BILLS
Approval of bills presented by the Director of Finance.
FALL FAMILY HARVEST PARTY
Approval to close Melvin Avenue, from Bowen Street to Bong Court, on Friday, October 31,
2008, from 4:00 p.m. to 7:30 p.m., for the annual Faith Christian Center Fall Family Harvest
Party, in accordance with the attached letter of request.
RACE FOR THE LIGHT
Approval to utilize portions of Broad Street, Irving Avenue, Hazel Street, Siewert Trail, Pratt
Trail, Merritt Avenue, Lakeshore Drive, Washington Avenue, and Menominee Park and
facilities on Saturday, December 6, 2008, from 5:00 p.m. to 6:00 p.m., for the Christine Ann
Domestic Abuse Services' Annual Race for the Light event, in accordance with the attached
letter of request.
POLAR PLUNGE
Approval to utilize Millers Bay, Menominee Park and facilities from Wednesday, February 18
through Saturday, February 21, 2009, from 10:00 a.m. to 4:00 p.m., for the Special Olympics
9 th Annual Polar Plunge, in accordance with the attached letter of request.
REMOVAL OF SIDEWALK
Approval to remove a short length of sidewalk in the city's right -of -way in front of the house on
1366 Otter Avenue, in accordance with the attached letter of request.
HOLIDAY PARADE
Approval to utilize Main Street, from Parkway Avenue to 6 th Avenue; 6 th Avenue, from Main
Street to Oregon Street; and Oregon Street, from 6 th Avenue to South Park Avenue, on
Saturday, November 8, 2008, from 10:00 a.m. to 12:00 noon, for the Chamber's 26 Annual
Oshkosh Holiday Parade, in accordance with the attached letter of request.
TURKEY TROT
Approval to utilize portions of Witzel Avenue, North Westhaven Drive, Westhaven Circle,
West 20 Avenue, North Oakwood Road, South Oakwood Road, Havenwood Drive and Witzel
Avenue, on Thursday, November 27, 2008, from 8:00 a.m. to 10:30 a.m., for the Festival
Foods' 1 st Annual Turkey Trot 5 Mile and 2 Mile Race, in accordance with the attached letter of
request.
CELEBRATION OF LIGHTS
Approval to utilize Menominee Park and facilities from November 26, 2008 through January 1,
2009, for the COL Steering Committee's Celebration of Lights event, in accordance with the
attached letter of request.

This is a request for a block party permit for Friday, Oct. 31 from 4 p.m. to
7:30 p.m. We are having a Fall Family Harvest Parry with inflatable games, horse rides,
movie, food, etc. This will be our 5th year of hosting this event at our church.
It will be sponsored by the Faith Christian Center; the event is free and open to the entire
community.
We are asking to have the section of street blocked off from the corner of Melvin &
Bowen, west to Bong Court.

On Saturday, 6 December 2008, Christine Ann Domestic Abuse Services, Inca (CADASI) will hold its sixth
annual Race for the Light fun run /walk to raise money to support its mission. This family - oriented event's
highlight is the Oshkosh Celebration of Lights in Menominee Park, a portion of the course winds through
the lights in the park giving the participants a different view of this wonderful exhibit.
CADASI is requesting the permission of the City of Oshkosh to use portions of Broad Street, Irving
Avenue, Hazel Street, Siewert Trail, Pratt Trail, Merritt Avenue, Lakeshore Drive and Washington Avenue
from 5:00 pm to 6:00 pm on 6 December 2008.
The course begins at the Boys and Girls Club Teen Center on Broad and heads north to Irving, turns east
on. Irving to Hazel, then north on Hazel to Siewert Trail. At Siewert Trail the course turns into the boat
launch parking lot and enters Pratt Trail and proceeds through the Celebration of Lights. The course exits
Menominee Park at the intersection of Merritt and Linde turning east on Merritt to Lakeshore Drive and
then west on Washington to Broad turning north on Broad and finishing in front of the Boys and Girls
Club. A map of the course is enclosed.
Last year due to an early Wisconsin snowstorm the race was cancelled, but the party went on. In fact
over one hundred event supporters braved the elements and made it to The Boys and Girls Club and
raised almost $13,000 for Christine Ann. For 2008 we are targeting three hundred and fifty (350) to four
hundred participants.
CADASI thanks the City of Oshkosh for its consideration of this request and looks forward to the city's

