PROPERTY LOCATION AND BACKGROUND INFORMATION:
The subject property is a 6,500 square foot lot containing a vacant 1,300 square foot two-story home
and a one and one half-stall garage. The home has four bedrooms and one and one half baths. The
property was foreclosed upon by the Secretary of Housing and Urban Development (HUD) on July 24,
2007 with $82,400 owed on the home and property. The current Assessed Value of the property is
$101,700.
In September, the City became aware that the Secretary of Housing and Urban Development (HUD)
had made this property available for purchase by the City for $1 through the HUD Dollar Home
Initiative, a program available only to local governments. The program does not permit HUD to sell
the property directly to anon-profit. Under the program, HUD makes a foreclosed property available
to a local government after the property has been on the market for six months.
City staff has inspected the property and concluded that the home is in need of significant
rehabilitation, but that the cost of said rehabilitation and disposition thereafter is feasible and good for
the neighborhood.
ANALYSIS
Staff is proposing to have the house rehabilitated and sold to anowner-occupant. Upon identification
and partnership with anon-profit to work on this project, the subject property is anticipated to have a
spring 2009 construction start.
In terms of the property itself, the poor market response to this home sale in the past year and a half is
an indication, in part, of the fact that it is not likely to be purchased without intervention. The overall
condition of the property is a further disincentive to private purchase. Having the property repaired
and occupied will have a positive impact on the surrounding property.
As stated above, the current assessed value of the property is $101,700. Current values of single-
family homes on this block range from $90,000 to $160,000. With rehabilitation, this home will be
livable and consistent in design, size and value of other homes within the area.
RECOMMENDATION/CONDITIONS
Staff recommends the City purchase this property from the Secretary of Housing and Urban
Development for $1 and the transfer of the property to a yet to be determined non-profit with the
condition that the existing single family home be rehabilitated in 2009 and sold to an owner-occupant.
The rehabilitation work shall be designed to be compatible in appearance with existing homes in the
area subject to approval by the Community Development Department.
