RE: Award of Engineering Services Agreement — 2009 Sanitary Sewer
Clearwater Infiltration - Inflow Reduction Program /McMahon Engineers
Architects
Engineering staff requested proposals from Strand Associates of Madison and
McMahon Engineers Architects of Neenah for this work. This analysis consists of
installing flow meters, performing manhole inspections in several known flooding areas,
and reviewing the drainage basin for the Sawyer Creek sanitary sewer pump station.
This engineering work will prioritize sanitary sewer mains or manholes that need repair
and it will determine which specific areas of the city should be targeted for more detailed
study.
McMahon was selected to perform these engineering services based on their
experience completing similar work in neighboring communities and based on the
proximity of the company to Oshkosh. The cost of this work is estimated to be $76,200.
Section 12 -10 (D) (5) of the Municipal Code provides that professional services of a
specialized nature, including engineering services, may be approved by the City
Manager without the use of formal sealed quotes. In accordance with 12 -10 (E) of the
Code, I am hereby submitting this report regarding this contract award. Funds for these
services are budgeted in the Sanitary Sewer Construction section of the 2009 CIP.

RE: Award of Engineering Services Agreement — Construction Management of
Utility Relocations at Reconstruction of US Highway 41 (USH 41)
Engineering staff requested proposals from engineering firms to perform the
construction management (survey staking and inspection) related to the relocations of
various sanitary sewers and water mains adjacent to USH 41. The Common Council
recently awarded Contract 09 -03 and Contract 09 -05 which covers this work.
A proposal was selected for Gremmer & Associates, Inc. ( Gremmer) due to their
involvement and familiarity with the projects. The Wisconsin Department of
Transportation (WIDOT) previously utilized Gremmer for the USH 41 design work.
Because of that utilization, the City of Oshkosh also selected Gremmer to design these
utility relocations.
Engineering staff have reviewed the proposal and costs. The proposed fee is not to
exceed $285,542.. It is anticipated that the City will receive 90% reimbursement from
the WIDOT for a majority of this engineering fee.
