HomeMy WebLinkAboutE_E_Minutes_11-3-08MINUTES Energy & Environment Advisory Board Monday, November 3, 2008- 4 p.m. Oshkosh Safety Building Community Room The Monday, November 3, 2008, Energy & Environment Advisory Board was called to order by Chair Dani Stolley. Call to Order: Chair Stolley called the meeting to order and asked for roll call. Members present included: Breest, Mitchell, Scalpone, Barney, Hardy, and Davey. Also present were Director of Community Development Jackson Kinney, Purchasing Agent Don LaFontaine and Media Services Director Jon Urben. There was no public comment. OLD BUSINESS Approve October 6, 2008 meeting minutes: After some minor revisions, it was motioned by Hardy, seconded by Breest that the minutes be approved as presented. Motion carried unanimously. Website Development: Mitchell is hopeful the draft website will be ready for review by the committee and city staff by December meeting. Subcommittee Reports: Outreach & Education Subcommittee Chair Mitchell noted they are continuing to pursue the website development, semi-monthly environmental forums promoting sustainability/energy efficiency programs and informational materials on water conservation programs. Chair Stolley thanked Mitchell and Hardy for presenting at the Earth Charter Summit. Municipal Subcommittee Chair Hardy noted they did not meet in October. NEW BUSINESS Discussion on Preparation of Community Sustainability Plan- Plannin.~ Staff. Kinney presented to the board the framework of a comprehensive community sustainability plan. He noted that in preparing for the presentation planning staff spent time reviewing the work completed to date of the E & E Advisory Board and also met with Chair Stolley and Vice-Chair Hardy. Outline of plan is attached. Discussion then followed on the community sustainability plan. Barney moved that the Energy and Environment Advisory Board recommend to the Council that they support funding for paid internships to complete the greenhouse gas baseline inventory. Motion failed for lack of a second. Hardy motioned that the Energy and Environment Advisory Board encourage the planning department to move forward with the proposed systems approach plan and come back with a planning process at December meeting. Motion seconded by Davey. Motion carried unanimously. Role of Advisory Board- Ordinance Change It was motioned by Hardy, seconded by Davey that the Energy and Environment Advisory Board ask Mitchell and Scalpone to work on a draft proposal for the role of the advisory board and bring this back for discussion at the December meeting. Motion carried unanimously. Workshop with City Council It was the consensus of the group that this issue would be tabled and entitled "workshop/annual report" and be placed under Old Business on the December meeting agenda. Energy Star Discussion Barney recommended the city explore becoming an energy star partner with perhaps a formal recommendation to the council. It was agreed the municipal subcommittee would place this item on their December agenda. New Business for December 1, 2008 Meeting There were no New Business items identified for the December meeting. Chair Stolley then confirmed the next regular meeting date would be December 1, 2008. It was then motioned by Davey, seconded by Breest that the board adjourns at 5:58 p.m. Motion carried unanimously. Respectfully submitted, ~'avi.
