TRAFFIC REVIEW ADVISORY BOARD MINUTES
OCTOBER 14, 2008
4:00 P.M.
PRESENT: Bryan Bain, James Kaprelian, Stan Kline, Gene Kubasta, Dennis Rumlow, Timothy

CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Kline moved to accept the September 9, 2008 minutes. Mr. Schuster seconded the motion.
Motion carried (7-O).
1. A REQUEST TO REMOVE THE PARKING RESTRICTION ON THE NORTH SIDE OF BISMARCK
STREET FROM 148 WEST OF EAGLE STREET TO 288 FEET WEST OF EAGLE STREET. (CURRENT
CONDITION: NO PARKING, STOPPING, STANDING, WAITING -BUS LOADING ZONE, BETWEEN
3:30 P.M. AND 4:00 P.M. ON SCHOOL DAYS.)
Mr. Strong had distributed copies of an a-mail from Duwayne Unbehaun, Dean of Students -Perry Tipler
Middle School, with an explanation for this request.
Mr. Kaprelian moved to accept the request. Motion seconded by Mr. Kline. Motion carried (7-O).
2. A REQUEST FOR NO PARKING, STOPPING, STANDING, WAITING ON THE SOUTH SIDE OF 5T"
AVENUE FROM 136 FEET EAST OF EAGLE STREET TO 446 FEET EAST OF EAGLE STREET,
BETWEEN 7:00 A.M. AND 4:00 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: NO PARKING.)
Mr. Bain questioned if this would ease up on the present parking restriction. Mr. Strong replied that the
change would make it more stringent by not allowing idling vehicles in this area.
Mr. Strong had distributed a copy of a letter from Zilla Foote, 1421 W. 5th Avenue, in opposition to this
request.
Mr. Bain moved to accept the request. Motion seconded by Mr. Kline. Motion carried (7-O).
3. A REQUEST FOR NO PARKING, STOPPING, STANDING, WAITING ON THE NORTH SIDE OF 5T"
AVENUE FROM MEADOW STREET TO 77 FEET EAST OF MEADOW STREET, BETWEEN 7:00 A.M.
AND 4:00 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: NO RESTRICTIONS.)
Mr. Kline moved to accept the request. Motion seconded by Mr. Seybold. Motion carried (7-O).
4. A REQUEST TO REMOVE THE NO PARKING RESTRICTION ON CENTRAL STREET BETWEEN
IRVING AVENUE AND SCOTT AVENUE. (CURRENT CONDITION: NO PARKING, EAST SIDE, DURING
THE MONTHS OF DECEMBER, JANUARY AND FEBRUARY.)
Mr. Strong noted that he had received two telephone calls from residents in opposition to this change.

