MIDWEST WALLEYE TOURNAMENT Approval to TFM Promotions to utilize Rainbow Park and facilities on Saturday and Sunday, August 8 and 9, 2009, from 5:00 a.m. until 12:00 p.m., for their Midwest Walleye Tournament, in accordance with the attached letter of request. PATHFINDER PARADE Approval to the Seventh Day Adventists to utilize Menominee Park, its facilities, and city streets on Saturday, August 15, 2009, from 1:00 p.m. to 4:00 p.m., for their Pathfinder Parade, in accordance with the attached letter of request. We would setup at Rainbow Park Saturday April 25, 2009. The tournament would be Sunday April 26, 2009. We will not need shelter just electricity which we have run from the shelter by the restrooms in the past. We would also request that there would be some garbage cans available to assure that we can leave the area clean. I would also like to reserve & for August 8 & 9, 2009. We would setup Saturday August 8, 2009. The tournament would be 94ra;Yugust 9, 2009. Again we would not require a shelter but electricity which the power box is located close to our setup area. We again would request some garbage cans to assure we can leave the area clean when we leave the park. If we could have some park benches at this event as we generally have a big crowd. Dear Trish: I would also like to reserve Menominee Park for October 9 & 10, 2009. We would setup Friday October 9, 2009. The tournament would be Saturday October 10, 2009. Again we would not require a shelter but electricity which the power box is located close to our setup area. We have insurance and will provide the city of proof of insurance as we have in the past. Can you provide me the information on what can be done as far as the launch fees for tournaments? Box 1130 Oshkosh, Wisconsin 54903 -1130 Dear Mr. Rohlff: You probably have already heard that there will be a Seventh -day Adventist International Pathfinder Camporee to be held at the EAA facility August 11 -15, 2009. We planned this same type of event in 2004. I have been working with Mr. Tom Stephany on concerning several recreational areas of Oshkosh that we will be utilizing. One major event that we are planning is a Pathfinder parade Saturday afternoon August 15 we conducted this same type of event 5 years ago. We would start it at Menominee Park and end at the. amphitheater. At that site we would have a rally consisting of a motivation speaker, music, etc., it will last approximately 45 minutes. Pathfinders would be shuttle to the starting point and pick up at the amphitheater. This letter is to officially request the City Counsel of Oshkosh to grant this request. We would be working of course with the Oshkosh Police Department as we have done in the past. You may contact me for further details about this activity. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m, and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. Principal (920) 424 -0165 5/11/2009 Mr. Mark Rohloff, City Manager 215 Church Avenue Oshkosh, WI 54901 Dear Mr. Rohloff, Jefferson Elementary School, where I serve as principal, will be hosting a bike rodeo and safety fair from 5:00 P.M. to 7:00 P.M.on the evening of June 4t 2009. This is the third year in a row that we have hosted this event with help from the Oshkosh Police Department and also the Oshkosh Fire Department. The purpose of this letter is to request that the city council approve the closing of Minnesota Street between 10 Avenue and 11 Avenue between 5:00 P.M. and 7:00 P.M. The fire department brings its safe house and it is difficult for them to maneuver onto our playground. In addition, the police department sets up a bike safety course in the street and supervises students practicing safe bicycling and walking safety. I have contacted First English Lutheran Church, our neighbor who shares this stretch of road with us, and they do not have any events scheduled for this evening and they have given their approval for this request. The walk will be held in an effort to raise food donations to benefit the Oshkosh Salvation Army food pantry. This will be a public event encompassing a 5 mile walk through the park. The theme for this year's parade is "Kids- Future Bearers of the Torch of Independence., " You are asked to ride or walk, whatever your preference. If you do prefer to ride, ou must provide your own vehicle and have the appropriate signs placed on it. There will be a "City of Oshkosh" Float entered that perhaps you would like to align with. Please let me know. Attached is the application for participation in the parade. This form MUST be filled out and signed by every participant for insurance purposes. Please return your application as soon as possible. The parade line -up starts at 7:30 AM with the parade beginning at 9:00 AM. The line -up area will be on Otter Avenue between Main St. and Court St. The parade route will be on N. Main Street from Otter to Irving Avenue, then east to Menominee Park. You are all invited to be the guests of the Oshkosh AMVETS Post 7 after the parade for refreshments and a band concert, played by our own VFW Band. This request is also to have you approve the transfer of the $5,000 funds set aside for the parade, into the parade account. The account is with Oshkosh Central Credit Union. You are free to examine the contributions and expenditures at any time. The proper permits have been requested from the Police and Sheriff's Department, as well as the notification of the Fire Department. Channel 2 will tape and broadcast the entire parade. This parade is the largest in our region, lasts over one hour and attracts over 20,000 people to our community of 55,000. Food, refreshments and fun are available in Menominee Park after the parade. Signat Date PLEASE RETURN THIS FORM BY JUNE 15, 2009 TO: Anne Hauch, 4th of July Parade Committee 1413 Indigo Drive Oshkosh, WI 54902 Proposal for Oshkosh Regatta 2009 Badger State Outboard Association (BSOA) proposes a two -day event of outboard motorboat races at Oshkosh, WI (Miller's Bay) on September P and 6 2009 The event is sanctioned by APBA (American Power Boat Association) and shall consist of various classes and divisions of outboard race boats. The two -day event will include testing of race boats from 11:30 am to 12:00 pm with racing starting after 12:00 pm until finished no later than 7:00pm. BADGER STATE SHALL BE RESPONSIBLE AS FOLLOWS: 1. To conduct the races and handle all race related duties, such as: A. Secure APBA Sanction and Insurance Liability coverage B. Selection of Officials 4 C. Setting out and removing the course (buoys) _ D. All race equipment, such as buoys, anchors, rope, scales, flags, timing equipment, starting clock, communication radios, etc E. Handle all race entry income and disperse all expense and award monies. 2. A minimum of three (3) patrol and safety boats. BSOA will arrange for divers if required. 3. Erect a suitable judge's stand and inspection area. Only authorized personnel by the Race Director or Referee is allowed. 4. Erecting a suitable P.A. system for race announcing and local advertisements. 5. Race event schedule - race schedule will be determined by the race committee after all entries are in. iThe water will be opened periodically for traffic if required. BSOA reserves right to cancel regatta if in the judgement of race officials, weather or water conditions are prohibitive. 6. Coast Guard - BSOA will make the necessary arrangements with the Coast; Guard on Federal waters. 7. Arrangements for ambulance to be at race by 11:30 am each morning and it is expected to be on site until 7 :00 pm, if necessary (unless local sponsor agrees to secure ambulance services). The ambulance is not to be on call for non -boat race usage and a second ambulance is to be available on 15 minutes notice if the first ambulance must leave with an injured driver. 8. BSOA is currently planning to provide food and beverage concessions. The organization may contract these services through local nonprofit community organizations. BSOA will work with Park Department to ensure all regulatory requirements are met for sale of food and alcoholic beverages. 9. BSOA may work with a local nonprofit community organization to provide live musical entertainment after the races. PARK DEPARTMENT WILL BE RESPONSIBLE AS FOLLOWS: 1. BSOA will work with Park Department to secure all necessary park, river/lake, ramp etc. permits to allow event to happen. 2. Provide sufficient space to permit drivers to launch their boats and adjust their motors, including the race site. 3. Provide sufficient space for Judges Stand (approx. 120 sq ft ) and inspection at waters edge (approx. 40 sq ft) 4. Provide sufficient space for overnight accommodations for motorhomes, vans, cars and tenting. 5. Provide sufficient rest room facilities for spectator convenience. 6.
