PRESENT: Bryan Bain, James Kaprelian, Stan Kline, Gene Kubasta, Dennis Rumlow, Don Seybold and Timothy Schuster STAFF: Jennifer Weigand, Recording Secretary CALL TO ORDER Chairman Kaprelian called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Kline moved to accept the December 9, 2008 minutes. Mr. Schuster seconded the motion. Motion carried (6-O). 1. A REQUEST FOR NO PARKING ON THE SOUTH SIDE OF PARKWAY AVENUE FROM GROVE STREET TO 66 FEET WEST OF GROVE STREET. [CURRENT CONDITION: NO RESTRICTIONS]. Ms. Joanne Feldner, 1240 S. Westhaven Drive, owns the property at 920 E. Parkway Avenue. Her tenant is having difficulty backing out of her driveway because of the five tenants at 918 E. Parkway Avenue parking their vehicles on the street. She noted this was a single family home that was converted to rental property. They have tried talking to the tenants but to no avail. Mr. Andrew Sonnleitner, 925 E. Parkway Avenue, said this is a problem that exists 24 hours a day. Vehicles are parked there for long periods of time and the problem has gotten out of hand. He noted the snow plows have to go around these vehicles. He would prefer no parking on the whole side of the street. Mr. Kaprelian said his only fear is we will just push the problem elsewhere. He believes enforcement is the problem. Mr. Kline noted there is plenty of on-street parking available around the corner on Grove Street Mr. Kline moved to accept the request. Motion seconded by Mr. Kaprelian. Motion lost (3-3 Schuster, Bain, Kaprelian). DISCUSSION ITEM: 2. 2 AM - 5 AM PARKING RESTRICTIONS Mr. Schuster requested this discussion because of his concerns from last year. He believes people are noy using common sense when parking on the streets. He pointed out the streets are narrow from snow buildup and it is difficult getting around the city. Our city crews are trying to do their job but there are violators, which makes it difficult for them to clear away the snow. He feels something needs to be done and we need better enforcement. He has looked at surrounding neighboring cities ordinances and some have stricter winter time restrictions and more lax summer restrictions. Mr. Kline questioned who declares a snow emergency. Mr. Patek replied the City Manager along with the Chief of Police has this authority. Mr. Patek pointed out they have asked the cooperation of city residents to remove their vehicles from the street without having to declare a snow emergency. He said the Police will give tickets to violators but vehicles are not towed unless there is a snow emergency declared. TRA MIIV[JTES Page 2 Mr. Kubasta arrived at 4:25 p.m. JAN[JARY 13, 2008 Mr. Kline asked if it is necessary to declare a snow emergency to get the streets cleaned off. Mr. Patek said a snow emergency was declared once during the 1990's, which created a lot of controversy. He noted it has been worse this winter, because we have had constant snow almost everyday. Mr. Bain suggested putting up temporary no parking signs by sections of the city. Mr. Patek said this would result in adding one more job responsibility in addition to snowplowing. Mr. Schuster asked "What was the idea behind selling overnight parking permits?" He feels this encourages people to park on the street between 2 AM -5 AM. Mr. Patek replied there is not enough off-street parking available, especially on the college area. Mr. Schuster felt it all comes down to enforcement. The Board needs to have discussions with the Oshkosh Police Dept. Mr. Kline agreed with Mr. Schuster that it's an enforcement issue. He would like this issue brought back before the Board and representation from the Oshkosh Police Dept. Mr. Bain said he would contact Chief Gruel and request OPD staff representation at our monthly meetings STAFF STATEMENTS: None AGENDA ITEMS FOR THE NEXT MEETING 1) 2 AM - 5 AM PARKING RESTRICTIONS. 2) FOUR-WAY STOP AT THE INTERSECTION OF BENT AVENUE AND WISCONSIN STREET. There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Kline, Kaprelian), the meeting adjourned at 4:45 p.m.
