Gohde, Assistant Director of Public Works November 20, 2008 Approve Revised Agreement / Wisconsin Department of Transportation for Raised Medians on Jackson Street (STH 76) from Murdock Ave.to Bacon Ave. / Increase City share from $318,000 to $413,000. BACKGROUND In November 2007 the Council approved a State Municipal Agreement with the Wisconsin Department of Transportation (DOT) to fund the City's portion of the raised median construction on Jackson Street from Murdock Avenue to Bacon Avenue. The agreement was based on previous year's construction costs and preliminary design layouts. The City has worked with the local business owners and DOT to modify the design and the DOT has updated the construction costs based on 2008 data. The estimate for construction has changed from $290,000 to $385,000. The engineering costs have remained the same, $28,000. ANALYSIS The costs in the State / Municipal Agreement are based on previous construction costs and are updated regularly as more current data becomes available. Final costs to the City will be adjusted to the actual construction costs. FISCAL IMPACT Funds will need to be allocated in the 2010 Capital Improvement Program (CIP). RECOMMENDATIONS I recommend approval of the Revised State / Municipal Agreement for raised median construction on Jackson Street in the amount of $413,000. This is an increase of $95,000 for the estimated cost of construction. Respectfully Submitted, A *, /tea Steven M. Gohde Asst. Federal aid and/or State transportation fund financing will be limited to participation in the costs of the following items as specified in the estimate summary: a) The grading, base, pavement, and curb and gutter. b) Catch basins and inlets for surface water drainage of the improvement with connections to the storm sewer main. c) Construction engineering incidental to inspection and supervision of actual construction work. d) Signing and pavement marking including detour routes. e) Railroad and compensable utility adjustment. f) Resurfacing of private driveways, necessitated by the project. g) New installations of traffic signals or devices at the time of construction. h) Alteration of traffic signals or devices, necessitated by the project. i) Preliminary engineering and State review services. 4. Basis for Local Participation: Preliminary Engineering — The segment of STH 76 (Jackson Street) from Murdock Avenue to Smith Avenue is a connecting highway which requires 25% local share for the design engineering services associated with the original project scope of pavement repair, milling, and resurfacing. The method to compute this local share is: • step 1 - determine the design cost required for the current project scope of pavement repair, milling, and resurfacing for the entire length; • step 2 - determine ratio of the segment from Murdock Avenue to Smith Avenue to the overall project length; step 3 - multiply total design cost in step 1 by the ratio determined in step 2; step 4 - apply the 25% local cost share to the cost amount from step 3. The local cost share amount is included within the agreement as a lump sum to simplify the agreement. 3 Preliminary Engineering — The City of Oshkosh is requesting a raised median on STH 76 (Jackson Street) from Murdock Avenue to Smith Avenue. This is beyond necessary improvement scope so this additional design cost is 100% the responsibility of the City of Oshkosh. This local cost share for design is also included within the agreement as a lump sum to simplify the agreement. Construction Category 020'— This category represents construction estimate for the raised median on STH 76 (Jackson Street) from Murdock Avenue to Smith Avenue. The raised median is requested by the City of Oshkosh and beyond the needed scope for this improvement project so these costs are 100% the responsibility of the City of Oshkosh. 4
