Approval of bills presented by the Director of Finance.
FISHING EVENT
Approval to Terry's Bar to utilize Menominee Park, the Gazebo Shelter, the boat docks on the
south side of Millers Bay, and Millers Bay on Saturday, May 16, 2009, from 5:00 a.m. to 3:00
p.m., for their 9 th Annual Fishing Event, in accordance with the attached letter of request.
SENIOR TRIATHLON BIKE EVENT
Approval to the Oshkosh Recreation Department and Oshkosh Seniors Center to utilize
Menominee Park and facilities on Wednesday, May 6, 2009, from 8:30 a.m. to 12:00 noon, for
their Senior Triathlon Bike Event, in accordance with the attached letter of request.
FESTIVAL OF SPRING
Approval to the Paine Art Center and Gardens to close Algoma Boulevard, between New York
Avenue and Congress Avenue; and Congress Avenue, between Algoma Boulevard and
Elmwood Avenue, on Saturday, May 16, 2009, from 5:00 a.m. to 8:00 a.m., and again from
4:00 p.m. to 5:00 p.m.; and that at 8:00 a.m., Congress Avenue, between Algoma Boulevard
and Elmwood Avenue, remained closed until 5:00 p.m.; and that the east lane of Algoma
Boulevard be coned off as a loading lane; and that handicapped parking be allowed on the east
side of Algoma Boulevard, between New York Avenue and the area of the event where signs
will be posted indicating such, for their Festival of Spring event, in accordance with the
attached letter of request.
FISHING HAS NO BOUNDARIES EVENT
Approval to the University of Wisconsin - Oshkosh to utilize Menominee Park, the Gazebo
Shelter, the boat docks on the south side of Millers Bay, and Millers Bay on Friday, Saturday
and Sunday, May 29, 30, and 31, 2009, from 5:00 a.m. to 3:00 p.m., for their Fishing Has No
Boundaries non - profit event, in accordance with the attached letter of request.
LIVE AT LUNCH
Approval to the Oshkosh Chamber of Commerce and the Oshkosh Area Economic
Development Corporation to utilize Opera House Square and facilities, and to close Market
Street, from High Avenue to Algoma Boulevard, every Wednesday, from June 3 through
August 26, 2009, from 10:00 a.m. to 3:00 p.m., for their Live at Lunch Concert Series, in
accordance with the attached letter of request.
RACE UNITY SOCIAL
Approval to the Race Unity Social Planning Committee to utilize Abe Rochlin Park and
facilities on Sunday, June 14, 2009, from 8:00 a.m. to 5:00 p.m., for their 16 Annual Race
Unity Social, in accordance with the attached letter of request.
FOX VALLEY MOTORCYCLE SHOW
Approval to Gray Beard Productions, Inc. to utilize South Park and facilities on Saturday and
Sunday, June 6 and 7, 2009, from 8:00 a.m. to 5:00 p.m., for their 4 th Annual Fox Valley
Motorcycle Show, in accordance with the attached letter of request.
WINNEBAGOLAND ART FAIR
Approval to the Oshkosh Fine Arts Association to utilize South Park and facilities on Saturday
and Sunday, June 13 and 14, 2009, from 8:00 a.m. to 5:00 p.m., for their 52 Winnebagoland
Art Fair, in accordance with the attached letter of request.

I am writing this "Letter of Request" to you for the opportunity to reserve at this time, the Gazebo
Shelter (for electricity for electronic fishing scale) on Sat May 96 2009. We will be running our ninth
annual fishing event, out of Menominee Park and Millers Bay at 5 00a — 6 00am and returning at
2 00pm — 3:OOpm! in addition to this, we would like to use the Boat Docks on the south side of Millers
Bay that day as welt We have shared the Boat Docks the past few years with Dr. Robert C. Weber and
" The UWO Fishing Has No Boundaries Event', without any problems, and took forward to working with
them again this year! The timing of our events, ensures there is not a conflict with either event, and
allows us to " share "a fishing scale or other items if needed. We have worked closely with the DNR S,
Senior Fisheries Biologist to ensure this event is run smoothly according to their guidelines, and are
excited to host this event again in 2009! We have submitted an application for permit with the DNR as
required. We hope' you will approve Our requ and look forward to a noth er su ccessful event this year/

This letter is to inform you that the Oshkosh Recreation Department, in conjunction with the
Oshkosh Seniors Center has reserved the Kiwanis shelter at Menominee Park for a Senior
Triathlon Bike event on Wednesday, May 6, 2009. The event will take place from
approximately 8:30am until 12:00pm. The shelter will be used as the main event location. The
shelter has been reserved with Trish Wendorf at the City Parks Department office.
The area of the park that we will be using includes the trails throughout the park, around the zoo
and Kiwanis Shelter. We will be in contact with the Oshkosh Police Department regarding this
event and any traffic concerns they may have once we know the number of participants
registered. At this time of the day in the middle of the week, hopefully this would not be
inconveniencing many people if the need arises to barricade parts of that road. Last year we used
the same route and it was successful.