Dear Oshkosh City Council:
Special Olympics Wisconsin — Fox Valley Area would like to request the use of
Menominee Park — Millers Bay area for our annual Polar Plunge event to be held on
Saturday, February 21 The Polar Plunge is in its 91h year and is an event in which
individuals raise pledges in exchange for jumping into the icy waters of Lake Winnebago.
All proceeds from the Polar Plunge benefit Special Olympics Wisconsin - Fox Valley
Area. Last year over 1100 individuals from Oshkosh and the surrounding communities
took the "plunge" and raised over $200,000.00 for Special Olympics.
Set -up for the event would begin on Wednesday, February 18 with 4 -5 tents to be set up
of various sizes. On Friday, February 20 the event would be open from 10:00 AM -5:30
PM for pre- registration. The City of Oshkosh Police Department provides overnight on-
site security for event on the night of February 19 & 20 On Saturday, February 21
event registration begins at 10:00 AM, with the Polar Plunge taking place between 12:00
PM — 3:00 PM. The event concludes at approximately 3:00 PM.
Special Olympics would be requesting a Class B beer license from the City of Oshkosh
as well as a permit for food sales. In addition to the "plunging ", the event features live
entertainment by RPM from 11:30 AM -2:30 PM as well as a family entertainment area
with inflatable bounce houses and carnival games for children. There is no admission to
the event for spectators.
The event planning committee is made up of Special Olympics staff as well as law
enforcement officers from Oshkosh and the Fox Valley Area who volunteer to help plan
and execute the event. Any questions regarding the event can be directed to Nicci

After speaking with Mike in Public works to get some guidance, I am writing to request approval for a
modification to the sidewalk in front of my house. The sidewalk is on the city right -of -way. My wife and I
are preparing to remove a walkway leading from the sidewalk to our front door. When we do this, there
will be a short length of sidewalk remaining which will no longer be needed to provide access to our house
and we would like to remove it along with our walkway.
We believe the aesthetics of the area will be improved by doing so for several reasons. Our primary intent
is to reduce the amount of cement on our property and replace it with landscaping. There is a lot of
concrete at the end of the street with a turn - around, several driveway aprons, a ramp to the lake, and
sidewalks.
At the end of the road there is a nice grassy area. By removing the short length of sidewalk this area will
look better and have less impervious surface helping reduce storm water runoff. There is plenty of access
to the public space at the end of the street due to the large turnaround and ramp to the water. The city will
have less concrete to maintain as well
There are six images below that should give you a good idea of what we would like to do. Please review
these and call me with any concerns or requests. I will call next week to follow up and find out what needs

Oregon, and Oregon south to South Park Ave for the 26th Annual Oshkosh Holiday Parade. The Parade will be held
on Saturday, November Sth, 2008 beginning at 10:00 AM. We anticipate that the parade will last for approximately
an hour and a half.

I am writing in regards to the Turkey Trot 5 mile and 2 mile race. This event is in its 1 st year
and is put on by Festival Foods, YMCA, Boys and Girls Club. The race will be held on
November 27 2008 at 8:30am.
The course will be run starting at N Westhaven Dr. on the side of Festival Foods. It will proceed
down Westhaven Dr. to Westhaven circle and then continue on Westhaven to 20 Ave. From
2e Ave we will connect to S. Oakwood Rd and turn right. The race will continue on S.
Oakwood Rd. until it intersects with Havenwood Dr., at which point it will turn right and travel
back to WEsthaven Dr. and turn left and end at the side of Festival foods.
The Two mile course will start at N Westhaven Dr. on the side of Festival Foods. It will
continue down Westhaven Dr. until County Rd E and Witzel Ave. and turn right. The course
will then turn right again on Oakwood Dr. and continue until turning right on Havenwood Dr.
The last turn will be onto Westhaven Dr. turning left and finishing in the same spot the 5 mile
course finished.
We look forward to receiving your approval on the course on November 27 from 8:OOa.m. until
10:30 a.m.

Please accept this letter as a request for permission to use Menominee Park for the 2008 -2009 Celebration
of Lights. The event will be scheduled during the evenings from November 26, 2008 through January 1,
2009. The Celebration of Lights is a 501 ( c ) 3 organization which has been managing this holiday
lighting spectacular for the past six years
The event has received support and permission to use the park from the City Council. The Steering
Committee would be pleased to make a presentation to the Council about the benefits of supporting the
event. Those benefits include collecting over 8 tons of food per year for the Oshkosh Food Pantries and
making improvements to the Park.
Planning and fundraising are well underway this year with significant corporate sponsorship support, and
we anticipate a strong year for the 2008 — 2009 edition of Celebration of Lights.
We are looking forward to presenting this holiday tradition and believe that it will be a wonderful
experience for all citizens of the community and outside visitors. We sincerely hope that the City of
Oshkosh will continue to support this endeavor and look forward to working with you on making Oshkosh
a holiday destination.
