PURPOSE: AWARD BID FOR THREE TANDEM AXLE TRUCK CHASSIS TO
PETERBILT OF WISCONSIN AND THREE RIGHT HAND
AUTOMATED SIDE LOADER TRUCKS TO STEPP EQUIPMENT
CO., FOR SANITATION DIVISION ($633,576.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for three (3)
Tandem Axle Truck Chassis and three (3) right hand automated side loader trucks for
Sanitation Division;
WHEREAS, upon the opening and tabulation of bids, it appears that the following
are the most advantageous bids:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bids are hereby accepted and the proper City officials are hereby
authorized and directed to enter into appropriate agreements for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Automated Single Stream Recycling Trucks
BACKGROUND
The Sanitation Division expects to implement automated single stream recycling collection this
fall for Oshkosh residents. As part of this process the Sanitation Division reviewed the
equipment and systems of numerous automated single stream recycling programs throughout
Wisconsin and the Midwest. From this review the Sanitation Division identified specifications
for both the truck chassis and right hand automated side - loader that when combined, create the
automated single stream recycling trucks. The Sanitation Division has indicated they require
three trucks for this program.
ANALYSIS
Working with the Sanitation Division, Purchasing reviewed and prepared proposals seeking
vendors for the truck chassis and right hand automated side - loader. Bids were received on April
1, 2009. Seven bids were received for the truck chassis proposal and five bids were received for
the right hand automated side - loader. Attached are the bid tabulations showing bids that met the
minimum specifications.
FISCAL EMPACT
The three truck chassis /right hand automated side loader units will have a fiscal impact of
$633,576. These units were budgeted in the 2009 Public Works Capital Outlay accounts at
$638,000.
RECOMMENDATION
Sanitation and Purchasing reviewed the truck chassis and right hand automated side - loader
proposals. We recommend the Common Council award the Peterbilt truck chassis to Peterbilt of
Wisconsin, for a total of $330,930 and the Labrie right hand automated side - loaders to Stepp
Equipment Company, for a total of $302,646. We expect these units to arrive in approximately
five months.
