HomeMy WebLinkAbout09-07REVISED JANUARY 13, 2009 09 -07 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO TECHNOLOGY SOLUTIONS GROUP (TSG) FOR TELEPHONE SYSTEMS UPGRADE ($223,140.56) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for telephone system upgrade; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: TECHNOLOGY SOLUTIONS GROUP (TSG) 240 W. Regency Court - #200 Brookfield, WI 53045 • Total bid: $223,140.56 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, Director of General Services DATE: January 6, 2009 RE: Telephone Systems Upgrade Bid BACKGROUND The City's current telephone system was purchased in the mid- 1980's and has experienced numerous upgrades and patches through the years. Unfortunately, the system has now become antiquated with limited parts availability, no fault tolerance and lacks support from the manufacturer and third party parts manufacturers. ANALYSIS Working with Information Technology, Purchasing reviewed and prepared proposals seeking Avaya certified vendors for this telephone system upgrade. Bids were received on December 30, 2008. The bid tabulations are attached. FISCAL IMPACT Replacement of the system will have a fiscal impact of $223,140.56. This item was budgeted in the 2009 GIP property improvements at $226,500. RECOMMENDATION Working with Information Technology, Purchasing reviewed all bids and is recommending the City Council award the telephone systems upgrade bid to Technology Solutions Group (TSG) for $259,638.22. IT is also supportive of this recommendation as TSG has worked with the City's phone system in the past and are familiar with the City's telephone infrastructure. IT believes this TSG's familiarity will accelerate the process and minimize any disruptions. Please note that while the bids exceed the allocated CIP budgeted amount, IT has determined that TSG's bid included two additional years of warranty not required on the bid specifications, reducing their actual bid to $223,140.56.