Dear Mr. Wollangk;
The Paine Art Center and Gardens is preparing for next year's Festival of Spring event to
be held or Saturday, May 16, 2 009. These events - bring *thousands of people} to Oshkosh
and in particular to the area where the Paine is located. Tn addition to the number of
people who come to enjoy the event, there are over a hundred vendors who come and
participate in the events.
Our request is as such:
1. That both Algoma Boulevard (between New York Avenue and Congress Avenue)
and Congress Avenue (between Algoma Boulevard and Elmwood Avenue) be
closed from 5 a.m. until 8 a.m., the time that the event begins, while vendors
unload their items at the start of the day and again from 4 - 5 p.m. while vendors
load their items at the end of the day.
2, Once the event begins, we would like Congress Avenue (between Algoma
Boulevard and Elmwood Avenue) to remain close to allow for festivities in the
street as well as maintain the safety of those who wish to enjoy the event and the
Paine grounds.
3. We understand it is necessary for Algoma Boulevard to remain open during the
hours of the event to allow for traffic to move freely on Algoma Boulevard.
However, we are requesting that the east lane be coned off as a loading lane,
allowing vehicles the capability to park briefly along the terrace so they may pick
up the items they may have purchased during the day. This would still allow for
two lanes of traffic, the center and west lanes to remain open on Algoma
Boulevard.
4. In addition, we are requesting that handicap parking be allowed on the east side
of Algoma Boulevard between New York Avenue and the area of the event and
that signs be placed indicating such.
We understand that on May 16, the university will be having their graduation exercises. I
have spoken with Sergeant Matt Kroening of the Oshkosh Police Department and he has
examined the area and has developed a plan of how he thought we could make this work
to accommodate both the Paine's event as well as the university's graduation. He also did
not feel that traffic in this area should be as bad this year, as it was last year; as the
Wisconsin Street bridge should be open. We also have reviewed the plans with Al
I lartman, interim provost at the University of Wisconsin- Oshkosh.

Staff members will be working the event and the Auxiliary Police Department will be
asked to be on hand to help with traffic flow and security.

Fishing Has No Boundaries is a nonprofit event. Last year the event provided the fishing
experience to 55 special needs (wheelchair bound, cognitively impaired, visually and
physically impaired) people, 100 community volunteers and local services organizations.

Dear Mr. Rohloff,
I would like to make a formal request, on the behalf of the Oshkosh Chamber of
Commerce and the Oshkosh Area Economic Development Corporation, for the use of
Opera House Square for ..Live at Lunch. The event, as proposed, will run every
Wednesday from June 3, 2009 through August 26, 2009. The concerts will be held
between the hours of 12:00 PM and 1:00 PM. However, the park is requested on the
aforementioned dates from approximately 10:00 AM till 3:00 PM for set -up and tear
down functions.
I would also request permission to close Market Street from High Avenue to Algoma
Boulevard every Wednesday from June 3, 2009 to August 26, 2009 from 10:00 AM to
3:00 PM in association with the Live at Lunch event.
This concert series has become a wonderful tradition and we expect it to grow again
this year. Please refer any questions or concerns that you have to John Casper at (920)

As we have done for the past 15 years, we, the Race Unity Social Planning Committee would like to request the use
of Abe Rochlin Park for Sunday, June 14, 2009 from 8 AM till 5 PM for our 16th Annual Race Unity Social.
As in the past, this is to be a city wide event that is meant to bring together the various racial and cultural groups
who live in and around our city and to provide a happy and joyous atmosphere in which all attendees have an
opportunity to "Make New Friends ".
We have had a great amount of success with this activity no matter what the weather conditions have been and we
hope that this year's event with bring with it clear skies and smiling faces. There is no charge for the food and
activities and all are welcome.

To the Oshkosh Parks Department;
This letter is to request the use of South Park on
Sunday June 7 for the 4 th annual Fox Valley
Motorcycle Show. As usual we will apply for the needed
permits to put on the show. For 2009 we have rented
Saturday the 6 th also, as the show has grown so fast we
now need more time for set up purposes. With the shows
growth this last year we will now have our own dumpsters
and also portable restrooms on site. We will also have 'a
larger PA system on the grounds much like the car show
has. This last year j2008Jshow gave us the chance to write
a check to the BEJA Shrine .escort Patrol in the amount of
$10, 000.00. If you have any questions about the show

This is a request to reserve the South Park for the 52nd Winnebagoland Art Fair to be
held on Sunday, June 14, 2009, sponsored by the Oshkosh Fine Arts Association. We
will need the park and pavilion available for set -up on Saturday, June 13 as well. l
would also like to pick up 20 trash cans on Friday, for use at South Park on Sunday,
and will return them Monday morning.
if any changes have been made to the park (trees planted or removed, tables moved,
etc.) please let me know so we are able to update the layout map used to place the
artists' booths. As in the past, we will be using the South West corner of the park
surrounding the lagoon and the main pavilion.
We will need the outside faucet turned on by the restrooms for a water source and
the handle for it, eight large green wooden tables in the pavilion, 24 garbage
receptacles and the empty large dumpster.
We appreciate the co- operation the City Parks Department has afforded us in the
past to make this a successful event for the community. As we are a small non - profit
group of volunteers, we need all the help we can get.
