AS AMENDED
PURPOSE: ESTABLISH PROCESS TO FILL AN EXISTING VACANCY ON
THE CITY COUNCIL
INITIATED BY: MAYOR ESSLINGER / DEPUTY MAYOR PALMERI
WHEREAS, a vacancy currently exists in the position of the City Council
member for the City of Oshkosh; and
WHEREAS, the City Council wishes to appoint someone to fill this position in a
timely manner.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh, that the City Council does hereby approve the process as outlined on the
attached page to be followed to fill the position of council member on the City Council.

From date of appointment to April 2010.
Requirements:
18 years of age
U.S. Citizen
Resident of the City
Qualified to register to vote
Process:
Council approves process.
Advertisement placed on city website.
Advertisement will be forwarded to CitiCable 10 to run on the government channel.
A news release will be sent to the local media.
Interested citizens submit a Council Candidate Questionnaire to City Clerk by
10:00 am on Friday, May 22.
Completed Questionnaires may be hand delivered, sent via the U. S. Postal Service or
e-mail to the Office of the City Clerk:

Completed Questionnaires must be received by 10:00 am on Friday, May 22.
Applicant information forwarded to City Council members with packets the afternoon
of Friday, May 22, and will be made available to the public on the City’s website
and in the office of the City Clerk.

The City Clerk shall poll the members of the Council who shall respond with

the name of the applicant that they are casting their vote for
Successful applicant must receive a majority vote of ‘all members’ – four (4)
o
votes required.
If there are more than two applicants, a first ballot will be taken.
If no one receives a majority (four (4) votes), all but the top two leading
candidates are dropped and a second vote will be taken on the two
remaining candidates.

APPLICANTS SOUGHT FOR CITY COUNCIL VACANCY
The Oshkosh City Council is accepting applications from city residents to fill an at-large
council seat. Council Member Esslinger vacated his seat when he assumed the position of
Mayor. The appointment to the at-large seat would run through April 2010. Interested
residents should submit a completed Council Candidate Questionnaire to the City Clerk.
Completed Questionnaires must be turned in to the City Clerk’s office by 10 a.m. on
Friday, May 22, 2009.
The City Council will review the completed Questionnaires and any other information
submitted by applicants. Applicants will be asked to make a five minute presentation at the
Tuesday, May 26 City Council meeting. The Council will make an appointment at the Regular
Council Meeting on Tuesday, May 26.