Ms. Donna Larson, 822 Central Street, was opposed to this request. She noted that this past weekend
parking was allowed on both sides of the street, and motorists could barely get through where two cars were
parked directed across from each other. She felt, with snow accumulation during the winter months, there
would not be enough room to park on both sides.
Mr. Tony Terrell, 844 Central Street, was opposed to this change. He presented the Board with a petition
(12 signatures) in opposition to the request. He felt the street is not wide enough for a motorist to pass
when two vehicles are parked across from each other. He noted there are many rental properties in the
neighborhood and many of the residents park on the street.
Mr. Kaprelian asked if the present parking restriction had been working for the residents. Mr. Terrell replied,
"Yes".
Mr. Kline felt if the residents are happy with the current parking restriction, the Board should listen to them.
Mr. Kline moved to accept the request. Motion seconded by Mr. Bain. Motion lost (1 Seybold -6).
5. A REQUEST TO REMOVE THE NO PARKING RESTRICTION ON FREDERICK STREET BETWEEN
IRVING AVENUE AND SCOTT AVENUE. (CURRENT CONDITION: NO PARKING, EAST SIDE, IRVING
AVENUE TO 126 FEET NORTH OF LINCOLN AVENUE; AND NO PARKING, EAST SIDE, 253 FEET
NORTH OF LINCOLN AVENUE TO SCOTT AVENUE.)
Mr. Karl Nollenberger, 734 Frederick Street, was opposed to this request. He felt the street is too narrow
and this would cause more congestion and become a safety concern.
Ms. Julie Feldner, 811 Frederick Street, was opposed to this request because of safety concerns. She
noted there are many rental properties in this area with many irresponsible tenants. Many of the rental
properties are party houses, which cause horrendous parking situations. She felt if parking restrictions were
changed, the city would have a real mess.
Ms. Feldner noted that current no parking restrictions were initiated when the property at 814 Frederick
Avenue, owned by Mokler Properties, LLC, had terrace parking. However, the terrace parking has been
removed and she would like to see no parking on the east side of the street from Irving Avenue to Scott
Avenue.
Mr. Kline moved to accept the request. Motion seconded by Mr. Bain. Motion lost (0-7).
6. A REQUEST FOR NO PARKING ON THE WEST SIDE OF BADMAN STREET FROM TAFT AVENUE TO
47 FEET NORTH OF TAFT AVENUE. (CURRENT CONDITION: NO RESTRICTIONS.)
Ms. Evon VanOrnum, 943 Taft Avenue, was in support of this request. She said when games are held at
the sports complex, vehicles park right up to the corner in front of the stop sign, creating a dangerous
situation.
Mr. Kubasta questioned how this situation differs from Josslyn Street. Ms. VanOrnum replied that parking is
restricted on Josslyn Street during sport events.
Mr. Kaprelian noted there is an event at the Sports Complex almost every Friday night. He has observed
vehicles parking right up to the stop sign.
Mr. Bain questioned if there were other locations in the neighborhood with similar situations. Mr. Strong
replied he was not aware of any.
Mr. Kline moved to accept the request. Motion seconded by Mr. Kaprelian. Motion carried (7-O).

7. A REQUEST FOR NO PARKING DURING THE HOURS OF 7:30 A.M. TO 3:30 P.M. ON SCHOOL DAYS
ON THE SOUTH SIDE OF SMITH AVENUE FROM VINLAND STREET TO WALNUT STREET.
(CURRENT CONDITION: NO RESTRICTIONS.)
Mr. Tom Pech, 1275 W. Smith Avenue, was in favor of this request. He explained that when vehicles are
parked in front of his home, he has difficulty backing out of his driveway because of parked vehicles
overhanging his driveway approach, the vehicles coming around the corner off Vinland Street in the morning
and the glare from the sun rising in the east.
He noted if the request was approved, it would make the parking restriction on Smith Avenue consistent
from Vinland Road to Ontario Street.
Mr. Kline concurred with Mr. Pech.
Mr. Kubasta noted there is plenty of parking available in the school's parking lot.
Mr. Kline moved to accept the request. Motion seconded by Mr. Kaprelian. Motion carried (7-O).
8. A REQUEST FOR NO PARKING ON THE WEST SIDE OF LOGAN DRIVE FROM 1,018 FEET NORTH
TO 1,065 FEET NORTH OF ITS SOUTHERN INTERSECTION WITH JACKSON STREET. (CURRENT
CONDITION: NO RESTRICTIONS.)
Mr. Kline felt this request made sense.
Mr. Kline moved to accept the request. Motion seconded by Mr. Kaprelian. Motion carried (7-O).
9. A REQUEST FOR NO PARKING ON THE EAST SIDE OF LOGAN DRIVE FROM 1,005 FEET NORTH TO
1,055 FEET NORTH OF ITS SOUTHERN INTERSECTION WITH JACKSON STREET. (CURRENT
CONDITION: NO RESTRICTIONS.)
Mr. Kaprelian moved to accept the request. Motion seconded by Mr. Kline. Motion carried (7-O).
STAFF ITEMS

AGENDA ITEM FOR THE NEXT MEETING
1. No parking on the east side of the Frederick Street from Irving Avenue to Scott Avenue.
There being no other business to come before the Traffic Review Advisory Board, and upon being
duly moved and seconded (Kline, Schuster), the meeting adjourned at 4:35 p.m.
