PRESENT: Bryan Bain, James Kaprelian, Stan Kline, Gene Kubasta, Dennis Rumlow and Timothy Schuster ABSENT: Don Seybold STAFF: Christopher Strong, Transportation Director Jennifer Weigand, Recording Secretary Capt. Kurt Schoeni, Oshkosh Police Department David Patek, Director of Public Works CALL TO ORDER Chairman Kaprelian called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Kline moved to accept the January 13, 2009 minutes. Mr. Bain seconded the motion. Motion carried (5-1 Kubasta). 1. A REQUEST FOR THE INTERSECTION OF BENT AVENUE AND WISCONSIN STREET TO BE DESIGNATED AS A FOUR-WAY STOP. [CURRENT CONDITION: TWO-WAY STOP SIGN CONTROL ON BENT AVENUE.] Ms. Sandy Gajewski, 504 Bent Avenue, asked if the traffic counts taken after the Wisconsin Street bridge opened made a difference. Mr. Strong replied the intersection still failed to meet the traffic volume warrant. The speed data showed the 85th percentile speed is about 9-10 mph in excess of the speed limit. Ms. Gajewski wondered if the traffic counts would increase when the roundabout is put in at Jackson Street and Murdock Avenue. She requested this request be revisited again at that time. Mr. Kaprelian questioned if the higher speeds were due to enforcement issues. Capt. Schoeni said they can increase their visibility in the area. Mr. Kaprelian suggested increasing police patrol in this area during the morning time period on school days. Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion carried (6-O). 2. A REQUEST FOR 2-HOUR PARKING ON THE WEST SIDE OF COURT STREET FROM WAUGOO AVENUE TO WASHINGTON AVENUEM BETWEEN 8:00 A.M. AND 6:00 P.M. [CURRENT CONDITION: METERED PARKING]. Mr. Kaprelian questioned if it was necessary to have the restriction for seven days a week. Mr. Scott Footit, BID parking officer, replied that current restrictions in the downtown area read "Mondays through Saturdays except Sundays and holidays". Mr. Kaprelian felt we should be consistent with the other restrictions in the area. It was unanimously agreed upon by the Board to add "Monday -Saturday except Sundays and holidays" to requests #2, #4, #5 and #6. Mr. Bain moved to accept the request. Mr. Kline seconded the motion. Motion carried (6-O). 3. A REQUEST FOR 4-HOUR ANGLE PARKING ON THE EAST SIDE OF COURT STREET BETWEEN WASHINGTON AVENUE AND WAUGOO AVENUE. [CURRENT CONDITION: ANGLE PARKING WITH METERS]. TRA MII~IIJTES Page 2 APRIL 8, 2008 Mr. Kline asked if this was consistent with the restriction on the west side of the street. Mr. Strong replied the west side of the street is inside the BID area, where a 2-hour parking restriction is typical. The east side of the street, which is outside the BID area, currently has a 4-hour parking restriction for the block from Ceape Avenue to Otter Avenue. Mr. Kline moved to accept the request. Mr. Bain seconded the motion. Motion carried (6-O). 4. A REQUEST FOR 2-HOUR PARKING ON THE SOUTH SIDE OF OTTER AVENUE FROM 244 FEET EAST OF STATE STREET TO COURT STREET BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M. [CURRENT CONDITION: METERED PARKING]. Mr. Kline moved to accept the request. Mr. Bain seconded the motion. Motion carried (6-O). 5. A REQUEST FOR 2-HOUR PARKING ON THE NORTH SIDE OF OTTER AVENUE FROM 129 FEET EAST OF STATE STREET TO COURT STREET BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M. [CURRENT CONDITION: METERED PARKING]. Mr. Strong had received a phone call from an employee from Oshkosh B'Gosh requesting the parking by the driveway be preserved. Mr. Bain moved to amend the request to read "A REQUEST FOR 2-HOUR PARKING ON THE NORTH SIDE OF OTTER AVENUE FROM 129 FEET EAST OF STATE STREET TO 191 FEET EAST OF STATE STREET, AND 2-HOUR PARKING ON THE NORTH SIDE OF OTTER AVENUE FROM 260 FEET EAST OF STATE STREET TO COURT STREET". Mr. Kline seconded the motion. Motion carried (6-O). Mr. Kaprelian moved to accept the amended request. Mr. Kline seconded the motion. Motion carried (6-O). 6. A REQUEST FOR 2-HOUR PARKING ON THE SOUTH SIDE OF WASHINGTON AVENUE FROM 208 FEET EAST OF STATE STREET TO 55 FEET WEST OF COURT STREET BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.. [CURRENT CONDITION: METERED PARKING]. Mr. Kline moved to accept the request. Mr. Bain seconded the motion. Motion carried (6-O). 