NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the amended planned development at 759 Elmwood Avenue is hereby approved to expand the existing Elmwood Center office building, per the attached, with the following conditions: 1) Base standard modification for the front yard setback (West Lincoln Avenue) from 25 feet to 9 feet 2 inches. 2) Base standard modification for the front yard setback (Elmwood Avenue) from 25 feet to 17 feet 9 inches. 3) Base standard modification to permit on -site signage to be regulated as if in a C -1 Neighborhood Business District. 4) Drainage, erosion and stormwater management plans be reviewed and approved by the Department of Public Works. 1 0 OfHKOfH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Jackson Kinn Director of Com ity Development DATE: April 23, 2009 RE: Approve Planned Development to Expand Existing UW- Oshkosh Elmwood Center Office Building at 759 Elmwood Avenue BACKGROUND /SUBJECT PROPERTY The property is a 5 acre parcel encompassing the entire block bounded by West Lincoln Avenue on the north, Cherry Street on the east, West Irving Avenue on the south and Elmwood Avenue on the west all of which are located within the University of Wisconsin - Oshkosh campus. The parcel is currently developed with multiple institutional uses including two student residence halls and the Elmwood Center office building which is proposed to be expanded and remodeled. ANALYSIS The proposed redevelopment of the Elmwood Center consists of the renovation of the existing 31,500 square foot two -story building and the 11,000 square foot two -story building addition on the west/Elmwood Avenue side of the building. The addition to Elmwood Center extends west from the existing building and will be encroaching into the front yard setbacks on both West Lincoln Avenue and Elmwood Avenue and will therefore require base standard modifications within the planned development to permit its placement. Parking for the expanded use will be absorbed by the existing campus parking areas and lighting plans have not been submitted but will be required to meet the Zoning Code. Landscaping at the site is proposed to consist of shrub and tree plantings situated on all sides of the building and a site grading plan addresses the flow of stormwater from the Elmwood Center to be approved by the Department of Public Works. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of this request at its April 21, 2009 meeting. Approved,, City Manager ITEM: PLANNED DEVELOPMENT REVIEW FOR THE EXPANSION OF THE ELMWOOD CENTER OFFICE BUILDING AT THE SOUTHEAST CORNER OF WEST LINCOLN AVENUE AND ELMWOOD AVENUE Plan Commission meeting of April 21, 2009 GENERAL INFORMATION Applicant: David Ewanowski, KEE Architecture, Inc. Owner: University of Wisconsin - Oshkosh Actions Requested: Approval of a Planned Development to expand the existing Elmwood Center office building to the west, which requires base standard modification for front yard setbacks as well as alterations to the site amenities such as walks, patios and landscaping. Applicable Ordinance Provisions: The Zoning Ordinance establishes criteria and guidelines for the establishment and/or amendment of a PD overlay district in Section 30 -33 (A)(1). Property Location and Type: The approximate 5 acre parcel encompasses the entire block bounded by West Lincoln Avenue on the North, Cherry Street on the east, West Irving Avenue on the south and Elmwood Avenue on the west all of which are located within the University of WI— Oshkosh campus. University institutional -Reeve Union/Polk Library R -5PD ANALYSIS Use The proposed redevelopment of the Elmwood Center consists of renovation of the existing 31,500 square foot two -story building and two -story building addition of approximately 11,000 square feet on the west/Elmwood Avenue side of the building. This addition is to be used as professional office space including student advising, counseling, career services and the Center for Academic Services. The student services offices included in the remodeled and expanded Elmwood Center will have typical hours of operation from 8 am to 4:30 pm during the weekdays with sporadic evening and weekend hours and is anticipated to house 70 employees and service 300 daily visitors, mainly students. The addition to the Elmwood Center extends west from the existing building and will be encroaching into the front yard setbacks on both West Lincoln Avenue and Elmwood Avenue and will therefore require base standard modifications within the Planned Development to permit its placement. The applicant is proposing to encroach into the required 25 foot West Lincoln Avenue setback by 15 feet 10 inches thereby providing a 9 foot 2 inch setback from the roof overhang and 14 foot 3 inch setback from the building wall. The encroachment into the required 25 foot Elmwood Avenue setback by 7 feet 3 inches provides a 17 foot 9 inch setback from the roof