BILLS
Approval of bills presented by the Director of Finance.
TITAN TRIATHLON
Approval to the University of Wisconsin - Oshkosh to utilize city sidewalks for their 5K Run,
and Elmwood Avenue, Murdock Avenue, Vinland Street, Fernau Avenue, Snell Road,
Highway #45 and West Wind Road for their 13 -mile bike ride, on Sunday, May 10, 2009, from
8:00 a.m. to 3:00 p.m., for their 3 rd Annual Titan Triathlon, in accordance with the attached
letter of request.
MEMORIAL DAY PROCESSION
Approval to the Oshkosh Patriotic Council to utilize city streets (mainly Algoma Boulevard),
facilities, Riverside Park and Riverside Cemetery, on Monday, May 25, 2009, from 8:00 a.m.
to 12:00 noon, for their Memorial Day Procession, in accordance with the attached letter of
request.
SILVER STAR TRIATHLON
Approval to the Oshkosh Seniors Center and Oshkosh Recreation Department to utilize
Campbell Road, Taft Avenue, Bauman Street, Van Buren Avenue, Josslyn Street, Fillmore
Avenue, Sawyer Street, Buchanan Avenue, Southland Avenue, and Witzel Avenue on Friday,
May 8, 2009, from 10:00 a.m. to 11:00 a.m., for their Silver Star Triathlon, in accordance with
the attached letter of request.
WEDNESDAY FARMERS' MARKET
Approval to the Downtown Oshkosh Business Improvement District to close Market Street,
from High Avenue to Algoma Boulevard, every Wednesday, from June 3 until October 14,
2009, from 8:00 a.m. to 1:00 p.m., for their Wednesday Farmers' Market, in accordance with
the attached letter of request.
BLOCK PARTY
Approval to the residents of Minnesota Street to close Minnesota Street, from South Park
Avenue to 12 Avenue, on Saturday, May 9, 2009, from 12:00 noon to 9:00 p.m., for their
annual Block Party, in accordance with their recently submitted Block Party Request Form.

To Whom It May Concern:
The members of the University of Wisconsin - Oshkosh athletic teams would like to hold
their third annual Titan Triathlon on Sunday May 10, 2009. This will include a 400 -yard
swim at Albee Hall, a 5K run in and around the University area and a 13 -mile bike ride.
The 5K run will be limited to the sidewalks and will not require Police Assistance. CSO's
will be assisting at two traffic intersections for the bike leg of the triathlon. We are
expecting 50 to 100 participants for this event.
The 13 -mile bike route of the race entails leaving Albee Hall and heading north on
Elmwood Street to Murdock Avenue, crossing Murdock Avenue continuing north on
Vinland Street to Fernau Avenue, heading south on Fernau Avenue to Snell Road,
continuing south on Snell Road across Highway 45 and onto Westwind Road, this will
take the bicyclists out of the City of Oshkosh, and once they are out of the city, bicyclist
will do a loop and return to Albee Hall via the same route.
A desired race start time would be at eight in the morning on Sunday May 10 2009.

Dear Sir,
The Oshkosh Patriotic Council requests permission to utilize city streets, facilities, Riverside Park and
Riverside Cemetery on Monday May 25, 2009 from 8:00 AM until noon for the Memorial Day Procession.
The plan for the procession is. to follow the same route and use the same assembly areas utilized in previous
years. Assembly areas would be within an area bordered by Church Avenue to the North, Division Street to
the east and Algoma Boulevard to Jackson Street. Units would begin to assemble by approximately 8:00
AM. The Procession route would start at the intersection of Algoma Boulevard and Jackson Street and
proceed on Algoma Boulevard to Riverside Cemetery. The Procession is scheduled to begin at 9:00 AM. A
ceremony at Riverside Cemetery will follow the procession. The approximate start time for the ceremony is
10:30 AM and is expected to last thirty to forty minutes.
Prior to the procession the Memorial Day ceremonies are planned to start at 8 :00 AM at Riverside Park
with a thirty minute ceremony to honor those men and women who lost their lives at sea. This ceremony and
the ceremony at Riverside Cemetery would have a Marine Corps League Firing Detail to render honors.
If our request is approved we will notify the Fire Chief of the procession and we ask that you notify the
Chief of Police and the Sheriff's Department to barricade the necessary streets. The Police Auxiliary has
assisted barricading streets in the past. We also ask that necessary authorities be notified of the Marine Corps
League Firing Detail at Riverside Park and Riverside Cemetery. As in the past we will also have need of a
portable toilet at Riverside Cemetery.
Thank you for your time and consideration regarding this project and we ask that you place this request on
the next Common Council agenda.

This letter is to inform you that the Oshkosh Seniors Center, in conjunction with the Oshkosh
Recreation Department, has requested to use the following two -mile route for a run/walk event
for the Silver Star Triathlon on Friday, May 8, 2009 from 10:00 -11:00 a.m.:
• Route begins at the Oshkosh Seniors Center North Facility (Annex)
• Route turns RIGHT on Campbell Road to Taft Avenue
• Route then turns LEFT on Taft Avenue to Bauman Street
• Turn RIGHT on Bauman Street to Van Buren Avenue
• Then LEFT on Van Buren Avenue to Josslyn Street
• Again LEFT on Josslyn Street to Taft Avenue
• Route turns RIGHT at Taft Avenue to Campbell Road and veers RIGHT
• Route ends on Campbell Road at Seniors Center North Facility (Annex)
The Oshkosh Seniors Center, in conjunction with the Oshkosh Recreation Department, has also
requested to use the following 5K route for the Silver Star Triathlon for the same date and time:

Dear Mr. Rohloff,
I would like to make a formal request, on the behalf of the Downtown Oshkosh Business
Improvement District (BID) Farmers Market, to close Market Street from High Avenue to
Algoma Boulevard from 8:00 AM to 1:00 PM every Wednesday from June 3r until October 14
2009.
This is the first year the BID will take over the management of this farmers market. We hope
to keep this event in the heart of our downtown and grow from year to year. Please refer any

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.
