PRESENT: Jon Dellantonia, Don Krueger, Reinhard Roehlig, Terry Stover
STAFF: Susan K. Moore, Principal Planner; Patricia Wendorf, Recording Secretary
Chairman Stover called the meeting to order at 3:30 P.M. Roll call was taken and a
quorum declared present.
Motion by Krueger for approval of the November 4, 1992 minutes as distributed;
Seconded by Dellantonia. Motion carried 4-0.
Chairman Stover informed the applicants that 4 affirmative votes are required to
approve a variance; if 3 affirmative votes, the item will be laid over; less than 3
affirmative votes, the item is denied. He also explained the process for obtaining
building permits, if the variance is approved, or the appeal process, if the variance Is
denied.
I: 180-196 SULLIVAN STREET -Russel Frees, owner; Reinhard Roehlig, applicant
The applicant is requesting a variance to allow a 0 ft. side yard setback from an existing
parking/drive area; whereas Section 30-32(B)(5) Off Street Parking and Loading Facilities
of the City of Oshkosh Zoning Ordinance requires a 10 ft. minimum side yard setback.

John Beem, applicants
Andrew A. Schwartz and John Beem, applicants, are requesting a variance to place a sign
with a 15 ft. front yard setback; whereas Section 30-16(B) R-2 Two Family Residence
District of the City of Oshkosh Zoning Ordinance requires a 25 ft. minimum front yard
setback for signage.
Mr. Schwartz gave a brief history of the property in question and reiterated his variance
request. He stated the present sign is a glass locked box type with changeable lettering.
The sign is currently placed on a large stone. It is the Church's intention to use the same
sign with the only difference being the sign would be placed on a post rather than on the
stone. He noted that one of the conditions of approval in the staff report stated that if the
sign is lighted, that it be lit internally. He stated that the sign is not capable of being lit
and they were not anticipating having it lit in the future.
Chairman Stover inquired where the sign would be located relative to the two trees in the
immediate vicinity.
Mr. Schwartz stated the sign would be between the two trees and just a little farther back
from the trees.
Chairman Stover inquired if there was any possible way for the sign to become internally
lit.

Mr. Schwartz stated that due to economic circumstances, the Church was unable to
purchase anew sign capable of being internally lit. Therefore, they would be utilizing the
present sign which was unable to be lit. He further stated that if, in the future, the Church
was able to purchase a new sign, it would be an internally lit one.
Mr. Dellantonia inquired as to the dimensions of the proposed. sign.
Mr. Schwartz the sign would be 5 ft. in height, 3 ft. square, and would be visible on both
sides.
Mr. Krueger inquired if any plans had been proposed for shrubbery around the proposed
sign.
Mr. Schwartz stated. they anticipated low growing vegetation and flowers and indicated that
the area is already landscaped.
Ms. Moore stated staff received a letter from John and Gertrude Rehwinkel, 257 W. 9th
Avenue, stating they felt the sign placement would enhance the beauty of the Church
property as well as giving important information about the Church to all who pass by and
stated they had no objections to the variance request.
Motion by Dellantonia to approve the variance as regnested with the
following conditions:
1) If the sign is to be lighted, that it be lit internally.
2) The sign shall meet all remaining applicable zoning code requirements.
Seconded by Roehlig. Motion carried 4-0.
As to the Findings of Fact, Mr. Dellantonia stated this is the smallest variance necessary
to satisfy the zoning requirements and is the only viable place to put a sign to let people
know about Church activities and would not appear to have a negative impact on the
neighborhood.
III: 1619 ARIZONA STREET -Walter Punko, owner/applicant
The owner/applicant is requesting a variance to create two 45± ft. wide lots with
approximately 5,890 sq. ft. of area per lot; whereas Section 30-16(B) R-2 Two Family
Residence District of the City of Oshkosh Zoning Ordinance requires a 60 ft. minimum
width and 7,200 minimum sq, ft. of area for new lot creations.
Mr. Punko gave a brief history of the property in question and reiterated his variance
request. He further stated that it was not his intention to create two new lots, but to
straighten out the rear lot lines which would provide for two equal larger lots.
Chairman Stover inquired if Mr. Punko owned both of the lots in question.
Mr. Punko stated he owns the property at 1619 Arizona and Mrs. George Wegener owns the
property at 1618 Minnesota, but noted that he had the approval of Mrs. Wegener for the
variance request. Mr. Punko stated he has owned his property since approximately 1984
and that Mr. & Mrs. Wegener have owned their property for a substantial period of time.
