HomeMy WebLinkAboutRaze Request - 10/10/2008Raze Request Name: David P Mierswa 5200 Golf Rd Skokie, IL 60077 Address of violation: 530 Bowen St Problem/Violation: Failing foundation/floor system, inoperable heating facility, and numerous Minimum Housing and Property Maintenance Code violations. Brief history review: After receiving a tenant complaint, on August 27, 2008 I made an inspection of the dwelling unit located at 530 Bowen St. The conditions noted at inspection have led to the dwelling unit being posted "Unfit for Human Habitation". Enclosed are copies of photos taken at the inspection as well as a copy of the Correction Notice that has been issued. City Ordinance and State Statutes state that if a building is old, dilapidated or out of repair and consequently dangerous, unsafe, unsanitary or otherwise unfit for human habitation and unreasonable to repair, order the owner of the building to raze the building or, if the building can be made safe by reasonable repairs, order the owner to either make the building safe and sanitary or to raze the building, at the owner's option. Unsafe Conditions 1. North foundation wall is failing and bowing out causing the interior wall to pull away from the house. 2. Rotting and damaged joists and beams. 3. Improper shoring and modifications in the basement. 4. Support piers are in poor condition. Bases have eroded due to the June flooding. 5. Inoperable/missing smoke detectors. 6. Furnace does not work. It was submerged during the flooding. 7. Electrical -Open sockets, missing cover plates, flexible cords used as permanent wiring, ceiling fan is barely mounted to the ceiling. Out of Repair: 1. Floors, ceilings and walls are damaged and/or unfinished. 2. Water closet runs constantly. 3. Windows with broken panes of glass, and missing screens. 4. Foundation walls are in poor condition. 5. Roof is in poor condition. 6. Shed in back yard is dilapidated. A Correction Notice was issued on 9/03/08 noting 14 violations of the City of Oshkosh's Property Maintenance and Minimum Housing Codes. The unit is currently vacant. I have been in contact with the owner, David P Mierswa who stated that if the damages appeared to be too costly for him that he intended to let the bank foreclose on the property. Code MUN 16-34A(1) Compliance No Compliance Date 09/10/2008 IMMEDIATELY =very dwelling unit shall have heating facilities which are capable of safely and adequately heating all habitable rooms and bathrooms to a emperature of at least 67 degrees F. All heating shall be in operation to maintain this minimum during all occupied periods. The furnace may lave been damaged during the flooding in June and is currently inoperable. It shall be repaired or replaced by an HVAC professional. Code MUN 17-36A Compliance No Compliance Date 09/10/2008 IMMEDIATELY \II building foundations shall be maintained. A section on the North East is bowing out which is causing the wall to bow out and is creating an unsafe condition. Piers are tipping and in poor condition with missing mortar and stone. Shoring has been improperly installed. In many areas of the foundation mortar is missing. The floor joists and beams have been significantly damaged and are not structurally sound.
