HomeMy WebLinkAbout09-80MARCH 24, 2009 09 -80 RESOLUTION (CARRIED 5 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE GRANT APPLICATION TO THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES FOR STORM WATER GRANT PROGRAM INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh hereby requests financial assistance under 281.65 or 281.66 of the Wisconsin Statutes and Chapters NR 151, 153 and 155 of the Wisconsin Administrative Code for the purpose of implementing measures to meet nonpoint source water pollution abatement needs in area -wide water quality management plans or with one or more components specified in s. 281.65 or 281.66 Wisconsin Statutes. NOW, THEREFORE, BE IT RESOLVED by the Common Council for the City of Oshkosh that the proper city officials are hereby authorized and directed to sign and submit grant applications for Wisconsin Department of Natural Resources Targeted Runoff Management or Urban Nonpoint Source (Pollution) and Storm Water Grant Programs. BE IT FURTHER RESOLVED that the proper city officials are hereby authorized and directed to execute any and all documents required for purposes of the same, and are further, authorized and directed, if said grant is awarded to sign a grant agreement, submit any reports or forms required and request grant reimbursement and to accept such funds, pursuant to the terms of the grant application. Rabe, Civil Engineer II RE: Authorize Grant Application to the Wisconsin Department of Natural Resources for Targeted Runoff Management or Urban Nonpoint Source and Storm Water Grant Program BACKGROUND The Wisconsin Department of Natural Resources administers the Targeted Runoff Management and Urban Nonpoint Source and Storm Water Grant programs. These programs offer financial assistance to local units of government for planning and implementing storm water management facilities to control the amount of pollutants that discharge to Waters of the State. The City of Oshkosh received a planning level grant under this program to perform the City Wide Pollution Control Study. Financial assistance is also available under this program for the construction of recommended storm water management facilities. The Storm Water Utility Committee reviewed and recommended approval of this grant application at their February 18, 2009 meeting. ANALYSIS This grant application will be for the South Oakwood Road Detention Basin (located just west of the intersection of South Oakwood Road and Badger Avenue). This project was recommended in the City Wide Pollution Control Study, and is being recommended in the Sawyer Creek Storm Water Management Plan. The grant will be used to offset the cost of the Storm Water Utility acquiring the land from the Industrial Development Fund, and constructing a combination water quality and flood control facility. Funding for the design of this detention basin is included in the 2009 Capital Improvement Program Storm Sewer Construction Budget. Funding for the construction of this detention basin will be included in the 2010 Capital Improvements Program Storm Sewer Construction. The grant, if awarded, will not be available for use until 2010. FISCAL IMPACT The approval of this resolution allows staff to submit the grant application, which if awarded, will reduce the City cost of the project. RECOMMENDATION Staff recommends approval of the resolution.
