HomeMy WebLinkAbout09-159APRIL 28, 2009 09 -159 ORDINANCE FIRST READING (CARRIED, LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVAL OF LOADING ZONE CHANGE ON ALGOMA BOULEVARD AND PARKING REGULATIONS CHANGES ON CHERRY STREET AND WISCONSIN STREET INITIATED BY: TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27- 23(A-5) and 27- 23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27- 23(A -5) of the Oshkosh Municipal Code pertaining to loading zones is hereby amended as follows: A -5 LOADING ZONES Delete Therefrom Algoma Boulevard, north side, from Wisconsin Avenue to Elmwood Avenue between the hours of 2:30 p.m. and 2:50 p.m. Add Thereto Algoma Boulevard, north side, from Wisconsin Avenue to Elmwood Avenue between 7:15 a.m. and 8:15 a.m. and between 2:30 p.m. and 2:50 p.m. SECTION 2. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS CHERRY STREET Delete Therefrom No parking, west side, from New York Avenue to 60 ft. south from 6:00 a.m. to 6:00 p.m., Monday thru Saturday. Delete Therefrom No parking, west side, from Scott Avenue to 60 feet north. Add Thereto No parking, west side, from 60 feet south of Scott Avenue to 40 feet north of Scott Avenue. WISCONSIN STREET Delete Therefrom No parking, east side, from Union Avenue to Prospect Avenue. Delete Therefrom No parking, east side, from Prospect Avenue to 50 feet north of Prospect Avenue. Delete Therefrom No parking, east side, from West Bent Avenue to New York Ave. Delete Therefrom No parking, east side, from New York Avenue to 100 feet south. Add Thereto No parking, east side, from Union Avenue to 50 feet north of Prospect Avenue. Add Thereto No parking, east side, from Bent Avenue to 100 feet south of New York Avenue. SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication, and placement of the appropriate signage. SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #09 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27- 23(A -5) AND 27- 23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS, on May 12, 2009. The ordinance pertains to a loading zone change on Algoma Boulevard and parking regulations changes on Cherry Street and Wisconsin Street. Rohloff, City Manager FROM: Christopher Strong, Transportation Director DATE: April 22, 2009 RE: Explanation of Traffic Regulations Ordinance Changes SECTION 1: SECTION 27- 230-5) LOADING ZONES A REQUEST TO DESIGNATE THE NORTH SIDE OF ALGOMA BOULEVARD, BETWEEN ELMWOOD AVENUE AND WISCONSIN STREET, AS A LOADING ZONE BETWEEN THE HOURS OF 7:15 A.M. AND 8:15 A.M., AND BETWEEN THE HOURS OF 2:30 P.M. AND 2:50 P.M. (CURRENT CONDITION: LOADING ZONE, BETWEEN THE HOURS OF 2:30 P.M. AND 2:50 P.M.) This is a school district request. Lincoln Elementary School sits at the intersection of Algoma Boulevard and Wisconsin Street. School officials instruct parents to drop off and pick up their children on Algoma Boulevard. This area was designated as a loading zone in the afternoon in 2000. Some parents have tried to use this as a loading zone in the mornings, but have been ticketed when they left their vehicles for a brief time. Consequently, some parents have tried to use the school's parking lot on Wisconsin Street, which increases congestion. Introducing the loading zone in the afternoon hours has not resulted in any reported crashes at this location. Using a similar designation in the morning hours should not introduce any new safety concerns on Algoma Boulevard. Further, this would help to alleviate some of the congestion on Wisconsin Street at the driveways to the school's parking lot. PASSED BY TRAFFIC REVIEW BOARD (7 -0). SECTION 2: SECTION 27 -23 (A -11) — PARKING REGULATIONS A REQUEST FOR UNRESTRICTED PARKING ON THE WEST SIDE OF CHERRY STREET FROM NEW YORK AVENUE TO 60 FEET SOUTH. (CURRENT CONDITION: NO PARKING BETWEEN 6:00 A.M. AND 6:00 P.M., MONDAY THROUGH SATURDAY.) This is a Transportation Department request. This restriction was enacted in April 1989 at the request of the Transportation Department, based on a bus route that involved a turn from Cherry Street onto New York Avenue. Since the city bus route no longer operates on Cherry Street, it makes sense to re- examine this restriction. Allowing on- street parking would not create any new sight distance challenges. There were two crashes at this intersection in 2007, but neither of them related to sight distance. PASSED BY TRAFFIC REVIEW BOARD (7 -0) WISCONSIN STREET This is an ordinance correction. MEMORANDUM OHOH ON THE WATER TO: Mark Rohloff, City Manager FROM: Christopher Strong, Transportation Director DATE: April 22, 2009 RE: Item Defeated by the Traffic Review Board at their April 14, 2009 Meeting A REQUEST TO LOWER THE SPEED LIMIT ON STATE HIGHWAY 44 (SOUTH PARK AVENUE) BETWEEN WASHBURN STREET AND STATE HIGHWAY 91 TO 40 MPH. (CURRENT CONDITION: 45 MPH SPEED LIMIT.) This is a Council member request. A Council member requested examining the speed limit on this section of State Highway 44 (South Park Avenue), which is toward the edge of the city limits. The Council member was concerned that as development has increased in the area, it may make sense to lower the speed limit to improve safety. I forwarded this request to the Wisconsin DOT for their review, since this section of roadway is within their jurisdiction. They reviewed existing speed data as well as crash history, and summarized their findings in an attached letter. They found that existing speed data corresponds well with the existing 45 mph speed limit. The crash history appears good as well, so there appears to be no need to lower the speed limit at this.time., DEFEATED BY TRAFFIC REVIEW BOARD (0 -7)
