TRAFFIC REVIEW ADVISORY BOARD MINUTES
NOVEMBER 11, 2008
4:00 P.M.
PRESENT: Bryan Bain, James Kaprelian, Gene Kubasta, Dennis Rumlow and Don Seybold
ABSENT: Stan Kline and Timothy Schuster
STAFF: Christopher Strong, Transportation Director

CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Bain moved to accept the October 14, 2008 minutes. Mr. Kaprelian seconded the motion.
Motion carried (5-O).
1. A REQUEST FOR ONE-HOUR PARKING ON BOTH SIDES OF MORGAN AVENUE FROM VINLAND
STREET TO 133 FEET EAST OF VINLAND STREET BETWEEN 7:30 A.M. AND 3:30 P.M. ON SCHOOL
DAYS. (CURRENT CONDTION: NO RESTRICTIONS.)
Mr. Kaprelian questioned whether it was necessary to define "school day": would it include summer school
days, staff development days and teachers' in-service days?
Mr. Strong said this is something we really haven't defined and is open to interpretation. In relation to North
High School, the overflow problem is due to students, who do not want to pay for a school parking permit
and park on the street.
Mr. Bain moved to accept the request. Motion seconded by Mr. Seybold. Motion carried (5-O).
Mr. Kubasta requested Item #2 be heard last
3. A REQUEST FOR A LOADING ZONE ON THE WEST SIDE OF JOSSLYN STREET FROM COOLIDGE
AVENUE TO TYLER AVENUE BETWEEN 7 AM AND 4 PM ON SCHOOL DAYS. (CURRENT
CONDITION: NO PARKING.)
Ms. Sue Bruski, 909 N. Sawyer Street, spoke on items #3, #4, and #5. She was in favor of items #3 and #4
and opposed to item #5. She was concerned with the children's safety and felt the removal of parking on the
west side of Sawyer Street would increase speeding and open up a racetrack. She then read excerpts from
a newspaper article regarding school zones and a letter written by a Roosevelt School staff member
opposing item #5.
Ms. Michelle Jerabek, 915 N. Sawyer Street, was opposed to item #5. She felt the present situation is
working fine. If there is a problem with students not using the crosswalk, then the school needs to inform
the students to use the crosswalk. She believes the parked cars help slow down the traffic and removal of
parking would only cause more problems.
Ms. Jerabek read a letter from Floyd Crumb, the school crossing guard, who was opposed to item #5 for the
same reasons citied by Ms. Bruski and Ms. Jerabek. Mr. Crumb felt it was easier to control traffic with
parked cars on the west side of the street.

Mr. Strong said the major concern was to improve visibility at the crosswalk.
Mr. Jerry Garcia, Oshkosh Avenue, felt the problem starts on the northern end of Sawyer Street where two
lanes of traffic merge into one lane.
Mr. Jim Kaprelian felt parents should park on the back side of the school to safely drop off their children. He
felt the school has to make an effort to get the students off Sawyer Street.
Mr. Dennis Rumlow travels this street everyday and agreed with the citizens comments.
Mr. Bain moved to accept the request. Motion seconded by Mr. Kaprelian. Motion carried (4-1
Seybold).
4. A REQUEST FOR A LOADING ZONE ON THE EAST SIDE OF SAWYER STREET FROM COOLIDGE
AVENUE TO TYLER AVENUE BETWEEN 7 AM AND 8:30 AM AND BETWEEN 2 PM AND 3:30 PM ON
SCHOOL DAYS. (CURRENT CONDITION: LOADING ZONE, NO TIME RESTRICTIONS.)
Mr. Bain moved to accept the request. Motion seconded by Mr. Kaprelian. Motion carried (5-O).
5. A REQUEST FOR NO PARKING ON THE WEST SIDE OF SAWYER STREET, FROM 75 FEET NORTH
OF COOLIDGE AVENUE TO 127 FEET NORTH OF COOLIDGE AVENUE, BETWEEN 7 AM AND 8:30
AM AND BETWEEN 2 PM AND 3:30 PM ON SCHOOL DAYS. (CURRENT CONDITION: NO
RESTRICTIONS.)
Mr. Bain moved to accept the request. Motion seconded by Mr. Kaprelian. Motion lost (0-5).
2. A REQUEST FOR NO PARKING ON THE EAST SIDE OF FREDERICK STREET, FROM IRVING
AVENUE TO SCOTT AVENUE. (CURRENT CONDITION: NO PARKING, EAST SIDE, FROM IRVING
AVENUE TO 128 FEET NORTH OF LINCOLN AVENUE, AND NO PARKING ,EAST SIDE, FROM 253
FEET NORTH OF LINCOLN AVENUE TO SCOTT AVENUE.)
Mr. Bain moved to accept the request. Motion seconded by Mr. Kaprelian. Motion carried (5-O).
DISCUSSION ITEM:
6. LANE CONFIGURATIONS ON SMITH AVENUE AT THE INTERSECTION OF JACKSON STREET.
Ms. Beth Wyman, 1373 Waugoo Avenue, presented the Board with pictures showing the backup of
eastbound traffic between 7 AM - 7:30 AM. She said that left turning vehicles hold up the straight ahead
vehicles.
Mr. Kaprelian pointed out that Kwik Trip is moving to another location and suggested tabling this item until
after the move. Mr. Bain didn't think the relocation of Kwik Trip would cause less traffic on Smith Street
because the high school is on Smith Avenue.
Mr. Bain would like to bring this item back after more study is done on alternative #2. Mr. Strong informed
the Board the city paint crews can no longer paint the roads this year, so there is time to study this issue.

1. Removal of the no parking restriction on Shawano Avenue. (Mr. Bain)
There being no other business to come before the Traffic Review Advisory Board, and upon being
duly moved and seconded (Bain, Kaprelian), the meeting adjourned at 4:46 p.m.
