HomeMy WebLinkAboutMinutesDOWNTOWN OSHKOSH BID BOARD MINUTES March 17, 2009 PRESENT: Todd Cummings, David Hetzel, Megan Lang, Jeff Jahnke, Candace Pearson, Mike Russell, David Sparr, Melody Wollangk EXCUSED: Kurt Koeppler, Jim Stapel STAFF: Susan Kepplinger Maureen Strauss OTHERS: Chris Strong -Transit Director, Steve Ghode-Assistant Public Works Director, Captain Kurt Schoeni - OPD, Rob Kleman - OAEDC CALL TO ORDER Chair David Sparr called the meeting to order and a quorum was declared present. APPROVAL OF MINUTES Todd Cummings moved approval of the minutes of the February meeting. Candace Pearson seconded the motion which passed unanimously. POLICING/TRAFFIC/PARKING ISSUES Captain Schoeni reported an increase in enforcement of moving car/pedestrian infractions throughout the BID and foot patrols have also been increased. The second shift has been spending more time addressing issues relative to young people congregating in Opera House Square in the late afternoon and early evening now that the weather is getting warmer. There was also discussion relative to a certain residential tenant living on the east side of the 400 block of North Main who permits two pit bulls to run at large in the parking lot. FINANCIAL REPORT Following a brief discussion, Jeff Jahnke moved approval of the fina12008 financial statement and the February financial statement. Melody Wollangk seconded the motion which passed unanimously. BID MANAGER REPORT Maureen Strauss provided the following updates; The Marketing Consortium is working on a poker run in conjunction with the April 18 Half Marathon. There will beatable of downtown information and promotional materials at both the Half Marathon and the dinner the night before. A bicycle, track suit and $100 gift certificate to Britton's have been donated for prizes. It was suggested that when materials are being distributed to participating businesses, a survey should also be distributed to help the Marketing Consortium track the actual impact of this promotion on store traffic and sales. Maureen will follow up on that. The Destination Downtown event will be May 19, the weekend of Mother's Day. DOWNTOWN OSHKOSH BID BOARD MINUTES March 17, 2009 Maureen attended the first planning meeting for the June 30 premier of Public Enemies. Half of the proceeds of this event will be donated to the Main Street Facade program. Maureen is working with one potential applicant for a Recruitment Fund Grant. Deb Allison Aasby of Fine Country Gourmet has joined the Recruitment Fund Grant Subcommittee. The Beautification Subcommittee met. Flowers for the planters have been selected by the Paine Horticulturist and ordered from Hrnaks. Banners have been changed. The Recruitment Grant Fund Subcommittee has agreed on a logo and identified talking points. The Parking Subcommittee had its first meeting and discussed providing better information to the public regarding the availability and types and location of parking spots. Chris Strong reported that the Parking Utility is supportive of this Subcommittee. The first downtown program is airing on Channel 2 this week. Maureen reported that she has been getting calls from vendors who are very interested in participating in the Wednesday Farmers Market. She is working on securing the necessary insurance. The deadline has passed for 400 Block building owners to apply for a facade improvement grant. There were a large number of applications and the committee members are going to make an effort to fund as many projects as possible. 400 EAST PARKING LOT Chris Strong reported that consultants have been hired to design the parking lot and dumpster enclosures. Construction should begin in July and take 3 months to complete. COLORED CONCRETE CROSSWALKS -MAIN STREET RECONSTRUCTION David Sparr began the discussion with a statement in support of colored crosswalks. Jeff Jahnke, Chair of the 2010 Subcommittee, stated the Subcommittee is recommending against colored crosswalks. Maureen Strauss reported mixed comments and opinions from other communities on the subject. Steve Gohde provided copies of an email from the landscape architect who is on the design team for the street reconstruction project that recommended against the colored crosswalks. Following discussion, Mike Russell moved that the BID Board recommend the use of colored crosswalks. Candace Pearson seconded the motion, which passed 4-3 (Cummings, Hetzel, Jahnke). 2 DOWNTOWN OSHKOSH BID BOARD MINUTES March 17, 2009 PRIORITIES FOR USE OF FUTURE RESERVES FUND There was some discussion on this item, but due to time constraints it laid over to the April meeting. BRANDING -DEVELOPING AN IMAGE Due to time constraints this item was laid over to the April meeting MAIN STREET WEBINAR Maureen Strauss reported that little interest was expressed on the part of Marketing Consortium members. Megan Lang moved that the BID pay $20 each for three of the most pertinent webinars. David Hetzel seconded the motion which passed 6-1 (Russell). AGENDA ITEMS FOR APRIL No additional agenda items were suggested for the April meeting. ADJOURNMENT There being no further business, Todd Cummings moved the meeting be adjourned.
