MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Steven M. Gohde, Assistant Director of Public Works
DATE: May 7, 2009
RE: Initial Resolution / Construction of Driveway Entrance
BACKGROUND
This resolution is the initial resolution for allowing the City to assess benefitting property owners for
improvements completed by the City. The work will involve the creation of a driveway access from the
City owned parking lot located, adjacent to the Bus Transfer Station, to the parking areas behind
properties at 135, 139 and 141 High Ave.
This access is needed due to the Oshkosh Community Credit Union's plan to reconstruct their parking lot
and not allow access through their property to the properties on High Ave. The Common Council
approved a land donation for the Credit Union to the City on March 10, 2009. The land allows each
parcel to have access from the parking lot.
ANALYSIS
The resolution allows City Staff to proceed with design and estimates for the projects including preparing
assessments for the abutting properties. A public hearing and final resolution need to be approved by the
Council prior the assessments being levied on the properties.
FISCAL IMPACT
All costs associated with installation of the driveway entrance will be assessed to the benefitting property
owners.
RECOMMENDATIONS
Staff recommends approval of the initial resolution.
