A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance,
be approved for payment.
2. BRIDGE OPENING CELEBRATION
Request permission to grant approval to the Bridge Dedication Committee to utilize
Wisconsin Street, Ohio Street, Witzel Avenue and the Wisconsin Street Bridge on
Saturday, October 11, 2008, from 12:00 p.m. to 3:00 p.m., for the formal dedication of
the Wisconsin Street Bridge. Request further permission to grant approval to the
Committee to utilize city streets and facilities on October 11 from 1:45 p.m. to 3:00
p.m. for their parade, and to utilize Opera House Square, with Market Street being
closed from High Avenue to Algoma Boulevard, from 1:00 p.m. to 9:00 p.m., for their
"Bach to Rock" event, in accordance with the attached letter of request.
3. UW- OSHKOSH HOMECOMING PARADE
Request permission to grant approval to the University of Wisconsin- Oshkosh to utilize
city streets and facilities on Saturday, October 18, 2008, from 10:30 a.m. to 11:15
a.m., for their annual Homecoming Parade, in accordance with the attached letter of
request.
4. LOURDES HIGH SCHOOL HOMECOMING PARADE
Request permission to grant approval to Lourdes High School to utilize city streets and
facilities on Friday, October 17, 2008, from 5:00 p.m. to 5:30 p.m., for their annual
Homecoming Parade, in accordance with the attached letter of request.
5. BLOCK PARTY
Request permission to grant approval to the residents of Central Street to close
Central Street, from Church Avenue to West Parkway Avenue, on Friday, October 31,
2008, from 7:00 p.m. to 10:00 p.m., for their neighborhood block party, in accordance
with their recently submitted Block Party Request Form.
6. BLOCK PART
Request permission to grant approval to the residents of Hayward Avenue to close
Hayward Avenue, from Norman Court to Wellington Drive, on Saturday, October 11,
2008, from 9:00 a.m. to 10:00 p.m., for their neighborhood block party, in accordance
with their recently submitted Block Party Request Form.
7. NOISE VARIANCE
Request permission to grant a noise variance to the Wisconsin Department of
Transportation for upcoming work on the demolition and girder placement of the Witzel
Avenue, 9 th Avenue, and 20 Avenue structures in 2010 and 2011 during evening
hours, in accordance with the attached letter of request.
8. ADJUSTING TELEPHONE UTILITIES
Request permission to grant approval to Mi -Tech Services, Inc. to close Murdock
Avenue, from Jackson Street to Main Street, during the month of October, 2008, from
7:00 a.m. to 10:00 p.m., to adjust existing telephone utilities currently located within
the intersection of Jackson Street and Murdock Avenue, in accordance with the
attached letter of request.

Dear City Council:
On behalf of the Bridge Dedication Committee, we would like to utilize Wisconsin Street, Ohio Street,
Witzel Avenue and the Wisconsin Street Bridge on Saturday, October 11, 2008, from 12:00 p.m. to
3:00 p.m., for the formal dedication of the Wisconsin Street Bridge.
We would also like to utilize city streets and facilities on that day for our parade in honor of the bridge
opening. The parade will assemble off of Campbell Road in the Seniors Center/FVTC parking lot,
presumably around 1:45 p.m. We will proceed down Witzel to Ohio Street, go over the bridge, and
make a right on High Avenue to Brown Street. We will disassemble at Brown Street. The parade will
begin at 2:30 p.m. and end around 3:00 p.m. The VFW Auxiliary Band will begin playing at the
bridge at 1:00 p.m.
We are also asking permission to utilize Opera House Square and facilities on that date from around
1:00 p.m. to 9 :00 p.m. Our actual celebration, "Bach to Rock ", will begin at 3:00 p.m. We are also
asking permission to close Market Street, from High Avenue to Algoma Boulevard, during these
festivities.

The University of Wisconsin Oshkosh will celebrate its annual Homecoming on Saturday,
October 18, 2008.
As in the past, a parade is one of the highlights of our festivities. Therefore we are requesting
your approval for the following route through the City of Oshkosh.
Parade Assembly: From 8:30- 10:30 a.m. Fox Valley Technical College parking lot.
The parade will proceed from the Fox Valley Technical College parking lot onto Campbell Road
to Witzel Avenue, down Witzel Avenue to Josslyn Street to Rush Avenue where the parade will
disband. This is the route that was use last year. The Reeve Union Board Special Events
committee has met with the University Police as well as the City of Oshkosh Police in regards to
this route, traffic concerns, and safety concerns. We believe that this route encourages more
participation at the Pre -Game Celebration tents prior to the football game.
The parade will begin at 10:30 a.m. and should reach the disbanding area by approximately 11:15
a.m.
Upon your approval of this route, we will continue to work with the University Police
Department as well as the City of Oshkosh Police Department for supervision and day of event
preparations.

