PURPOSE: APPROVAL OF LOADING ZONES ON JOSSLYN STREET AND
SAWYER STREET AND PARKING REGULATIONS CHANGES ON
FREDERICK STREET AND MORGAN AVENUE
INITIATED BY: TRANSPORTATION DEPARTMENT
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-
23(A-5) AND 27- 23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -5) of the Oshkosh Municipal Code pertaining
to loading zones is hereby amended as follows:
A -5 LOADING ZONES
Delete Therefrom Sawyer Street, east side, from 75 feet south of Tyler
Avenue to 20 feet north of Coolidge Avenue.
Add Thereto Josslyn Street, west side, from Tyler Avenue to
Coolidge Avenue, between 7:00 a.m. and 4:00 p.m. on
schooldays.
Add Thereto Sawyer Street, east side, from 75 feet south of Tyler
Avenue to 20 feet north of Coolidge Avenue, between
7:00 and 8:30 a.m. and 2:00 and 3:30 p.m. on school
days.
SECTION 2. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
FREDERICK STREET
Delete Therefrom
No parking, east side, from Irving Avenue to 126 feet
north of Lincoln Avenue.
Delete Therefrom No parking, east side, from 253 feet north of Lincoln
Avenue to Scott Avenue.

SECTION 3. This ordinance shall be in full force and effect from and after its
passage, publication, and placement of the appropriate signage.
SECTION 4. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #08 -452 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27- 23(A -5) AND SECTION 27- 23(A -11) OF THE OSHKOSH
MUNICIPAL CODE PERTAINING TO SPEED LIMITS AND PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS, on December 9, 2008. The ordinance
pertains to loading zones on Josslyn Street and Sawyer Street and parking regulations
changes on Frederick Street and Morgan Avenue.

RE: Explanation of Traffic Regulations Ordinance Changes
SECTION 1: SECTION 27 -23 (A -5) — LOADING ZONES
A REQUEST FOR A LOADING ZONE ON THE WEST SIDE OF JOSSLYN STREET FROM
COOLIDGE AVENUE TO TYLER AVENUE, BETWEEN 7 AM AND 4 PM ON SCHOOL DAYS.
(CURRENT CONDITION: NO PARKING BETWEEN 7 AM AND 4 PM ON SCHOOL DAYS.)
This is a Police Department request.
This section of Josslyn Street is on the east side of Roosevelt School. Currently, the school
has no designated area within the school property for parents in cars to pick up their
children. Consequently, parents often wait in their cars on streets adjacent to the school.
There is a loading zone in front of the school, on the west side of Sawyer Street. There are
also loading zones designated on the north side of the school (i:e. the south side of Tyler
Avenue) and the south side of the school (i.e. the north side of Coolidge Avenue). Because
parents want to be close to the school and there is limited loading zone capacity, school
officials indicate that these loading zones can be filled up 30 minutes or more before classes
are dismissed. In addition to the shortage of loading zone space, it would be safer to try to
reduce the use of Sawyer Street for a loading zone for children, due to the higher traffic
volumes and speeds on Sawyer Street.
By state statute, parking is prohibited on streets adjacent to schools unless otherwise
allowed by the city (Wisc. Statutes 346.52). Accordingly, while this section of Josslyn Street
is not specifically designated in the current ordinance as a no parking area, it is signed as
such. Converting this to a loading zone would provide additional space for parents to pick up
their children, which would make it more convenient for parents. This would also potentially
divert some traffic away from Sawyer Street, which should improve safety.

A REQUEST FOR A LOADING ZONE ON THE EAST SIDE OF SAWYER STREET FROM 75
FEET SOUTH OF TYLER AVENUE TO 20 FEET NORTH OF COOLIDGE AVENUE, BETWEEN
7 AND 8:30 AM AND 2 AND 3:30 PM ON SCHOOL DAYS. (CURRENT CONDITION: LOADING
ZONE, NO TIME RESTRICTIONS.)
This is a Police Department request.
As noted under the previous item, this part of Sawyer Street is used as a loading zone for
parents to pick up and drop off children at Roosevelt School. The loading zone designation
is most critical during times when children are entering and leaving school. Since the school
has very limited parking on -site, changing the ordinance would give visitors to the school
more opportunities to park closer to the school.

SECTION 2: SECTION 27 -23 (A -11) — PARKING REGULATIONS
A REQUEST FOR NO PARKING ON THE EAST SIDE OF FREDERICK STREET, FROM
IRVING AVENUE TO SCOTT AVENUE. (CURRENT CONDITION: NO PARKING, EAST SIDE,
FROM IRVING AVENUE TO 126 FEET NORTH OF LINCOLN AVENUE; AND NO PARKING,
EAST SIDE, FROM 253 FEET NORTH OF LINCOLN AVENUE TO SCOTT AVENUE.)
This is a citizen request.
At the October 2008 meeting of the Traffic Review Advisory Board, the board recommended
against the removal of parking restrictions on the east side of Frederick Street between Irving
Avenue and Scott Avenue. During the discussion, numerous citizens expressed concern over
allowing parking on both sides of the street, due to concerns over safety and snow plow
access.
During the citizen comment period, it was noted that the ordinances currently permit parking
on a 127 -foot long section of Frederick Street. This section was formerly an asphalt area
located within the terrace where cars could park on the street. The reconstruction of the street
has eliminated that parking area. Consequently, the citizen requested that the no parking area
be extended to include this section of the street as well.
Given the safety problems that could occur by preserving one section of parking on a side of
a street segment where parking is otherwise prohibited, it would make sense to eliminate this
area of on- street parking. Based on citizen comment received at the board meeting, I believe
that this change would have the support of local residents.

A REQUEST FOR ONE -HOUR PARKING ON BOTH SIDES OF MORGAN AVENUE FROM
VINLAND STREET TO 133 FEET EAST OF VINLAND STREET, BETWEEN 7:30 AM AND 3:30
PM ON SCHOOL DAYS. (CURRENT CONDITION: NO RESTRICTIONS.)
This is a request from the Department of Public Works and the Department of Transportation.
At the October 2008 meeting of the Traffic Review Advisory Board, the board recommended
that parking on the south side of Smith Avenue between Vinland Street and Walnut Street be
restricted to one hour during school days (7:30 AM to 3:30 PM). At that time, I noted that this
section of Morgan Avenue was one of the few streets near Oshkosh North High School where
unrestricted on- street parking was permitted during school days.
The pavement width for this section of Morgan Avenue is 34 feet, which is normally sufficient
to support on- street parking. However, this section lacks sidewalks or defined terraces.
Consequently, vehicles sometimes park on private property, while pedestrians are left to mix
with traffic or walk on private property. This is a safety concern when school is in session, as
Morgan Avenue also serves as a driveway from the Oshkosh North High School parking lot.
There are two properties which face this section of Morgan Avenue. I talked with one of the
two property owners, who supported this request. The Oshkosh Police Department has also
expressed its support for this proposal.

This is a Police Department request.
On- street parking on the west side of Sawyer Street reduces the "sight distance at the
intersection of Coolidge Avenue and Sawyer Street. As parking demand associated with
Roosevelt School continues to increase, there will be a higher volume of traffic traveling
eastbound on Coolidge Avenue during the afternoon dismissal period. At the same time, the
presence of on- street parking can make it more challenging to see pedestrians crossing
Sawyer Street. Extending the no parking zone during times when children are arriving at and
being dismissed from classes should help to improve traffic safety along Sawyer Street. The
limited time window associated with this proposed parking restriction should help to mitigate its
potential effects on residents.
