HomeMy WebLinkAbout09-23JANUARY 27, 2009 09 -23 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN PURPOSE: AUTHORIZE THE FILING OF APPLICATIONS FOR FEDERAL OPERATING AND CAPITAL ASSISTANCE, STATE OPERATING ASSISTANCE, COUNTY TRANSPORTATION ASSISTANCE AND NON - PROFIT GRANTS INITIATED BY: TRANSPORTATION DEPARTMENT WHEREAS, the Wisconsin Department of Transportation has the authority to award financial assistance for transportation projects, and WHEREAS, the Federal Transportation Administrator has been delegated authority to award Federal financial assistance for a transportation project, and WHEREAS, Winnebago County has the authority to award financial assistance for transportation projects; and WHEREAS, the grant or cooperative agreement for financial assistance will impose certain obligations upon the Applicant, and may require the Applicant to provide the local share of the project cost, and WHEREAS, the Applicant has or will provide all annual certifications and assurances to the Federal Transit Administration and the Wisconsin Department of Transportation required for the projects; NOW, THEREFORE, BE IT RESOLVED BY the Common Council of the City of Oshkosh 1) That the City Manager is authorized to execute and file an application for state transportation assistance under S.85.20, Wis. Stats. and the Wisconsin Employment Transportation Assistance Program. 2) That the City Manager is authorized to execute and file an application for federal assistance on behalf of the City of Oshkosh with the Federal Transit Administration for federal assistance authorized by 49 U.S.C. chapter 53, Title 23, United States Code, or other federal statutes authorizing a project administered by the Federal Transit Administration. The Applicant is the Designated Recipient as defined by 49 U.S.C. § 5307(a)(2). 3) That the City Manager is authorized to execute and file an application for county transportation assistance and non - profit agency transportation assistance. JANUARY 27, 2009 09 -23 RESOLUTION CONT'D 4) The City Manager is authorized to execute and file with its applications the annual certifications and assurances and other documents the Federal Transit Administration and the Wisconsin Department of Transportation requires before awarding a federal or state assistance grant or cooperative agreement. 5) The City Manager is authorized to execute grant and cooperative agreement with the Federal Transit Administration and the Wisconsin Department of Transportation on behalf of the City of Oshkosh. 0 City of Oshkosh - Transportation Department O HKO H -✓ ON THE WATER 926 Dempsey Trail, Oshkosh, WI 54902 (920) 232 -5342 (920)232 -5343 fax MEMORANDUM TO: Mark Rohloff, City Manager FROM: Christopher Strong, Transportation Director DATE: January 21, 2009 RE: Filing of Grant Applications This resolution will authorize the filing of the following grant applications: 1) 2009 Federal Operating and Capital Assistance Grant. 2) 2009 Wisconsin Department of Transportation Operating Grant. 3) 2009 Winnebago County Transportation Assistance. 4) 2009 Non - profit Agency Grants 1) Federal Operating and Capital Assistance Grant The Oshkosh Transit System is applying for 2009 federal operating assistance in the amount of $1,454,683. The operating grant will cover approximately 30% of the 2009 projected expenses. 2) State of Wisconsin Operating Assistance The City of Oshkosh is applying for $1,212,236 in operating assistance from the Wisconsin Department of Transportation. The proposed funding level is approximately 25% of operating expenses for calendar year 2009. 3) and 4) Winnebago County and Other Transportation Assistance Programs The Oshkosh Transit System will apply for $576,238 from Winnebago County and $132,415 from other government or non -profit agencies. The programs that are funded are shown below: • Oshkosh Dial -A -Ride • Cabulance (Handicapped Van Service) • Lakeside Packaging Plus, Inc. (Work Adjustment) • Rural Elderly and Disabled Bus Service • Advocap Mealsite Transportation City of Oshkosh — Transportation Department Filing of Grant Applications / January 21, 2009 • Lutheran Homes of Oshkosh Transportation • Oshkosh to Neenah Route • Red Cross Volunteer Transportation • Cerebral Palsy of Mideast Wisconsin, Inc. (Non- School) Transportation The public hearing was held at the December 17, 2008 Transit Board meeting. The public was able to make comments on the social, economic and environmental aspects of the grant applications. The grant applications will be submitted as presented.
