Dept.Public Works 215 C;hurch Avenue Oshkosh, WI 54902 RE: 1120-11-74 Lk BDM Dr & SB Grading-2009 Dear Mr. Patek I am writing on behalf of the Wisconsin Department of Transportation requesting City of Oshkosh to grant WisDOT a noise ~ariance for upcoming work on US 41 specifically for Project 1120-11-74. This project includes.the work with construction of Lake Butte des Morts Overpass and US 41 southbound grading from July 2009 to October 2010. As part of the project we will be planning to do lane closures on US 41 southbound from 8:00 pm to 5:00 am to do shoulder work on US 41 southbound. The lane closures are planned for off peak time to avoid the large traffic volumes on US 41 and preventing traffic backups on US 41. We also need to do lane closures for setting the concrete girders for the Lake Butte des Morts Overpass. The contractor also may want to do work for hauling fill for the new US 41 southbound lanes when weather and daylight allows expediting the work operation. ~ We are. sending the request to Town of Algoma and Town of Oshkosh as well. Project Manager cc: ~ ~ WisDOT Document Control Town of Oshkosh Town of Algoma April 20, 2009 Mark Rohloff, City Manager City of Oshkosh 215 Church Ave Oshkosh, WI 54901 Mark: As part of the Inaugural Oshkosh Irish Fest on May 29-31, 2009 at the Leach Amphitheater, we are requesting City approval for the following: First of all, we are hosting the Irish Fest 5K Charity Run/Walk to benefit the Cerebral Palsy of Mideast Wisconsin. We ask for some help insuring the safety of the participants. Start time is 10:00 am on Saturday May 30. The 3.1 mile Race Route is as follows: Kick off at Leach Amphitheater, East on Ceape Ave., South on Broad St., East on Bayshore Dr., North on Lake St., West on Ceape Ave., North on Rosalia St., East on Washington Ave., North on Linde St., West on Merritt Ave., South on Bowen St., Southwest on Mill St., West on Ceape Ave., and South on Broad St. ending at the CP offices. (map attached) Secondly, we ask for permission for dogs at the event. As part of the Cultural activities we plan to feature Celtic Canines, dog breeds specific to Ireland, such as Irish Wolfhounds, Irish Setters, Wheaton Terriers, etc. We are not opening this up to all dogs. In fact any dog allowed in the park must be approved and registered through the invited canine groups; exception for assistance dogs. Third, we are requesting use of the entire Riverside Park and the two adjacent parking lots. Our expectation is as many as 5,000 attending throughout the weekend. We need to have parking areas reserved for our performers and vendors and we would like to dedicate parking areas solely to those attending the festival. As for the park, we have a group coming up from Milwaukee demonstrating Irish currach boats and conducting a mini regatta. We want to make sure that nothing else is planned in these areas for that weekend. Finally, we are requesting permits and licenses. We are applying through the various agencies or departments for these, but just so you are aware, we are requesting a temporary Class B alcohol license, a temporary restaurant license, and approval of a fireworks show. We will hopefully have public figures and other transportation/environment experts and students speaking, and we plan .for this to be a very positive event! We are hoping to hold a press conference in Oshkosh on May 25th at 3 pm. We will need a place to hold it and I was told to send you a written request... I hope this. is sufficient but if there is a more proper way please let me know! ! We are hoping to reserve a site in Oshkosh that is outdoors, free, and sound system-friendly. I am not from the area but these are the hopes we have for our potential site.. our first choice, however (at the suggestion of a fellow intern from the Oshkosh area), is the outdoor area by the sundial/opera house. We are a small tournament of locat residents and boost on our success of a high percentage of fish returned into the locat system with the assistance of the Walleyes for Tomorrow release efforts. With the use of the sailboat docks this can be done very quickly allowing our tournament a successfuf release. Immediately following the contestant's f sh being wei~hted they head to tournament headquarters for the presentation of awards. P.1 Dear Council Members and Mayor: RE: Bike & Skating Safety Clinic, May 9- BGCO I am requesting that Broad Street be closed to traffic between Parkway and Merritt Streets between 8 AM and Noon, to help with safety concerns for the upcoming Bike & Skating Safety Clinic that will take place on Saturday Morning, May 9, at the BGCO. The purpose of the Safety Clinic is to protect children from head injuries., 800 Bell bicycle helmets are available to be distributed to Oshkosh area children between the ages of K-5. Please let me know if there is a formal process I need to follow to ask your permission for this action to be granted. , I am fearful this request is late for a council meeting, but I ask your approval of this as it will provide a safety factor for the event. We are requesting permission to use the city streets surrounding the Aurora Medical Center Campus from 8:30 - 9:30 on June 13. These streets will include North Westhaven Drive, West 9th Ave., South Oakwood Road and Havenwood Dr. Please see the enclosed map of the proposed route. There will be 2 course marshals stationed every I/2 mile on the course to ensure the crowd is away from any traffic and emergency vehicles that may need to get through. In addition, Oshkosh law enforcement will be contacted for their assistance in crossing and utilizing the busier intersections of Witzel Ave. and West 9~' Ave. Thank you for your support of this endeavor.
