in Oshkosh. I, through ArtSpace Collective Incorporated was involved in the very beginnings of Gallery Walk which over the past 13 years has grown into the number one activity in downtown Oshkosh. I encourage the few members of this council that have yet to attend a walk, to do so. You will be amazed at the number of people and the amount of activity this event brings to downtown Oshkosh every month. In the past I was also involved in the Oshkosh Fine Arts Association serving as President ,Art Fair Chair and Program director. I am currently involved with the planning of events for the July 4th weekend celebration of Public Enemies working exclusively on the July 4th activities. What I would bring to the council is this, real life experiences and knowledge. I will not use the lame excuse of "needing to gather more information" if I was asked my opinion on an issue. I built my business from the ground up, I have survived in tough times. 1 understand that, "Wants Verses Needs" does not work in the real world for what you view as a want I might see as a need. Phrases such as this only serve to rally a particular constituency and does nothing to solve a problem. If appointed to this seat I will work for the good of entire city and not a small faction of it. This council seems to view city staff as the enemy and treats then with a lack of respect that is sickening. If appointed to this seat I would work to change this attitude by demanding respectful dialogue with City Staff. This council puts on a front of seeking out the opinions of the citizens of Oshkosh, unless it is in disagreement with what the council wants. Example: The Near East Steering Committee and the porch incident. The steering committee which consists of citizens of Oshkosh, opposed the porch. The house which is owned by a corporation (Advocate) were for the porch. This council sided with the corporation over the people actually living in this area. If appointed to this seat I would actually listen to the people and not let personal ego create unwanted bureaucracy. The Liquor Lobby and the antiquated liquor laws are stunting the economic growth of this city. Entrepreneurs cannot open restaurants because they cannot get a liquor license. Gallery walkers cannot enjoy wine be cause we can't serve. These laws are so poorly written that someone having an open house is in violation of the law and could be shut down if some south side business owner decides to make an anonymous complaint. Even the current mayor cannot achieve his dream of business ownership because of these inane laws, yet the city council stands idly by. If appointed to this seat I would will work to coordinate a city wide effort to put reform of the state liquor laws on the table in Madison. This council seems to think they are above the citizens of Oshkosh, most recently demonstrated by the process they elected to follow in the filling of this vacancy. If appointed to this seat I will never forget that the mayor is not the boss, the people are. What I will not do is make a brief presentation to this council on Tuesday, May 26th. After speaking to many Oshkosh residents including Mr. and Mrs. Lee Dahlan, Mr. and Mrs. Joe Jungwirth, Mr. Thomas Kokke, my physicians, former subordinates, and many, many other people around our city, I have decided to submit my name for consideration to fill the vacant city council seat. In short, I am a retired telecommunications manager from AT &T residing now in Oshkosh with a vast background in customer service, government and .employee relations, budgeting, finance, maintenance and more. My history clearly shows I work extremely well under pressure and hold myself accountable for all actions specific to my responsibilities. Although 1 have no direct political party affiliation, 1 tend to be more conservative first listening to the issue soliciting ideas, and hearing from the people involved before rendering my opinion or decision. Throughout my career I found myself often making difficult decisions that were not the most popular for the rank and file but rather took into account and recognized all sides of the equation, IE: Company, budget, employee, customer, longevity, etc. I personally have no political ambition. In other words I believe if selected I would serve out this temporary term until the election supporting the objectives of the city and trying to bring a fresh prospective to the council. Further, I would not take nor accept any compensation for my service to the City specific to this temporary position as I would consider it an honor to participate and help mold new ideas within the timeframe given.