overhang and 20 foot 4 inch setback from the building wall. Staff is not concerned with these proposed encroachments as they will not create traffic site distance issues and the location is within the university campus and has little if any impact on properties not related to the University. Additionally, the applicant points out in their application material that the recently constructed Newman Center, located directly to the north, received base standard modifications equating to a 15 foot setback on Elmwood Avenue and a 6 foot 6 inch setback on West Lincoln Avenue, both of which have greater encroachment than the proposed. Parking /Access Parking for the expanded use will be absorbed by the existing campus parking areas, which should not be problematic as the staff of the student support services provided within the building are being relocated from other areas of campus. It is also important to note that visitors to the building will primarily be students including but not limited to those housed in the residence halls located on the same block. Access is therefore provided via an extensive use of pedestrian walks and plazas connecting all major entrances of Elmwood Center with the public walk system as well as the internal walk system associated with the residence halls. Lighting _& Signage Site lighting and signage plans have not been included with the submittal. Site lighting will be required to meet the regulations of the Zoning Code but as this property is located in a residential district, signage may become problematic as it is extremely limited. Staff suggests a base standard modification to permit building and ground signage for the property be regulated as if in a C -1: Neighborhood Business Zoning District, which allows 10% wall area signage and a larger amount of ground signage. Landscaping Landscaping at the development site is proposed to consist of shrub and tree plantings situated on all sides of the building with vegetation provided by foundation plantings. 224 shrubs are proposed (see plant schedule) which far exceed the required 28 shrubs. Additionally, three existing maple Item — Elmwood Center PD trees and one existing oak tree at the site are being preserved with an additional two elm and one hackberry canopy trees being added to the site, exceeding the code required tree quantity as well. The preservation of the existing trees should be noted as these are of significant diameter and there preservation is a true asset to not only the site but the community. Stormwater Management A site grading plan is included within the application material and addresses the flow of stormwater from the Elmwood Center. This plan along with other stormwater management and erosion control plans should be required to be reviewed and approved by the Department of Public Works as a condition of approval. Building Elmwood Center will be updated and upgraded with high efficiency glass and roof insulation and the new addition is designed to complement the existing building. The exterior is proposed to be predominately face brick and include a metal standing seam roof. The new brick front facade includes aluminum curtain wall window systems, vertical wood slats, stone panels below first floor windows and the inclusion of a fabric sunshade system. The south side elevation will receive similar treatment that includes spandrel panels in the window systems as well as the sunshades on the windows. RECOMMENDATION /CONDITIONS The Department of Community Development believes the proposed Planned Development reflects the city's development and planning policies, enhances the appearance of the area and is architecturally compatible with nearby and adjacent structures lending to a positive contribution to the physical appearance of land uses and buildings in the community. The Department of Community Development recommends approval of the Planned Development as proposed, with the base standard modifications and condition: 1) Base Standard Modification for the front yard setback (West Lincoln Avenue) from 25 feet to 9 feet 2 inches. 2) Base Standard Modification for the front yard setback (Elmwood Avenue) from 25 feet to 17 feet 9 inches. 3) Base Standard Modification to permit on -site signage to be regulated as if in a C -1: Neighborhood Business District. 