HomeMy WebLinkAbout08-468DECEMBER 9, 2008 08 -468 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVAL TO ACCEPT STORM SEWER EASEMENTS AT 2635 HEARTHSTONE DRIVE AND 820 PARK RIDGE AVENUE INITIATED BY: DEPARTMENT OF PUBLIC WORKS PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to accept easements from the owners of 2635 Hearthstone Drive and 820 Park Ridge Avenue, per the attached, and to execute any and all documents necessary for purposes of same. OfHKOlH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Jackson Kinn*? � Director of Co ty Development DATE: December 4, 2008 RE: Approval to Accept Storm Sewer Easements at 2635 Hearthstone Drive & 820 Park Ridge Avenue (Plan Commission Recommends Approval) BACKGROUND The subject properties are located in a predominantly low - density residential neighborhood within the Sarres Plat recorded in 2000. The plat included a grading and drainage plan requiring various stormwater management features located in secured easements which included the construction of a dry stormwater detention pond located in the rear yards of the subject properties. ANALYSIS The owner of 2635 Hearthstone Drive approached the Department of Public Works requesting the stormwater plan be modified to allow for landscaping in the rear of the property. Engineering staff has since revised the original plan, adjusting the location of the dry pond and easement location, while maintaining the required storage volume. The Department of Public Works has met with the property owners who have agreed to sign the appropriate easement documents. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of this request at its December 2, 2008 meeting. Approved, ""K("� City Manager ITEM: ACCEPT STORM SEWER EASEMENT FOR PROPERTY LOCATED AT 2635 HEARTHSTONE DRIVE AND 820 PARK RIDGE AVENUE Plan Commission meeting of December 2, 2008 GENERAL INFORMATION Petitioner City of Oshkosh Department of Public Works Owners: Darren Moxon & Karen Kassube - Moxon and Dave & Elizabeth Greisinger Action Requested: The Department of Public Works is requesting acceptance of a modified storm sewer easement for the location of a dry stormwater detention pond located in the rear yards of the subject properties. Applicable Ordinance Provisions: N/A Property Location and Type /Analysis: The subject properties are located in a predominantly low- density residential neighborhood. The properties are located within the Sarres Plat, recorded in 2000, which included a grading and drainage plan requiring various stormwater management features located in secured easements. RECOMMENDATION /CONDITIONS The Department of Community Development recommends approval of the acceptance of the modified storm sewer easements as requested. The Plan Commission approved of the easements as requested. The following is the Plan Commission's discussion of this item. There was no discussion on this item. Motion by Borsuk to approve the acceptance of the easement for property located at 2635 Hearthstone Drive and 820 Park Ridge Avenue as requested.
