TRAFFIC REVIEW ADVISORY BOARD MINUTES
MAY 13, 2008

CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Streeter moved to accept the April 8, 2008 minutes. Mr. Hartman seconded the motion.
Motion carried (4-O).
Items #1 through #4 were discussed and voted on as one.

2. A TRANSPORTATION DEPARTMENT REQUEST FOR NO PARKING ON THE EAST SIDE OF OHIO
STREET FROM W. 7T" AVENUE TO W. 8T" AVENUE. [CURRENT CONDITION: NO PARKING
BETWEEN 5:00 A.M. TO 8:00 A.M., MONDAY THROUGH FRIDAY].

4. A TRANSPORTATION DEPARTMENT RE(~UEST FOR NO PARKING ON THE WEST SIDE OF OHIO
STREET FROM 50 FEET SOUTH OF 10 AVENUE TO 200 FEET NORTH OF W. SOUTH PARK
AVENUE. [CURRENT CONDITION: NO RESTRICTIONS].
Mr. Carl Sosnoski, 2475 Knapp Street, is owner of Players Pizza and Pub. He was concerned about
removal of parking from W. 4t Avenue to W. 5th Avenue. This area involves approximately ten to eleven
parking spaces. He said they need the on-street parking in addition to what they have in their parking lot.
He said many of the businesses along Ohio Street could use more parking. In the eleven years he has
owned the business he has noticed Ohio Street becoming a speedway with the parking removed. His
business needs on-street parking especially in the evenings and weekends. He said a couple of years ago,
he attended a State DOT meeting about the Wisconsin Street bridge project where they projected a much
higher traffic count for 2008 than we actually have.
Mr. Kaprelian asked Mr. Strong if the speed limit would change once the bridge was completed. Mr. Strong
replied that there were no plans to change the speed limit at this time.
Mr. Hartman was appreciative of the problems Players were experiencing. However, he questioned the
idea of one area of Ohio Street having three lanes of traffic and than the other portions having four lanes.
This was an area of concern involving safety for him.
Mr. Streeter felt this situation was similar to the one on W. 9th Avenue, when the upgrade was done
involving the egress and ingress to downtown. He pointed out that parking is allowed on W. 9 Avenue in
the evenings and on Sundays and holidays. He was comfortable with having four lanes of traffic during the
day on Ohio Street and allowing parking in the evenings.

Mr. Hartman said they could try it for a time and always bring it back to the Board if problems arose.
Mr. Streeter felt the parking should be allowed along the whole corridor of Ohio Street.,
Mr. Schuster was in favor of this suggestion. He saw no problem doing this on Ohio Street.
Mr. Hartman moved to amend the requests by adding "between 5 a.m. - 6 p.m. Monday through
Saturday except New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and
Christmas Day'; Mr. Streeter seconded the motion. Motion carried (4-O).
Mr. Hartman moved to accept the amended requests, Mr. Streeter seconded the motion. Motion
carried (4-O).
5. A BUSINESS OWNER REQUEST FOR 2-HR. PARKING ON THE NORTH SIDE OF W. 17T" AVENUE
FROM 20 FEET EAST OF OREGON STREET TO 110 FEET EAST QF OREGON STREET, AND ON THE
EAST ~IDE OF OREGON STREET FROM 35 FEET NORTH OF 17T AVENUE TO 104 FEET NORTH OF
W. 17T AVENUE. [CURRENT CONDITION: 15-MINUTE PARKING FROM 8 A.M. TO 10 P.M.].
Mr. Jerry Martin, 166 W. 17th Avenue, said there was currently 15-minute parking in front of his house, and
there is no enforcement of the restriction. He wants to see enforcement with the parking restrictions.
Mr. Streeter said Mr. Martin may see more enforcement with a 2-hour restriction than the 15-minute
restriction.
Ms. Linda Martin, 166 W. 17th Avenue, felt the bar patrons would take advantage of the 2-hour parking.
Mr. Strong noted the salon owner needs day and evening parking for her clients.
Mr. Streeter suggested the Police Department be contacted regarding community policing and enforcement.
Mr. Streeter moved to accept the request, Mr. Kaprelian seconded the motion. Motion carried (4-
O).
6. A TRANSPORTATION DEPARTMENT REQUEST FOR UNRESTRICTED PARKING ON THE EAST SIDE
OF NEBRASKA STREET FROM 65 FEET NORTH TO 85 FEET NORTH OF W. 9TH AVENUE.
[CURRENT CONDITION: LOADING ZONE].
Mr. Streeter moved to accept the request, Mr. Kaprelian seconded the motion. Motion carried
(4-O).
7. A CITIZEN REQUEST FOR NO PARKING ON THE NORTH SIDE OF MONTCLAIR PLACE, FROM
OAKWOOD ROAD TO 74 FEET WEST. [CURRENT CONDITION: NO RESTRICTIONS].
Mr. Streeter said the street seems narrower than it should be in a new development.
Mr. Kaprelian moved to accept the request, Mr. Streeter seconded the motion. Motion carried
(4-O).
Item #8 was withdrawn by the requestor.

There being no other business to come before the Traffic Review Advisory Board, and upon being duly
moved and seconded (Streeter/Hartman), the meeting adjourned at 4:35 p.m.
