PURPOSE: WAIVE BIDS AND CONTRACT FOR WATER FILTRATION
PLANT COMPUTER UPGRADES FOR THE CONTROL &
MONITORING SYSTEM WITH ENERGENECS ($231,950.00)
INITIATED BY: PUBLIC WORKS DEPARTMENT
WHEREAS, the Water Filtration Plan systems used for the monitoring and controls
treatment processes need to be upgraded and /or replaced due to changes in technology;
and;
WHEREAS, the Control and Monitoring system must be compatible with the existing
operating systems within the plant; and
WHEREAS, the installation of the software and provision of support services are
services of a specialized nature; and
WHEREAS, it is therefore necessary to waive bids pursuant to section 12- 10(D)(1)
and (5) of the Oshkosh Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to waive bids and
to purchase air monitoring system from:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for

RE: Water Filtration Plant Upgrades for the Control and Monitoring Systems
BACKGROUND
The Water Filtration Plant monitors and controls treatment processes and remote sites using Supervisory
Control and Data Acquisition ( SCADA) software, remote site (Booster Station, Water Towers) telemetry
(Comm un;ication) hardware and software, and data management software. These systems need to be
upgraded and /or replaced periodically due to changes in technology that affect these critical water utility
operating, systems. The consulting firm of Short Elliott and Hendrickson (SEH) was retained by the City
to review these systems including research done by plant staff to make a recommendation regarding the
procurement and integration for upgrades to these water utility control systems.
ANALYSIS
SEH has provided analysis and recommendations based on their extensive experience with these type of
projects including information and research from Water Filtration Plant staff. In summary I am including
some of the information on our research in support of these findings.
The current SCADA software used Intelution Fix that is a 1996 release and is no longer supported.
Based on our research the only other SCADA software that is prevalent in municipal utilities is a product
called Wonderware. We requested that a user list be provided from Intelution and Wonderware so we
could evaluate market share and contact utilities about the performance of the software and availability of
support. The lists were reviewed for current users in Wisconsin. The Intelution list had 16 users in
Wisconsin and Wonderware had 188. A neighboring utility of similar size that was on the Intelution list
was contacted and they indicated that lack of support has been their biggest control system issue. The
comments from Wonderware users indicate it is a very user friendly product and it has an excellent
support network.
The remote site SCADA equipment is Dynamic Systems product and was installed in 1993 as part of the
booster station high pressure zone project. This system currently uses modems and phone lines for
monitoring and control signal communication. We have recently been having communication problems
with the booster station related to both the age of the Dynamic Systems equipment and the phone lines.
In 2008 a, grant was received for remote water system facility security upgrades. The water, plant portion
of the grant was used to install remote site security monitoring of the booster station and water towers
using an EIpro radio telemetry system. This system is expandable and can be upgraded to eliminate the
use of the 16 year old Dynamic System components and phone lines.
The current data management software is FMT and was installed during the construction of the plant. As
with the SCADA software, there is only one other widely used utility specific data management product
which is named OPS. In 2004 we upgraded from FMT to OPS reporting software at the Wastewater
Treatment Plant as part of the installation of the on site generators. The OPS program has been doing an
excellent job of providing the information and reporting requirements for wastewater. There have been no
problems and the support has been very good. An advantage with the OPS software is that the water
utility package has features designed specifically for Wisconsin regulatory reporting requirements at
surface water treatment plants.
The integration of software into the plant processes is key to the success of these projects. The
importance of having a knowledgeable and experienced firm providing these programming services
cannot be overstated. Energenecs has experience with all aspects of water utility software and
integration, successfully completed the Security Project installation and integration of a security
monitoring system at the towers and booster station, and is the control system integrator for the Water
Filtration Plant improvements currently under construction. Based on our consultants recommendation
and our own experience with Energenecs we believe they are the best choice for this project.
FISCAL IMPACT
This project is to be funded through Water Utility Funds in the Operating Budget and the Capital
Improvement Program.
RECOMMENDATIONS
I recommend that bids be waived as allowed in sections 12- 10(D)l of the City Municipal Code that allows
for "the service (s), materials or equipment item(s) is (are) available from only one source of supply, or
when standardization or compatibility is the overriding consideration" and 12- 10(D)5 "professional
services are of a continuing or specialized nature... ",and that the proposal of Energenecs Inc in the
amount of $231,950.00 to purchase Wonderware Software /OPS Software and Elpro radio telemetry
equipment and install these program upgrades to the Water filtration Plant controls and monitoring
systems be approved.
