HomeMy WebLinkAboutMinutes DOWNTOWN OSHKOSH BID BOARD MINUTES October 21, 2008 PRESENT: Todd Cummings, David Hetzel, Megan Hoopman, Jeff Jahnke, Kurt Koeppler, Candace Pearson, David Sparr Jim Stapel, Melody Wollangk EXCUSED: Mike Russell STAFF: Susan Kepplinger Maureen Strauss OTHERS: City Manager Mark Rohloff, John Wearing, Leadership Oshkosh CALL TO ORDER Chair David Sparr called the meeting to order and a quorum was declared present. MINUTES OF THE JULY MEETING th Candace Pearson moved approval of the minutes of the September 16 meeting. Melody Wollangk seconded the motion which passed unanimously. POLICING/TRAFFIC/PARKING ISSUES No one from the Police Department was present to report. Maureen Strauss reported that at the request of the Marketing Consortium the OPD held a seminar on shoplifting. Some BID merchants are reporting an increase in shoplifting. MONTHLY FINANCIAL REPORT Candace Pearson moved approval of the financial report. Jim Stapel seconded the motion which passed unanimously. BID MANAGER REPORT Maureen Strauss reported that the Bach to Rock event went well with approximately 2,000 people attending. Candace Pearson inquired regarding the estimated cost of the event, which Maureen indicated was probably $20,000. There is no information on whether or not revenues covered expenses. Maureen and Megan Hoopman attended the UW Extension Downtown Conference. They both reported that very helpful information was presented. The cost was $99.00 per person. Dave Sparr moved approval of reimbursement of the cost of the conference and mileage. Jim Stapel seconded the motion which passed unanimously. Maureen indicated that she had been giving some thought to having an unpaid intern and asked for the opinion of the Board. Board members agreed that it would be a good idea. 1 DOWNTOWN OSHKOSH BID BOARD MINUTES October 21, 2008 MARKETING CONSORTIUM The Halloween event will be from 5-7:30 on Thursday, October 20 and will include trick or treating at BID businesses, games in Opera House Square and a costume contest. Water City Church will be showing the Great Pumpkin moving in the Square as well. The Holiday Parade is November 9. The Marketing Consortium has entered a float. The Tree Lighting will be November 14 and will include Santa, high school madrigal singers, Fine Country Gourmet selling hot chocolate in the Square and Water City Grill selling soup in the square. Businesses are being encouraged to have open houses from 4-6. th On November 15 and 29th, there will be a snowflake making workshop at the House of Heroes. ndth Snowflakes will be used to decorate empty storefronts. On November 22 and 29 and thth December 6 and 13 there will be gift wrapping and beverages in the lobby of 404 N. Main. PARKING SUBCOMMITTEE The Parking Subcommittee did not meet. BEAUTIFICATION SUBCOMMITTEE Megan Hoopman reported the Subcommittee had not met. 2010 STRATEGY SUBCOMMITTEE Jeff Jahnke reported that the committee had met and identified candidates for block captains during the project. These individuals will be invited to the next Subcommittee meeting. BUDGET SUBCOMMITTEE Candace Pearson reviewed the budget proposed by the Subcommittee. The Subcommittee did not want to see a significant increase in the assessment, and was able to keep the increase in the total assessment to under $700. However, in order to be able to put additional funds in the Future Projects fund to support the BID during the 2010 reconstruction project, event funding had to be cut with funds targeted to events that have been successful in the past. All advertizing expenses will be controlled by the Downtown Manager. Following discussion, Candace Pearson moved approval of the budget as proposed. Megan Hoopman seconded the motion which passed unanimously. 400 EAST PARKING LOT Todd Cummings reported that he, Rob Kleman and Maureen Strauss would be meeting with representatives of the Exclusive Company this afternoon regarding their participation in the project. There was also discussion regarding the participation of the owners of Harmony Wellness and Active Dancewear. 2 DOWNTOWN OSHKOSH BID BOARD MINUTES October 21, 2008 ITEMS FOR OCTOBER MEETING No items were suggested for the November agenda. ADJOURNMENT There being no further business, Jeff Jahnke moved the meeting be adjourned. Melody Wollangk seconded the motion, which passed unanimously.
