CITY OF OSHKOSH LANDMARKS COMMISSION

CALL TO ORDER
Chair Todd Clark called the meeting to order and a quorum was declared present.
APPROVAL OF MINUTES
Paul Arnold moved approval of the minutes of the August 13meeting. Burk Tower seconded the motion,
which passed unanimously.
PROPOSED AMENDMENT TO HISTORIC PRESERVATION ORDINANCE
In response to a Commissioner request at the August meeting, staff reported there had been a total of 93
permits issued for razing from August of 2007 through July of 2008. Of these, 33 were to raze and
rebuild a garage; 11 were to raze an accessory structure; 26 were to raze a residential structure and 23
were for razing a commercial or industrial structure.
Harold Buchholz indicated that it would not be practical to give landmark status to all of the properties
that need to be protected from demolition. Discussion ensued regarding the highest priority properties to
protect from demolition and the fact that, under the current ordinance giving a property landmark status
does not provide protection against demolition. Harold Buchholz will research ordinances used in other
Wisconsin cities.
2009 BUDGET REQUEST
Staff reported that proposed costs for historic structure survey work provided by Mead and Hunt were
substantially higher than the amount the Commission had decided to request for structural surveys of
City-owned historic structures. Following discussion, Paul Arnold moved that the Commission submit
the agreed upon request for $10,000 for historic structure survey work with the intention that, if the
request was funded, at least some work could be done and that work should be targeted to the Grand
Opera House structure. Burk Tower seconded the motion, which passed 4-2 (Buchholz, Bullington).
JEFFRIS GRANT FUND
Trent Margrif provided some information on the Jeffris Grant Fund. Funds could be requested for historic
structure surveys but the grant would only pay 50% of the cost. Funds could also be requested for bricks
and mortar projects, but the City would have to pay 75% of the cost. A historic structure survey would be
required prior to funding any bricks and mortar work. Completion of a historic structure report does not
guarantee future funding for repairs on the surveyed structure.
CLG APPLICATION
Harold Buchholz suggested that the Commission apply for funds this year. Commissioners agreed and
staff will look into it.
RIVERSIDE CEMETERY SUBCOMMITTEE
Todd Clark reported that he is working with Bill Sturm to provide information to the Parks Board.
LOCAL LANDMARK PROGRESS
Shirley Mattox reported that the owner of the home at 404 W. New York is no longer interested in having
the property landmarked.
HISTORIC PRESERVATION CONFERENCE
Staff Commissioners fall historic preservation conference will be held September 26 – 27 and requested
that they notify the City if they are planning to attend.
OTHER BUSINESS
Todd Clark announced that, due to time constraints, Bev Harrington has submitted her resignation as a
Commission member.

Grady Bullington moved for adjournment. Paul Arnold seconded the motion which passed unanimously.