Subject: Lourdes High School Homecoming Parade
On Friday, October 17, 2008 Lourdes High School will be holding its annual homecom-
ing. As part of the festivities, we would like to have a small parade. Step off would be
5:OOPM from the Sacred Heart Parish parking lot at 1020 W 6th Ave. It would proceed
on 6th Avenue and turn north onto Knapp St. It would then proceed north to Durfee to
cross Witzel Ave and move to Josslyn Street. The parade would end into the parking
lot of Lourdes High School. From step off to the end of the parade should take no more
than 30 minutes. The parade would consist of a band, 4 floats representing the 4 class
levels at Lourdes and 5 cars with Homecoming court members.

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

I am writing on behalf of the Wisconsin Department of Transportation requesting
the City of Oshkosh to grant WisDOT a noise variance for upcoming work on US
41 specifically the upcoming work on the demolition and girder placement of the
Witzel Avenue, 9 th Avenue, and 20 Avenue structures. The Witzel Avenue
demolition is currently scheduled to occur in spring of 2010 and will take 2 to 3
nights to complete. The girder placement would occur after the abutments and
..piers are completed and would take 2 to 3 nights to complete the work. The 9 th
Avenue demolition is scheduled to take place in spring 2011 and taking 2 to 3
nights. The girder placement would take place in late spring 2011 and take 2 to
3 nights as well. The 20 Avenue overpass is scheduled to start in September
2010 with demolition and girder placement would be in late September or early
October 2010.
We are requesting this variance due to the large traffic volumes on US 41 in this
area and trying to reduce congestion during construction. We propose to do this
work at night and have traffic follow the routes as shown in the attached map on
local frontage roads. This would allow US 41 traffic around the work zone during
these nights of work. The 9 th Avenue interchange we are proposing to have US
41 traffic travel the entrance /exit ramps to move around the work zone.
We will be contracting with Wisconsin State Patrol and Winnebago County
Sheriff's Department to help with traffic mitigation on nights of this work. They
help with directing traffic around the work zone and delivery of the concrete
beams into the work zone of the new structure.

The contractor and WisDOT will communicate the exact dates of the work after
the projects are let and awarded.
We will be requesting other noise variances on other work on the US 41 project
in the future as our design plans are completed. We foresee future requests
especially in the Highway 21 Interchange and US 45 Interchange areas due to
the large amount of work to be done and to be completed in a short time.
Please let me know if you would like me to attend any City Council meetings to
discuss our request. We would like the City to respond to this request by
September 12, 2008.

RE: Request to close the eastern side of the Jackson St. /Murdock Av. intersection and detour traffic via
Jackson St., Packer Av. and Harrison St. back to Murdock Av. — City of Oshkosh, WI.
Mr. Rohloff,
Mi -Tech Services, Inc., on behalf of AT &T, is seeking City Council approval to close the eastern side of
the Jackson St./Murdock Av. intersection and detour traffic via Jackson St., Packer Av. and Harrison St,
back to Murdock Av. in order to adjust existing telephone utilities currently located within the intersection
and proposed roundabout area per WisDOT Project# 6430- 14 -71. The proposed detour has been
discussed with both City Staff and WisDOT officials and has been preliminarily approved by WisDOT,
pending minor revisions to the traffic control, detour plan and an approved City of Oshkosh Permit. This
letter is being sent to you to satisfy notification requirements per City Ordinance.
The proposed adjustment work will consist of excavation, exposure and lowering of the existing telephone,
duct package in the intersection to provide clearance for proposed storm sewers. The adjustment work is
tentatively scheduled for the month of October and will occur during the exempt working hours of 7:OOam
to 10:OOpm. The work is anticipated to be completed within 5 -7 working days depending upon site and
weather conditions. Restoration work will follow immediately thereafter.
In addition, 2 other areas of adjustment are also required; however, this work will not require a detour and
can be completed while maintaining traffic flow in all directions with standard traffic control measures.
This work will be completed immediately following the above work and is anticipated to be completed in 4-
6 working days.
Mi -Tech Services, Inc. is an agent for AT &T, with AT &T being the owner of the existing telephone utilities
shown on the plans.
Any special requests the City of Oshkosh requests will be adhered to.
