RE: Award of Engineering Services Agreement- Water Filtration Plant Supervisory Control/
Data Acquisition/ Remote Telemetry Design
An engineering services proposal was requested from Short Elliott Hendrickson (SEH) of Appleton for
work related to implementing upgrades to the Water Filtration Plant operational controls and remote
facilities monitoring systems. The proposal was requested from SEH because of their recent successful
completion of design and implementation of utility security upgrades in the City. That project included
upgrade to radio telemetry at remote Water Utility sites. The work completed by SEH as part of that
security project will serve as the backbone to some of the additional improvements being completed as
part of the current project. The proposal reflects their knowledge and familiarity of Oshkosh Water Utility
systems and the specific needs of this project.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award. These services will be funded through the Water Utility as part of the Property
Improvement Section of the Capital Improvement Program.

RE: Award of Engineering Services Agreement —
Southwest Industrial Park Expansion/ Foth Infrastructure & Environment;
Engineering staff requested a proposal from Foth Infrastructure & Environment to perform the final design
engineering and prepare construction plans and specifications for Phases 3 and 4 of the Southwest
Industrial Park. The expansion area is north the Wisconsin Southern Railroad line, south of the YMCA
and east of Clairville Road. The proposed work includes plans for site grading, stormwater management,
sanitary sewer, water main, streets and right of way / easement documentation and staking.
A proposal was requested from Foth Infrastructure & Environment due to their involvement and familiarity
with the development. Foth has performed the preliminary engineering work to lay out the streets and
utilities and has performed environmental reviews for wetlands and .other environmentally sensitive areas.
Engineering staff have reviewed the proposal and costs. The services to be provided will allow for the
bidding of the Southwest Industrial park expansion areas. The proposed fee is $120,500.

including engineering services, may be approved by the City Manager without the use of formal, sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award. Funds for these services are budgeted in the Street, Storm Sewer, Sanitary Sewer and
Water Main sections of the CIP.

RE: Award of Engineering Services Agreement -
9th Ave and Westhaven Dr. Intersection Improvements/ Strand Associates, Inc.
Engineering staff requested a proposal from Strand and Associates to evaluate intersection
improvements for the 9th Ave. and Westhaven Dr. intersection. Strand and Associates will model the
existing condition /effectiveness of the intersection and project the future condition /effectiveness (year
2030) for a signal controlled intersection and roundabout controlled intersection. This information will be
used to select the type of improvements needed at the intersection. Strand will then design the
intersection improvements and prepare plans and specifications for bidding the project.
Strand was selected to perform the evaluation based on their credentials as the only firm approved by the
Wisconsin Department of Transportation to review multi -lane roundabouts from 2006 to 2008. The cost
of the services is not to exceed $68,000.

quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
