HomeMy WebLinkAbout09-02JANUARY 13, 2009 09 -02 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVAL OF AGREEMENT WITH STATE DIVISION OF PUBLIC HEALTH TO ACCEPT 2009 PREPAREDNESS GRANT FUNDS INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT/ HEALTH SERVICES DIVISION BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to approve and accept a grant from the State of Wisconsin Division of Public Health, for public health nursing related activities and participation in local and regional preparedness activities. BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to execute any and all documents and assurances required by the State of Wisconsin Division of Public Health for purposes of same. Q fHK 1H ON THE WATEP TO Honorable Mayor and Members of the Common Council FROM: Paul Spiegel Health Director DATE: December 12, 2008 RE: Public Health Preparedness Contract Agreement 2009 BACKGROUND Council is being asked to authorize the City to enter into an agreement with the Division of Public Health of the Department of Health Services that will enable the Health Services Division to receive funding for the period of January 1, 2009 through December 31, 2009. The Health Services Division has received similar preparedness funding for the last seven years that has been utilized to increase our capacity to respond to emergencies. The grant funds have also allowed the Division to develop plans, hold table -top and functional exercises, create and /or purchase educational materials, and work with community partners to assist them in increasing their level of emergency preparedness. In the coming year the Division will be granted $48,926. During the grant cycle the money will be used to continue our planning process both internally and with community partners, participate in exercises, develop an integrated public health response targeting at- risk - populations, and staff's level of competency to sixteen standards set by the Centers for Disease Control. ANALYSIS This is an annual noncompetitive grant opportunity for the city to enhance its abilities to respond to natural and man -made disasters. This grant funds a part-time public health nurse and office assistant that directly assist the Health Director in accomplishing State mandated plan development, exercises, community collaboration, and education and outreach to city staff and the citizens. FISCAL IMPACT The activities that are proposed to be undertaken will enable the community to be better prepared in dealing with emergencies. By tapping available grant funds the City does not have to utilize its budget resources for these activities.
