TRAFFIC REVIEW ADVISORY BOARD MINUTES
APRIL 8, 2008
PRESENT: Bryan Bain, James Kaprelian, Stan Kline, Gene Kubasta, Timothy Schuster and Cecil

CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Kline moved to accept the January 8, 2008 minutes. Mr. Bain seconded the motion. Motion
carried (6-O).
1. A BUSINESS OWNER REQUEST FOR UNRESTRICTED PARKING ON BOTH SIDES OF 8T" AVENUE
FROM OREGON S~~EET TO MINNESOTA STREET EXCEPT FOR THE LOADING ZONE ON THE
SOUTH SIDE OF 8 AVENUE FROM 210 FEET WEST OF 320 FEET WEST OF OREGON STREET.
[CURRENT CONDITION: 2-HOUR PARKING].
Mr. Bain referred to the email received from Carrie Priest, 246 W. 8th Avenue. He suggested possibly
limiting the unrestricted parking to the south side of the street.
Mr. Kaprelian felt the north side of the street may be a better choice because of church traffic.
Mr. Kline was confused by the a-mail. He felt unrestricted parking on both sides of the street would benefit
this neighborhood.
Mr. Kaprelian agreed with Mr. Kline. He realized there may be big events held at the Church, where on-
street parking could be utilized to the maximum, but this may happen only five or six times a year.
Mr. Kline moved to accept the request, Mr. Kaprelian seconded the motion. Motion carried (6-O).
2. A CITIZEN REQUEST FOR NO PARKING ON THE WEST SIDE OF WESTFIELD STREET FROM 135
FEET SOUTH OF SOUTHLAND AVENUE TO 130 FEET NORTH OF SOUTHLAND AVENUE [CURRENT
CONDITION: NO RESTRICTIONS].
Mr. Brian Fowler, 305 N. Westfield Street, would like to see the restriction during school hours only. He
noted the restrictions on Southland Avenue were from 7:30 a.m. to 4:30 p.m. on school days. The only time
there are problems is when students park their vehicles in front of his home on school days,
Mr. Tom Lloyd, 1732 Southland Avenue, noted there is no parking on the east side and when vehicles are
parked on the west side, it is difficult to see oncoming traffic at the intersection. He would not be opposed to
a time restriction.
Mr. Kaprelian questioned Capt. Thaldorf if there would be a problem enforcing a time restriction. She
replied no.
Mr. Kline moved to amend the request by adding "between the hours of 7:30 a.m. and 4:30 p.m. on
school days '; Mr. Bain seconded the motion. Motion carried (6-O).
Mr. Kline moved to accept the amended request, Mr. Bain seconded the motion. Motion carried
(6-O).

3. A CITIZEN REQUEST FOR NO PARKING ON THE SOUTH SIDE OF 11T" AVENUE FROM SOUTH MAIN
STREET TO 230 FEET WEST OF SOUTH MAIN STREET. [CURRENT CONDITION: NO
RESTRICTIONS].
Mr. Gary Davies, 1231 Glane Ct., said he has owned the business on this corner for the past 15 years. He
has never had a problem except this past year because of the tremendous amount of snowfall. In the past,
he has lost on-street parking on S. Main Street, angle parking on W. 11th Avenue and now you want to take
away seven more parking spaces on W. 11th Avenue. He noted he is trying to get parking across the street
but it takes time. It is tough to do business with a limited parking lot and he needs the on-street parking for
his customers, who are there approximately 1 - 1 'h hours at a time.
Mr. Schuster said he was in this area Saturday night and saw no problems.
Mr. Kaprelian was in the area Friday night and observed two vehicles and then again Saturday, late
afternoon, and observed one vehicle. He saw no problems.
Mr. Kline moved to accept the request, Mr. Bain seconded the motion. Motion lost (0-5, Kaprelian
present).
4. A POLICE DEPARTMENT REQUEST FOR NO PARKING ON THE SOUTH SIDE OF CAMPUS PLACE
FROM 120 FEET EAST OF WISCONSIN STREET TO 330 FEET EAST OF WISCONSIN STREET.
[CURRENT CONDITION: NO RESTRICTIONS].
Capt. Thaldorf, Oshkosh Police Department, said this has been a problem area for some time. With parked
vehicles, the vehicles create a barrier for the officers and the crowds can't disperse. The removal of parking
would make it safer for the officers and the citizens.
Mr. Kline asked if it was necessary to remove the parking in front of both properties.
Capt. Thaldorf said they were mainly concerned about the parking spaces directly in front of Molly's Bar.
Mr. Kline moved to amend the request by changing it to read "from Wisconsin Street to 260 feet
east of Wisconsin Street'; Mr. Schuster seconded the motion. Motion carried (6-O).
Mr. Kline moved to accept the amended request, Mr. Kaprelian seconded the motion. Motion
carried (6-O).
5. A CITIZEN REQUEST FOR NO PARKING ON THE EAST SIDE OF MONROE STREET FROM IRVING
AVENUE TO MELVIN AVENUE. [CURRENT CONDITION: NO RESTRICTIONS].
Mr. Jerry Meisner, 735 Monroe Street, has lived there for 20 years and never had a problem. This past
winter was bad but it affected all streets. He was in opposition to the request.
Mr. Strong noted that he had received a telephone call from a resident, in favor of this request.
Mr. Schuster, who lives at 915 Monroe Street, canvassed the neighborhood and two residents were in favor
the request and fifteen residents were opposed. He noted the street is in need of repair and motorists are
almost forced to drive 15 mph on the street. This past winter did create major parking issues and he
believes this problem may be only seasonal.
Mr. Kline moved to accept the request, Mr. Kaprelian seconded the motion. Motion lost (0-5,
Schuster present).

RESTRICTIONS].
PARKING ON THE NORTH SIDE OF 6T" AVENUE FROM 50 FEET
124 FEET WEST OF OHIO STREET. [CURRENT CONDITION: NO
Ms. Tanya Robinson of Real Marketing, 601 W. 6th Avenue, noted their parking lot is small (4 stalls) and
they are in the process of looking into acquiring the property adjacent to them to expand their parking lot.
Mr. Skip Showers, Real Marketing, felt the problem would just be moved further down the street. He is
asking the neighbors to be patient with them while they try to find a solution. He noted with the large
amount of snowfall this past winter, his parking lot was cut down to two stalls.
Mr. Richard Kaufmann, 610 W. 6th Avenue, was in favor of this request. He noted there are seven realtors
working out of Real Marketing and they have two trucks and trailer, which are parked on 6th Avenue. His
driveway is located 100' from the corner, and he has difficulty backing his boat into his driveway with
vehicles parked on 6th Avenue.
Mr. Kline noted the removal of parking was being proposed to accommodate the three lane section of this
roadway, which is a safety issue.
Mr. Kline moved to accept the request, Mr. Streeter seconded the motion. Motion carried (6-O).
