Project
BACKGROUND
One of the problems at boat launches is that boat owners "power -up" their boats when loading them onto
trailers (a few years back boats would hook up to a cable and winch onto the trailer). "Powering -up" is now
the common way of loading boats. One major issue with "powering -up is that depressions are created by
motor propellers pushing river or lake bottom away from the end of the ramps.
There are eight (8) ramps at the Rainbow Park boat launch. The first four (4) easterly ramps are used the most
and had a history of big depressions. It is those four (4) ramps where there have been recurring boat launching
problems in the past. Almost every year there have been issues where boaters have gone too far, and over the
edge of a ramp into a depression. The boat owners ended up with damage to their trailers because they could
not get out of the hole (there are signs at each ramp that attempt to guide boat owners as to where the ramps
end). Because of the problem parks staff made a recommendation to the Advisory Parks Board (in 2007) to
support the extension of the four (4) ramps out into the river bottom. The Common Council passed a
resolution on November 13, 2007 to award a bid to Radtke Contractors (for $87,877) to do the ramp extension
work. Because the contractor was unable to start the project late last fall because of early snow, the contractor
was asked to do the project either before the Memorial Day weekend or after Labor Day in 2008. The
contractor chose the fall option and is currently working towards finishing the project.
ANALYSIS
The bid packet submitted to contractors had good specifications and plans. The specs and plans did not have
thorough information, though, and were based, in -part, on speculation — the contractors did not know what they
would find under the water. There was an understanding that a depression would be found at the end of each
ramp once the project started and dewatering of the site occurred. There was an estimate in the specs of how
much stone would be needed to fill the depressions and how much concrete was needed to pour over that stone.
Unfortunately, the contractor that was awarded the bid, and is working on the project, found structural
problems at the end of the ramps that weren't anticipated, and determined a need for additional work time and
materials. Those problems are noted on two (2) attached documents; an email from Greg Jansen (Radtke
Contractors), dated November 11, 2008, and on the change order information. Also attached are pictures of
the areas of the ramps that need the extra work. The pictures show the undercutting of one (1) of the ramps.
RECOMMENDATION
Radtke Contractors have already completed the above change order work, as the project had to continue (the
project is scheduled to be done on Thursday, November 20th). The cost to do the additional work is $8,960.

The Parks Director recommends that change order # 1 be approved for $8,960 for the additional work that was
needed at the Rainbow Park boat launches. With the change order, the total project will end up costing
$96,837. There is currently $145,215 in the boat launch fund to cover all of the costs of the ramp extension
project. There was no action taken by the Parks Board with regard to a recommendation for the change order -
the above situation came up after the Boards November meeting, and the Board does not meet again until
December 8

After de- watering the four South most boat launches to date, we have found that each of the four ramps foot has been
completely washed out. The washout is under the existing concrete by 3 to 4 feet toward shoreline and 10' towards the water
at the width of the ramps. The hole that was created went to approx. 5' deep from'the top of the existing ramp.
Also, along the bottom edge of the existing ramps, it was clear that a concrete form was not used to pour the existing concrete
ramps. The edge is very raspy and un -even and it goes from approx. 6" thick to 2" thick randomly. See attached photos.
That edge was also broken along the length and at the corners due to the boat trailers falling over the edge and/or violently
pulling them back out.
Vince Maas was called to the site today by Greg Jansen of Radtke Contractors Inc. Marine Division, to see the ramp issues
first hand and to note the scope of the extra work that is required to fix these existing unknown problems. Attached are
photos from the first and second set of ramps that were exposed.
In conclusion, the extra work done by Radtke Contractors to prepare, repair and stabilize the existing concrete ramps, will
be on a time and materials basis and will include;
1. Fill and compact as much as possible, new clear stone under the four washed out concrete ramps foot, approx. four (4)
15' wide x 3' long x 3' deep areas.
2. Fill the two (2) - 15'x 30'x 5' deep large holes at the foot of the existing sets of ramps with new clear large stone. This is
the area for the two ramp holes side by side.
3. Saw cut straight, four (4) concrete ramps foot back toward shore, to get a surface that can be doweled into properly on all
four existing ramps.
4. Saw cut out broken areas of ramp, at the foot of the ramp, to add extra steel dowel pins. Pour new concrete into those
areas with the new ramp extensions.
5. Note: The existing ramps are not evenly at the 15% slope. The ramps' pitch grows shallower as it moves water ward, as
seen by Vince Maas at today's site visit in dry condition. Radtke Contractors will add ramp extensions to the proper pitch from
the new saw cut edge. A slight raise in pitch, on the old ramp section, will be noticed if old ramp is measured or probed.

2. Install new 6" clear stone fill in huge holes beyond the foot of the four (4) concrete ramps
created by boats powering up on their trailers. The four (4) areas are 20' wide and beyond by
20' long and beyond by 5' deep. The holes' and area beyond each of the four (4) ramps that
were washed out, contains unstable loose muck that was washed into the holes since boat traffic
has subsided. 'The loose muck was removed and must be discarded. Vince Maas did see this
large pile of material on our site visit. Using clam bucket, crane, barge and back -hoe install and
compact stone to the elevation of new 3 /" clear stone ramp bases. The areas mentioned, beyond
the approx. dimensions, refer to the fact that holes do not have straight edges and taper out past
those dimensions estimates.
3. Supply labor and equipment to saw cut four (4) existing concrete poured edges at the foot of the
existing boat ramps. Existing bottom edges along foot of ramps were poured not using concrete
forms. The existing poured edges are very raspy and un -even and go from 2" thickness to 6"
thickness randomly. Saw cut foot of four (4) existing concrete ramps to drill and dowel into for
