PURPOSE: AWARD BID TO FLUID CONSERVATION SYSTEMS FOR
LEAK DETECTOR EQUIPMENT FOR WATER DISTRIBUTION
($32,950.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised forbids for leak detector
equipment for Water Distribution; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Quote -- $32,950.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Locator- Water Distribution
BACKGROUND
Replace current leak locator model equipment with a digital upgrade version of the
current detection system for Water Distribution Center.
ANALYSIS
The Water Distribution Center uses leak locator equipment routinely to locate the source
of underground water leaks. The present equipment used is 15 year old technology and
finding replacement parts has become difficult and borrowing loaner equipment may not
be available when repairs have to be made on the current model.
FISCAL IMPACT
The leak locator equipment is part of the 2009 Water Utility Operating Budget.
RECOMMENDATION
Public Works /Purchasing have reviewed quotes on equipment that is similar and found
that the proposed upgrade equipment is recommended and that bids be waived according
to the municipal code Section 12 -10 paragraph D. (Exceptions) 1.That standardization &
compatibility with the current equipment. Also #4. A more favorable price has been
secured by negotiating a purchase agreement with Fluid Conservation Systems in that the
city will receive a price discount/ training plus a 2 year warranty beyond a year for the
sum of $32,950.00. Attached is a summary of pricing for the equipment.