7. A REQUEST FOR 2-HOUR PARKING ON THE SOUTH SIDE OF WAUGOO AVENUE BETWEEN THE HOURS OF 9:00 A.M. AND 6:00 P.M. DAILY EXCEPT ON SUNDAYS AND NEW YEAR'S DAY, MEMORIAL DAY, FOURTH OF JULY, LABOR DAY, THANKSGIVING DAY AND CHRISTMAS DAY, FROM 104 FEET EAST OF STATE STREET TO 130 FEET WEST OF STATE STREET. [CURRENT CONDITION: METERED PARKING]. Mr. Bain asked why it begins at 9 A.M. Mr. Strong replied for consistency in the area. Mr. Bain would like to see the recently adopted changes for 8 A.M. be made 9 A.M. for consistency. The Board unanimously agreed. Mr. Kline moved to accept the request. Mr. Schuster seconded the motion. Motion carried (6-O). DISCUSSION ITEM: 8. 2 AM - 5 AM PARKING RESTRICTIONS Mr. Kaprelian noted that Dave Patek, Director of Public Works, did a good job at last month's meeting explaining the reasons for the 2-5 AM parking restriction. Mr. Kline asked how many permits have been issued for overnight parking. Capt. Schoeni did not have the exact numbers but noted there were two officers assigned to the enforcement of the 2-5 AM parking restriction. Mr. Footit noted that the permit enforcement has been getting more complicated. He explained that last year only one-month permits were issued. This year there are 1-, 3-, 9- and 12-month permits available. He noted that in the campus area, permits are crucial for managing parking. TRA MII~IIJTES Page 3 APRIL 8, 2008 Mr. Schuster said he brought this issue up strictly because of plowing concerns in the winter months. Capt. Schoeni said this year he has assigned two officers to concentrate on the BID lots and the rest of the night shift to patrol all streets. They now are in communication with the snow plow operators, so they can help clear the streets off. He noted the night shift cannot cover the entire city for 2-5 AM parking violations, since they must respond to other types of calls during that time. He agreed that enforcement is critical so that people will know there are consequences if they violate the parking restriction. He noted that he did recommend against calling a snow emergency this year. If a snow emergency were called, he said there are only four wrecker services in the city to tow away vehicles and that would not be enough to handle the need. Mr. Kline asked if the communication is good between the police officers and the plow operators. Mr. Patek replied "yes" and said the key is communication. He noted communication has improved things because it is directly between the operators and the police officers with no middle man. Mr. Patek said they are investigating the idea of rotating parking to different sides of the street on even and odd days of the week to assist with snow clean-up operations. Capt. Schoeni said the motorists just want someplace to park. Mr. Kaprelian said it sounds like the Police Department and Department of Public Works are now on the same page. Mr. Patek noted that there have been a lot of personnel changes in the Police Dept. and Public Works Dept. and there is a learning curve to consider. Mr. Bain recommended exploring parking on the even and odd sides of the streets on different days for significant snowfall. Mr. Kline and Mr. Kaprelian agreed with Mr. Bain. STAFF STATEMENTS 9. PARKING ORDINANCE SIMPLIFICATION The Board unanimously supported Mr. Strong in simplifying the parking ordinances. Mr. Kaprelian noted the parking around the university is anever-ending challenge. Mr. Kubasta asked if the parking ramp has helped. Capt. Schoeni said he has heard good things about it. Capt. Schoeni said the university wants to expand the pay and display in the campus area. He was in favor of this because it would free up the community service officers (CSOs) to concentrate more on the BID area. Mr. Schuster asked which areas the university police enforce. Mr. Footit replied that they are responsible for on-campus parking lots and the pay and display areas. AGENDA ITEMS FOR THE NEXT MEETING: 1) Mr. Kubasta said someone from US Bank would like the parking restriction south of their driveway on Commerce Street removed. They only need the parking restriction 25 feet north of their driveway for their Brinks truck. 2) Mr. Kubasta would like see parking allowed on the north side of Pearl Avenue, behind Most Blessed Sacrament Church, for church activities. He felt the street is now wide enough to accommodate parking on both sides and people park there anyway; why not make it legal to do so. There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Kline, Schuster), the meeting adjourned at 4:57 p.m.