4) Drainage, erosion and stormwater management plans be reviewed and approved by the Department of Public Works. The Plan Commission approved of the Planned Development as requested with conditions noted. The following is the Plan Commission's discussion on this item. Mr. Buck presented the item and reviewed the site plan and the addition to the Elmwood Center for the purpose of office space use. He explained the base standard modification for the front yard setbacks and noted that the encroachment into said setbacks was not inconsistent with other campus developments. He also discussed the base standard modification mentioned in the staff report for signage for the Center and reviewed the building elements and features and the proposed landscaping for the site which far exceeds the requirements. Item —Elmwood Center PD Mr. Thorns questioned if the setbacks were to protect pedestrians, since they were going to be reduced would there be trees or other vegetation between the building and the road. He also questioned if the majority of the users of the Center would be students, why there would be a need for signage on the site. Mr. Buck responded that the terraces on the campus were very large with walkways and vegetation present which should alleviate any safety issues for pedestrians. He further explained that setbacks were required for the purpose of preserving a visual plane along the street which should not be an issue on this site. In regard to the signage, Mr. Buck explained that the petitioner did not submit any request for signage on the site, however staff assumed some type of identification would be necessary and was offering the base standard modification for signage to be regulated as if in a C -1 Zoning District as a compromise. He further explained that the signage was necessary as a way finding issue since the campus has numerous buildings. Ms. Propp inquired if the signage for the Elmwood Center would be similar to the signage on the other buildings on campus. Tom Sonnleitner, representing the University, 800 Algoma Boulevard, stated that the signage would match the signage on other campus buildings and would not exceed the 10% of wall area mentioned in the staff report. He further stated that all new signs were installed in 2002 which assists parents, visitors, fire and police with identification of buildings on the campus. Motion by Nollenberger to approve the planned development for the expansion of the Elmwood Center office building at the southeast corner of West Lincoln Avenue and Elmwood Avenue as requested with the following conditions: 1) Base Standard Modification for the front yard setback (West Lincoln Avenue) from 25 feet to 9 feet 2 inches. 2) Base. The following is general overview and description for a proposed Planned Development Base Standard Modification for remodeling of and an addition to the Elmwood Center Building, located at 759 Elmwood Avenue on the University of Wisconsin campus in the city of Oshkosh. Proposed Use of Property: This project will renovate the existing 31,500 gross square foot two -story masonry building and add approximately 11,000 gross square feet of additional space to serve as offices for four Student Support and Development programs: student advising, counseling services, career services and the center for academic resources. The building interior, including all plumbing, mechanical and electrical systems as well as interior finishes, will be replaced. A new fire protection (sprinkler) system will be added. The exterior envelope will be upgraded with new high - efficiency glass and roof insulation. The addition will complement the existing building and provide expansion capacity within the facility. All areas of the building, existing and new, will be designed to meet current accessibility standards. Existing Use of Property: The existing Elmwood Center building, located at the intersection of Elmwood and West Lincoln Avenues in Oshkosh, was built in 1966 as the first foodservice commons on the UW- Oshkosh campus. It served as a dining facility until 2002, when other facilities were developed to meet current needs: Since 2002, Elmwood has been used for temporary office space for UW- Oshkosh and other tenants, including the Catholic Diocese Newman Center. There is adequate site area around the building addition to provide a generous landscape buffer and circulation space. Typical hours of operation will be from 8:00 AM to 4:30 PM, Monday through Friday, with some evening and weekend hours. Once construction is complete, noise, glare, odors, fumes, vibrations, etc. will be minimal, consistent with other adjacent office and academic uses. Surrounding_ Land Uses: The Elmwood Center site is bounded by Elmwood Avenue to the west, Lincoln Avenue to the north, Evans (Residence) Hall to the east and Fletcher (Residence) Hall to the south. With the exception of the new Catholic Newman Center under construction to the north, all adjacent property, including those across Elmwood and Lincoln Avenues, are owned by UW- Oshkosh and used for academic purposes. Parking Lot 934 serves the UW- Oshkosh campus staff and students. (See site plan, attached.) Compatibility of Proposed Use: As an office facility for the University of Wisconsin - Oshkosh, the proposed Elmwood Center is compatible with adjacent and other properties in the area. Traffic Generation: Once construction is complete, this project will have negligible effect on automobile traffic. The majority of traffic near the Elmwood Center is pedestrian and bicycle.
