This meeting continued the review of the City's Minimum Housing Code by reviewing codes and approaches other communities employ in their Municipal Codes. The Committee had discussion on several aspects of the Minimum Housing Code and determined changes and/or amendments should be made in the following areas: Dwelling Electrical Requirements: 1. GFI's need to be required in Kitchens and baths. 2. 2 small appliance circuits are needed in the kitchen. Provide a provision to allow 15A circuits to accommodate existing wiring. However, if new circuits are added, they must meet present day 20A requirements. 3. Increase the number of receptacles in bedrooms from 1 to 2 to account for today's life styles (TV's, stereos, computers.) 4. Increase the number of receptacles in living rooms (similar use rooms) to 1 per wall. Discussion focused on obtaining 4 receptacles in these rooms, distributed around room to prevent use of extension cords. Questions were raised about difficulty installing receptacles in exterior walls. Staff will come up with some ideas on this topic. Other Requirements: 1. Require single glazed windows to be provided with storm windows. 2. Establish when storm windows and screens must be provided. 3. Require moisture resistant flooring in rooms containing a toilet, shower or bathtub. 4. Determine/define acceptable garbage receptacles. 5. Research where garbage receptacles may be stored on a lot. In some cases, present requirement is difficult to comply with, especially corner lots. 6. Establish a minimum size for bedrooms, exclusive of closet. 7. Bug/rodent infestations: require owner to pass "x" number of consecutive inspections, spaced "x" amount of time apart to consider the extermination efforts successful. 8. Require Landlords to provide the tenants with emergency contact information. Staff will conduct research on these items and come back to the committee with code suggestions in a future meeting.
