Summary of April 1, 2009 Meeting
Present: Jason Geffers, Ryan Olson, Jeff Rasmussen, Erik Forsgren, Tony Litjens, Tom
Karrels, Kris Villars, Del Tritt
Staff: Allyn Dannhoff, Andrew Prickett
Absent: Deb Lederhaus, Tony Cook, Dan Shea, Paul Spiegel
Meeting commenced at approximately 2:30 PM with a brief review of the previous meeting.
This meeting continued with the review of the City's Minimum Housing Code by reviewing
codes and approaches other communities employ in their Municipal Codes.
Items of discussion included:
• The rental inspection program employed by La Crosse which involves a mandatory,
periodic inspection of all rental units. Discussion on this topic resulted in some interest
in sketching out a Voluntary Certificate of Compliance Inspection program.
Allyn advised this cold be a concept to pursue in the future after the work assigned to this
Committee has been completed. He indicated there are several questions to research in
pursuing this type of program. If this is investigated in the future, he would include the
Winnebago Apartment Owner's Association for assistance/input.
Staff pointed out that the City of Oshkosh is unique to other communities in that it does
not apply Minimum Housing Code standards (standards that address minimum dwelling
standards) to single family, owner occupied dwellings. All other communities
researched, apply both Property Maintenance Codes and Minimum Housing Codes to all
residential properties. After some discussion, the committee members expressed a
desire to continue with the same approach Oshkosh has maintained in the past: Keep
these codes separated by applying the Minimum Housing Code only to rental properties
and applying the Properties Maintenance Codes to all properties.
As the review of other communities codes continued, the Committee and Staff identified
various areas/topics to address with our local codes.
The review of other communities' codes was not completed during this meeting and will
continue in the May 6th meeting. Allyn advised when the review is completed, staff will
summarize the areas that were identified to be addressed and bring the summary back to the
committee for review. Once the summary is finalized, staff will then commence working on the
various issues and bring back
